The regular meeting of the Sauk County Law Enforcement Committee was held on Tuesday, September 8, 2009, at 9:30A.M., in room D102A Community Room, 1300 Lange Court, Baraboo, Wisconsin.
The meeting was properly posted and all interested parties were notified.

Call to Order and Certification of Open Meeting Law: The meeting was called to order and compliance with the Open Meeting Law was certified by Chair Donald Stevens at 9:30 A.M.

Letter from the Department of Corrections confirming the annual jail inspection on October 7, 2009. Sheriff Stammen also reminded the Committee that they are required to inspect the Jail once a year.
Letter to Tammy Baldwin from the Sheriff regarding COPS grant process.
Letter from DA Barrett to Sheriff Stammen in regards to the death investigation in the Jail stating that there was no evidence of criminal actions by the Jail itself and/or jail employees.
Letter to Sheriff Stammen from the President of the National Sheriff's Association regarding
Sheriff Stammen's appointment to the Congressional Affairs Committee and the Homeland Security Committee.

Sauk County Animal Shelter operations update:
Justin will be leaving the animal shelter at the end of this week.
Animal Shelter took in 56 dogs and 76 cats in the month of August.
Each municipality has varying policies on bite cases. The animal shelter would like work on creating a new unified policy on bite cases.
Review and approve August, 2009, expenses for Coroner:
Motion by Tollaksen, seconded by Halfen, to approve payment of the Coroner's expenses for August 2009, in the amount of $5,668,67. Bills discussed. Motion carried.
Review and approve August, 2009, expenses for Sheriff:
Motion by Tollaksen, seconded by Halfen to approve payment of the Sheriff's Department expenses for August 2009, in the amount of $109,997.65. Bills discussed. Motion carried.
Discussion of 2010 Draft Budget and the 2010 Program Grading Sheet.
Budgetary items were discussed and the Committee agreed to forward budget proposal onto the Finance Committee for their review.
Update and discussion of the Homeland Security Radio Grant.
We have been applying for grants for the radio. We were notified that we are eligible for the next round of grants beginning December 1, 2009. We were notified that we are eligible for 23 radios.
The grant increased the reimbursement for each radio up to $2,000 or 75% of the costs.
Final numbers for cost of the radios will be given in October's meeting.
Update on Training Facility.
An advertisement has been released requesting bids for the construction of the Facility.
Blueprints of the proposed facility were shown to the Law Enforcement Committee.
Chair Stevens advised the Committee that a special meeting would be held prior to County Board next Tuesday, September 15, 2009, regarding a Resolution to accept a bid for construction.
Jail Report
DOC Housing Net Revenue YTD $531,412.
Boarding other Jurisdictions for 2009, $1,487,605 has been collected in 2009.
At the end of 2011 when Governor Doyle has completed office the future Governor may look at the various County's that house inmates and the contracts that are associated with them.
Our previous telephone vendor for Jail inmates, DC Telesystems, has gone out of business. We were able to obtain a new vendor, Digital Systems, DSI/ITI, they have been here and updated the phone systems.
If we sign a 7 year contract with the new vendor we would receive $14,400 signing bonus. The new vendor offers 54% commission on each phone call.
The Committee suggested signing the 7 year contract.
Electronic monitoring -13 inmates participated on the program in August for a cost of
Administrative Report
Triple I's-Our Deputy's squad was hit during a traffic stop by a vehicle heading south. State Patrol investigated the accident. Minor damage to the squad.
Department overtime for August 2009- 956.5 hrs overtime, 318.25 comp time, for a total of 1,274.75 hours.
Supervisory overtime for special investigations 32.5 hrs which is included in the above numbers.
Department Personnel- Part-time nurse resigned on August 25, 2009.
Field Services Report
146 prisoner transports in August for a total of 1,310 YTD
Juvenile transports and housing costs for the month were $5,093.66.
Supervisor Halfen advised that the County should look into creating an ordinance mandating Companies to change the #9 for outside line callouts. The amount of accidentally 911 calls continues to increase.
Highway safety grants-we have been authorized a grant for 2010 for alcohol enforcement which begins on October 1, 2009 for $25,000.
State crime report for 2007 for Sauk County was handed out, 2008 is not completed as of this date.
News Release from Attorney General J.B VanHollen reference a cold case that they have been working on. In 1973, there was a murder of a women in Tucson, Arizona that was unsolved for many years. In 1976, there was a murder in Sauk City, we arrested William Zamastil for that murder. He has been identified as a suspect in multiple cold cases throughout the United States to include several cases in Sauk County.
