The meeting was called to order at 5:20 p.m. and certification of the open meeting law was noted.
Moved by Clement and seconded by Haugen to adopt the agenda with the WIC year end report when Smidl arrives. Motion carried
Request by Haugen, to add to the minutes of the March 25, 2009 meeting: An understanding by Mr. Krueger that members of the Public Health Board have the opportunity to present to the E & L Committee their concerns regarding the previous health officer's dismissal. Motion made to approve minutes by Haugen. Seconded by Delong. Motion carried.

Business Items for Discussion and/or Action:
Presentation by Oasen regarding limited agent program for Sauk County . Discussion followed. Presentation by Drury of State Full Agent program in Sauk County . Advantages and disadvantages of being full agent vs. limited agent discussed.
Moved by Stehling to recommend continuing to pursue the incremental approach of limited agent and to consider full agent status sometime in the future. Second by Clement. Motion carried 5-1 (Haugen-no)
WIC year end report by Smidl.
Discussion and completion of Strategic Development -2010 Form 1.
Moved by Clement to approve expenses for Stehling and Haugen to attend the annual WPHA/WALHDOB meeting. Second by Brown. Motion carried.
Department updates:
Financial and monthly reports reviewed
Motion by Clement and seconded by Haugen to approve the March 2009 invoices for $28,378.50. Motion carried.
WPHA/WALHDOB Legislative Updates committee has not met.
