Meeting called to order by Chairman Cassity at 9:05 A.M.
Staff certified compliance with open meetings law.
Motion by Ashford, seconded by Gaalswyk to adopt the meeting agenda. Motion carried, 4-0.
Discussion on the definitions in chapter 7. Agricultural Use (7.02(3)) needs modification. Section 7.21 needs to be sticken because not adhered to now.
Marty Krueger entered the meeting at 9:45 a.m. Executive and Legislative Committee will be taking up the pending court case regarding a sawmill violation on Tuesday, July 7 at 8:00 a.m. In closed session.
Committee agreed to the following language for sawmills:
Add to Definitions (7.02 (86)) (then renumber the rest)
(86) Sawmill. A facility where logs or partially processed cants are sawn, split, shaved, stripped, chipped, or otherwise processed to produce wood products, not including the harvesting and processing of timber from the same parcel.
Possible change to the Special Exception Permit language:
Amend the following: 7.05(l)9. "Saw mills, when located on the same premises for more than ten (10) days."
Amend the following: 7.05B (2) (b) 5. "Agricultural related businesses including, but not limited to, farm implement dealers, feed mills dealers, fertilizer dealers, stockyards, fuel alcohol stills biofuel manufacturing, veterinary services, and sawmills located on the same premises for more than ten (10) days."
Amend the following: 7.10 (2) (b) 7. Resource Conservancy 35: "Agricultural related businesses including, but not limited to, farm implement dealers, feed mills dealers, fertilizer dealers, fuel alcohol stills biofuel manufacturing, veterinary services, and sawmills located on the same premises for more than ten (10) days."
Amend the following: 7.10A (2) (b) 7. Resource Conservancy 5: "Agricultural related businesses including, but not limited to, farm implement dealers, feed mills dealers, fertilizer dealers, fuel alcohol stills biofuel manufacturing, veterinary services, and sawmills located on the same premises for more than ten (10) days."
The Committee discussed camping. Committee agreed to the following language:
7.13(7)(a)1.b. change to no more than 3
7.13(7)(a)2.b. change to no more than 3
7.13(7)(a)3. change to no more than 3
**Camping is limited to no more than 15 consecutive days during any one stay and each stay shall occur no more than three times a year.
7.13(7)(a)3.c. change to four (4) days
7.13(7)(a)3. Camping by organizations, or groups, or more than two (2) camping units on any lot or parcel under one (1) ownership outside of licensed campgrounds shall be allowed under the following conditions:
Definition (from DHS 178.03):
(3) "Campground" means any parcel or tract of land owned by a person, the state or a local government, which is designed, maintained, intended or used for the purpose of providing sites for nonpermanent overnight use by 4 or more camping units, or by one to 3 camping units if the parcel or tract of land is represented as a campground.
Motion by Ashford, second by Gaalswyk, to adjourn at 11:05 a.m. Motion carried, 4-0.
