Aging & Disability Resource Center Advisory Committee
Tuesday, March 14, 2017 at 9:00 A.M.
Basement Conference Room B24, West Square Building, 505 Broadway, Baraboo, WI 53913
Members Present: Demers, Brown, Hovde, Carlson, Waddel; Moore & Klepper arrived at 9:06; Ellington arrived at 9:10
Members Absent: Cheers
County Personnel: Blodgett, Hause, Kitzinger
Vice Chair Demers called the meeting to order at 9:04 a.m. and compliance with the Open Meeting Law was verified.
Demers had all members and others in attendance introduce themselves as there are new members on the Committee. Upon completion, Demers turned the meeting over to Chairman Moore.
MOTION (Demers/Carlson) to adopt the agenda. Motion carried unanimously and agenda adopted.
MOTION (Demers/Waddell) to approve the minutes of the regular meeting on August 23, 2016. Moore stated notes of the meeting scheduled for November 29, 2016 do not require approval as the meeting was not held due to lack of quorum. Motion carried unanimously.
Public Comment: None
Communications: Blodgett read a letter addressed to Chairman Moore from GWAAR advising him that they have approved our 2017 Aging Plan Budget.
Membership Dwayne Cheers term ending April, 2017:
Blodgett reported a member may not serve more than two 3-year terms. Wadell and Carlson are automatically appointed for 3 years, and a replacement is needed for Mr. Cheers. Ellington suggested Rachelle Fearson, Pastor of Hope Thru Christ Church. Blodgett will call her to see if she would be interested in serving. If she declines, but suggests another person, Kitzinger will forward the name and biography to the Committee members prior to the next meeting for their consideration.
Aging Program:
a) Blodgett reviewed the 2017 GWAAR budget.
MOTION (Demers/Carlson) to approve the GWAAR budget of $336,340. Motion carried unanimously.
b) Blodgett presented the 2016 annual report.
MOTION (Demers/Ellington) to accept the annual report. Motion carried unanimously.
Services Updates:
c) Nutrition:
1) Lake Delton congregate site: Blodgett reported that after completing a cost per meal analysis of this dining site, a decision was made to temporarily close the site. Discussion followed and suggestions were given for alternative arrangements to be considered. Blodgett will follow up on these suggestions and report on the results at the next meeting.
2) Cold Weekend Meal Scenarios: Blodgett presented an estimated cost analysis and reported that a pilot of this program may be possible in the last quarter of next year.
d) Caregiver:
1) Grandparents as Parents: Blodgett reported there is currently a meeting in Sauk one Tuesday per month; we are looking to start a group in Baraboo this June. A grant up to $15,000 may be available through the Brookdale Foundation to use as seed money to start a support group.
2) Caregiver Support group in Sauk:
e) Evidence-based Classes for 2017: Blodgett reported (2) Stepping On and (1) Powerful Tools for Caregivers classes are scheduled.
f) Community Support and Outreach:
1) Helping Hands at Home: Blodgett reported the list has been updated. Discussion followed.
2)Volunteers: Blodgett reported that Cathy Bindl is always scouting for more volunteers and ask the Committee to contact Cathy if they know of someone who would like to volunteer.
g) EBS: Presented in the annual report discussion.
Other ADRC Services Updates:
a) I&A, DBS: Presented in the annual report discussion.
b) Transportation
1) Taxi Ticket Price Increase – ADRC or Client: Topic to be discussed in the Transportation Coordination Committee meeting following this meeting. Blodgett did report there is enough money in the budget to help clients defray mileage costs.
2) IRS mileage reduction: ADRC or Client: Topic to be discussed in the Transportation Coordination Committee meeting following this meeting.
c) Frequency of meetings; bylaw changes: Currently meeting quarterly which presents problems if a meeting is cancelled. Blodgett proposed to change the frequency of the meetings to every other month instead. Discussion followed. Moore asked Blodgett to meet with Corporate Counsel first to see if this Committee can change the bylaws or if a resolution is needed. Blodgett will obtain a written opinion and draft item needed for presentation at the May Committee meeting.
Aging & Disability Resource Center of Eagle Country Board Updates: No meeting in Feb due to weather.
Next meeting date and time: Tuesday, May 23, 2017 9:00a.m.
MOTION (Demers/Carlson) to adjourn until Tuesday, May 23, 2017 at 9:00a.m. Motion carried unanimously and the meeting adjourned at 10:05
