SAUK COUNTY BOARD OF ADJUSTMENT
August 29, 2019  Session of the Board

Vice Chair Kettner called the session of the Sauk County Board of Adjustment (BOA) to order at approximately 9:00 A.M.  The Chair introduced the members of the Board, explained the procedures and the order of business for the day.  The staff certified that the legally required notices had been provided for the scheduled public hearing.  The certification of notice was accepted on a motion by Mercier, seconded by Allen.   Motion carried, 4-0.

The Board adopted the agenda for the August 29, 2019 session of the Board on a motion by Mercier, seconded by McAluliffe.  Motion carried, 4-0.

The Board adopted the minutes from the July 25, 2019, Board of Adjustment meeting on a motion by McAuliffe, seconded by Mercier.  Motion carried 4-0.

COMMUNICATIONS: 

None.

APPEALS:
 

            A.  SP-07-2019.  Requesting a Special Exception Permit pursuant to s. 7.060 of the Sauk County Zoning Ordinance to authorize the continued operation of a non-metallic mining site, one acre or greater and a Non-Metallic Mining Reclamation Permit pursuant to s. 24.05 of the Sauk County Non-Metallic Mining Reclamation Ordinance.   Polk-A-Dot Farms LLC, Owner; and Kraemer Co, Owner-Operator/Applicant.  Town of Woodland, tax parcels 044-0353-00000, 044-0352-10000, 044-0375-00000 and 044-0379-00000.

Will Christensen, Land Resources and Environment appeared and provided a background and history of the request, reviewed the photos and video of the site and concluded with the recommended conditions should the board chose to approve the request.   

Kettner asked if there have been any complaints received during the history of the quarry.  Christensen stated he is not aware of any.

Kettner asked if this is a quarry that receives any annual inspection.  Christensen stated this is a quarry that receives annual inspections. 

Kettner asked how far in advance the Town was notified of the request.  Christensen stated they were notified in July of the request, but they did not provide comment.

Board members asked questions about the fencing and the gate at the quarry entrance.  Christensen explained.

Allen asked about inspections.  Christensen spoke of inspections and the regulations in the ordinance.

Bob Jewell, The Kraemer Co, applicant, appearing in favor of the request, spoke of the renewal of the Special Exception permit.  He addressed the previous applications for a hot mix plant and explained that it is a separate application.

Kettner asked about crushing hours and how often it occurs.  Jewell explained that they can do crushing until 9, however it rarely happens and their typical hours are 6-6.

Kettner asked about notifying for use of explosives for blasting.  Jewell stated maybe a couple times a year.

Seeing as no one else wishes to speak, Vice Chair Kettner closed the public portion of the hearing at approximately 9:23 a.m. and the Board went into deliberation.

The board discussed the quarry and its successful operation without incedent.

Motion by Allen, seconded by Mercier to approve the special exception request for the continued operation of a non-metallic mining operation, one acre of greater and a non-metallic mining reclamation permit, with the recommended conditions by the Town and the Land Resources Department.   

Motion by Mercier, seconded by Allen to adjourn at 9:24 a.m.  Motion carried, 5-0.
