Call to Order and Certify Compliance with Open Meeting Law.6:10 P.M.

 

Roll Call.PRESENT:  (28) Czuprynko, Kriegl, Meister, Johnson, Pettersen, Dietz, Braunschweig, Deitrich, Bychinski, Flint, Moore, White Eagle, Vedro, Miller, Von Asten, Lombard, Ashford, Spencer, Berlin, Polivka, Riek, Peterson, Hambrecht, Wenzel, Stehling, Netzinger, Fordham and Krueger.   ABSENT:  (3) Hovde and Andrews; Peper (Excused).

 

      Others present:  Gary Becker, Alene Kleczek Bolin, Kerry Beghin, Todd Liebman, Meg Roback, Tim 

      Damos, Jim Thornsen, David Olson, Wessie Dietz, Mary Ellen Murray, Peter Murray, Steve Pate,

Adopt Agenda.  MOTION (Stehling/Spencer) to approve agenda.  Motion carried unanimously.

Chair Krueger and Gary Becker gave a brief overview of mid-term rules.

 

Facilitated Discussion:Future of Sauk County – Becker:

Becker facilitated discussion regarding the future of Sauk County.

 

7)    Small Group Work:  Trends, Opportunities, Threats & Scenarios:

       The supervisors were asked to break out into groups of four.  The following five trends were

       identified:

       a.  Suburbs are growing;

       b.  Declining state and local government;

       c.  Rise in urban and rural development;

       d.  Energy grid distribution;

       e.  Rise in the cost of healthcare.

 

8)    Results of Small Group Work:  Strategies vs. Issues – Becker: 

        Results after group discussion were reported and discussion followed.      

       

Chair Krueger called a fifteen-minute break at 8:30 pm.  Supervisor Ashford was excused for the remainder of the meeting.  The meeting resumed at 8:45 pm.

9)    Identification and Prioritization of Strategic Issues – Becker:

 

1. Affordable, available housing (assisted living for elderly, families at risk of homelessness, veterans) - Number of votes - 11

2. Creating and maintaining a sustainable livable community (place-making, environmental stewardship, good wages) - # of votes 9

3. Placemaking to support economic development - # of votes - 10

4. Changing statutory authority (state/feds) impeding local decision-making. # of votes 4

 

5. Declining/unpredictable financial support (highways, Medicaid, other)

# of votes - 8 

6. Public & employee safety in County facilities (Building security). # of votes - 1

7. Mental health (issue awareness, worker shortages in psychiatry). # of votes - 4

8. Family health - Nutritional status and physical activity. # of votes - 1. 

9. Maintain transportation network and services (Baraboo highway shop). # of votes - 6 

10. Comprehensive Community Service teams. # of votes - 1

11. Treatment for opiate addiction - # of votes - 7

12. Increased aging & disability of Sauk County residents (Adult protective services). # of votes - 5

13. IT upgrades & major systems purchases (Sheriff's Dept video, storage, MIS). # of votes - 4

14. Carbon neutral facilities.  # of votes - 5

15. Partnerships with outside agencies (drugs, interoperability). # of votes - 4. 

 

10)  Resolutions:

        HIGHWAY & PARKS COMMITTEE:

        Resolution 64-2017 Requesting The Sale Of White Mound County Park To Sauk County From       

        Wisconsin Department of Natural Resources.

 MOTION (Stehling/Netzinger).  VOTE:  AYES:  (27) Czuprynko, Kriegl, Meister, Johnson, Pettersen,  

 Dietz, Braunschweig, Deitrich, Bychinski, Flint, Moore, White Eagle, Vedro, Miller, Von Asten,  

 Lombard, Spencer, Berlin, Polivka, Riek, Peterson, Hambrecht, Wenzel, Stehling, Netzinger,  

 Fordham and Krueger.  NAYS: (0).  ABSENT:  (4) Hovde and Andrews;  Ashford and Peper (Excused).

 Motion carried unanimously.

 

        Resolution 65-2017 Authorizing Sauk County To Build The Prairie Du Sac/Sauk City Unit Of The    

        Great Sauk State Trail And Approving A Memorandum Of Understanding  With The State Of     

        Wisconsin Department Of Natural Resources To Trail Development, Operation And Maintenance.

 MOTION (Meister/Wenzel). 

 MOTION (Wenzel/Berlin) to amend the resolution to read as follows:

 “…operate and maintain the Great Sauk State Trail from the railroad bridge in Sauk City through the Badger Army Ammunition Plant/Sauk Prairie Recreation Area; and…”

Vote on motion to amend:  AYES:  (5) Kriegl, Vedro, Riek, Von Asten and Wenzel.  NAYS: (22)  Czuprynko, Meister, Johnson, Pettersen, Dietz, Braunschweig, Deitrich, Bychinski, Flint, Moore, White Eagle, Miller, Lombard, Spencer, Berlin, Polivka, Peterson, Hambrecht, Stehling, Netzinger, Fordham and Krueger.  ABSENT:  (4) Hovde and Andrews;  Ashford and Peper (Excused).  Motion failed.
