Becker facilitated discussion regarding the future of Sauk County.
7) Small Group Work: Trends, Opportunities, Threats & Scenarios:
The supervisors were asked to break out into groups of four. The following five trends were
identified:
a. Suburbs are growing;
b. Declining state and local government;
c. Rise in urban and rural development;
d. Energy grid distribution;
e. Rise in the cost of healthcare.
8) Results of Small Group Work: Strategies vs. Issues – Becker:
Results after group discussion were reported and discussion followed.
Chair Krueger called a fifteen-minute break at 8:30 pm. Supervisor Ashford was excused for the remainder of the meeting. The meeting resumed at 8:45 pm.
9) Identification and Prioritization of Strategic Issues – Becker:
1. Affordable, available housing (assisted living for elderly, families at risk of homelessness, veterans) - Number of votes - 11
2. Creating and maintaining a sustainable livable community (place-making, environmental stewardship, good wages) - # of votes 9
3. Placemaking to support economic development - # of votes - 10
4. Changing statutory authority (state/feds) impeding local decision-making. # of votes 4
5. Declining/unpredictable financial support (highways, Medicaid, other)

7. Mental health (issue awareness, worker shortages in psychiatry). # of votes - 4

Resolution 65-2017 Authorizing Sauk County To Build The Prairie Du Sac/Sauk City Unit Of The
Great Sauk State Trail And Approving A Memorandum Of Understanding With The State Of
Wisconsin Department Of Natural Resources To Trail Development, Operation And Maintenance.

MOTION (Wenzel/Berlin) to amend the resolution to read as follows:
“…operate and maintain the Great Sauk State Trail from the railroad bridge in Sauk City through the Badger Army Ammunition Plant/Sauk Prairie Recreation Area; and…”
