White Eagle, Hovde, Vedro, Miller, Von Asten, Ament and Riek. NAYS: (20) Czuprynko, Meister, Lehman, Braunschweig, Deitrich, Bychinski, Flint, Moore, Ashford, Spencer, Berlin, Polivka, Peper, Peterson, Andrews, Wenzel, Stehling, Netzinger, Fordham and Krueger. ABSENT: (1) Hambrecht (Excused). Motion failed.

Wenzel, Stehling, Netzinger, Fordham and Krueger. NAYS: (6) Kriegl, Dietz, Von Asten, Ament, Riek
