This meeting is open to the public. However, in light of the COVID-19 pandemic, members of the public may wish to watch the meeting on streaming video which can be found on the County’s webpage at https://www.co.sauk.wi.us/meetings. No one should attend the meeting if they are experiencing COVID- or flu-like symptoms, have a fever, sore throat or recently experienced a loss of taste or smell. Masks are encouraged but not required. Social distancing of 6 feet is required.

Present: Dave Bretl, Kerry Beghin, Joel Chrisler, Mike Compton, Ian Crammond, Mark “Smooth” Detter, Mike Flint, Pat Gavinski, Lynn Horkan, Marty Krueger, Valerie McAuliffe, Steve Pate, Jennifer Vosen, Phil Wedekind, Lisa Wilson
The meeting was called to order by Bretl at 1:00 PM. Certification of open meeting compliance was given. Motion by Flint, second by Detter to nominate Krueger to act as Chair for the meeting, close nominations, and cast a unanimous ballot. Motion carried. Motion by Flint, second by McAuliffe to adopt the agenda. Motion carried.
Public Comment: None
Review and Consideration of Capital Improvement Plan: Beghin recapped the process and criteria for inclusion in CIP Plan. She noted it is a big picture look at long range planning. Its purpose to prioritize and identify projects/purchases and possible funding over the upcoming ten years.
Health Care Center (HCC)
HCC Property Improvements: Vosen noted HCC plan for improvements and repairs for long range issues of aging equipment and building components. 2020 planned improvements and repairs will be moved to 2021 due to facility restrictions resulting from COVID pandemic. All requests are funded through Certified Public Expenditure (CPE) Medicaid funding which was received due to unmet state funding to nursing homes.
Infection Control Robotic Devices (share with Sheriff’s Department): Recent guidance shows CARES funding will cover these devices; hope to purchase in 2020. The Committee discussed the Wisconsin Counties Association Services Inc. potential agreement with Johnson Controls for purchases offered at a discount to counties.
Highway
Equipment Replacement: Gavinski noted typical plan to replace and repair equipment to maintain reliability. Discussed feasibility and needs for equipment maintenance.
New Highway Shop: Current facilities are undersized, depending on when the new facility would be built current facilities may need some repairs. The 2019 facility assessment and the adhoc building committee was discussed. The planned new highway shop for 2023 is an aggressive timeline. Funding sources and timelines were discussed. Plans to consolidate to one location are still being assessed, many factors to consider. New facility locations, timelines and needed repairs of current facilities were discussed. Motion by Flint, second by McAuliffe to move the $27 million for new Highway shop from 2023 to 2024; leave $1.5 million in 2021 for planning and direct Gavinski and Bretl to budget for current needed repairs. Motion carried.
Various Highway Road Projects/Construction: Planned highway construction projects were noted. Gavinski confirmed this plan keeps County on pace with current road quality. Additional goal is to do more preventative maintenance to make roads last 30 years.
Various Roof Repairs: Maintain and repair multiple highway facility roofs, replacing with steel as needed.
Various Shop Yard Paving: Maintain county highway multiple properties yards and locations.
Tri-County Airport
Runway 09-27 Rehabilitation: Higgs was not able to attend, Beghin noted the needed repaving is largely federally funded, approved in 2016. The estimated cost was determined by Bureau of Aeronautics. The runway is well past the expected life span. Project completion in 2023.
Circuit Courts
Fourth Jury Courtroom: Law Enforcement & Judiciary Committee moved this to 2030, a placeholder for possible judicial expansion. The County is low on the list as far as need, so it is safe to say it won’t be soon.
University of Wisconsin (UW)-Platteville Baraboo Sauk County:
Compton, current administrator of UW gave an overview of phase 3 plans to include wiring, lighting and class room updates. Items identified can be moved to 2022 budget year totaling $800,000, County share $400,000. The need for the theater, other options and funding were discussed. Motion by Flint, second by Chrisler to move the phase 3 arts renovation to year 2022. Motion carried.
Building Services: Crammond noted many projects are planned over multiple years to keep the County budget smooth. Many items are typically in the plan each year.
Communications System Upgrades (every year): Recurring CIP item to maintain the County network of communication channels including 156 miles of fiber network and 9 tower sites.
Tactical Channels Upgrade to new IP Based System (2020): After this upgrade all of Law Enforcement Center (LEC) will be internet protocol (IP) based.
Replacement of Tower Road Tower Site (2021)
Radio Upgrade for departments over a three year period (2022-2024)
Upgrade Radio Equipment due to Manufacture end of life (2025)
Additional (new) site development at Bug Tussel Tower Sites (2026 and 2028)
Transition to all new internet protocol (IP) based radios at each tower site with future expansion to provide wider area coverage. Crammond reviewed the need for all tower facilities be 12x26 square feet, insulated, and temperature controlled to handle IP channels and equipment.
Tuck-pointing / Caulking of Facilities: Ongoing inspections, maintenance/repairs of caulk and tuck-point joints on facility concrete panels and stones. Every year worst areas are repaired.
Communications Center-Radio Console replacement (replacement every 10 years, next in 2025): Main dispatch radio system utilized for communications with all fire, emergency medical services, law enforcement, highway and other public service agencies. Recurring budget item to smooth budget, existing equipment was installed in 2003 and replaced in 2015. Life expectancy is 10-12 years. Digital/IP based systems need to be updated and current to operate.
Courtroom Video Arraignment Upgrade: Upgrade the sound and video arraignment systems in Circuit Court branches. Last updated in 2012. Plan to incorporate a few more technical items into the courtrooms as result of COVID pandemic.
Energy Measures Courthouse (CH), West Square (WS), and Law Enforcement Center (LEC): This is an ongoing effort to implement identified cost saving measures. Unused funds are carried forward.
Law Enforcement Center (LEC) Video Upgrade: Video quality is not adequate, will require new wiring and updated infrastructure in mechanical rooms and cameras. Current technology is from 2002.
Replace Roofs: West Square 2020, LEC/Huber 2023; budget annually for needed maintenance on facility roofs. The West Square roof 2020 planned replacement will be shifted to 2021 due to COVID pandemic.
Elevators – Courthouse Annex: When elevator hydraulic cylinders do not pass pressure inspection it will need to be replaced immediately. Amount was budgeted in 2017, will carry forward until needed. Elevator is from 1966 and to date continues to pass inspection.
LEC Sally Port Concrete Replacement: Concrete and trench drain are original to building from 2002, concrete is worn and drain is rusting and inadequate.
Carpet Replacement - Law Enforcement Center (LEC): Replace administrative and jail carpets in phased approach and carryforward as needed to complete.
Re-Gasket, Check Bearings on Chiller Units: Chillers West Square/Courthouse 2024, Law Enforcement Center 2026; replace as scheduled maintenance chillers at County facilities.
Remodel and Security Improvements of Facilities: Remodel and building security-west entrance redesign construction (excluding space modification for scanners and including ADA compliance) of facilities. Improvements/renovation for all facilities to best use space into the future. Many departments need more space. Study has been completed, priorities need to be determined for the recommendations and implementation. Crammond expressed the need to add security check points for court house entry along with possible relocation and improvement of entrance. Goal for 2020 is to complete the design. Currently working through security issues until project can be done. Committee discussed changes to the building services budget and discussed the timeline for expenses due to the COVID pandemic and 2020 county budget shortfall. Committee consensus is to prioritize security.
2021/22 Continued Recommended Implementations: Continue implementing potential recommendations from study.
Spring Green Area Fiber Expansion: Improve broadband in Spring Green and obtain fiber to Highway Shop.
Management Information Systems (MIS) Pate noted the necessary maintenance of four mission critical systems. All projects are long term maintenance of systems with finite lives where systems need to be version specific. Seek grant funding as available.
Phone System Upgrades Ongoing appropriations to update countywide phone and voice mail systems. Systems are constantly changing and linked to the computer network.
9-1-1 Phone System Replacement (replacement about every 7 years, next in 2021): System replacement annualized for future replacement to smooth the budget. Amounts carried forward until replacement needed.
Network Infrastructure Maintenance:
- Switches, routers, Uninterruptible power supplies, etc.
- Firewall Upgrades for HCH (Historic Court House), LEC and LE outside agency connections
- Core Switch Replacement at LEC & HCH Data Center
Network switching and routing hardware exist throughout Sauk County facilities and are the backbone for computer network communication. Many of these devices are in excess of ten years old and are in need of routine replacement. Two Core Switches (LEC and HCH) are being replaced on a seven year cycle, the typical lifespan for service contract coverage.
Virtual Infrastructure Upgrade: The main infrastructure that hosts and stores all County systems and servers.
Land Resources & Environment
Parking area for Great Sauk State Trail (GSST): Construction of a 120 x 40 parking lot and short trail on soon-to-be acquired property in Prairie du Sac. Funding for the GSST was discussed.
Tractor with Mower: Replace existing tractor used by Parks for mowing/maintenance with a side mounted mower.
White Mound County Park – Bridge Replacement: Replace wooden bridge due to deteriorated condition.
Bretl commented will do best to incorporate CIP items into the budget and will made adjustments with department heads as available and flexible.
Motion by Flint, second by Detter to approve the Capital Improvement Plan as amended. Motion Carried.
