CRIMINAL JUSTICE COORDINATING COUNCIL (CJCC)
Meeting: March 23, 2023, 3:30 p.m., County Board Room 326A, West Square Building, Baraboo, WI
Proxy Chair, Rick Spoentgen called the meeting to order and certified compliance with the Open Meeting Law at 3:30 p.m.
PRESENT: Brent Miller, Jay Englund, Jessica Mijal, Leoni Dolch, Judge Michael Screnock, Nicole Dobbs, Patrick Cummings, Rick Spoentgen, Treemanisha Stewart, Lewis Lange, Patricia Rego, Delmar Scanlon, Thomas Dorner; EXCUSED: Jamie Sathasivam, Jennifer Weitzel, Michael Albrecht, Timothy McCumber; ABSENT: Brian Basham, Erica Lehr-Reuber, Megan Cowan, Theresa Owens, Patricia Barrett, Wendy Klicko, Richard Meister

Motion by Delmar Scanlon, seconded by Patricia Rego, to adopt agenda. Motion carried.
Motion by Patricia Rego, seconded by Patrick Cummings, to approve the minutes for the previous Criminal Justice Coordinating Council meeting held on August 18, 2022. Judge Screnock made the committee aware the Judges would not support a bail monitoring program and should be corrected in the August minutes. Motion carried.

Discussion and Possible Action Regarding Proposed Amendments to CJCC bylaws:
Most recent Sauk County CJCC bylaws were updated in August 2022. Motion by Delmar Scanlon, seconded by Leoni Dolch to approve the action regarding the proposed amendments to CJCC bylaws. Motion carried. Judge Michael Screnock abstained.
Justice, Diversion, and Support Report:
Amanda Hanson mentioned several changes and upcoming events. CJCC is now under the Department of Human Services (DHS). Justice Diversion and Support (JDS) will be having an informational meeting April 11th & 12th. If interested, please contact Amanda Hanson. May 12th the Adult Treatment Court (ATC) and Prebooking Division Program will be holding a game night. The event will be at the Reedsburg Area Community Arena (RACA).
May is national Drug Court Month!
Currently, there have been 34 graduates. It is expected to have three graduates in the next two months (invites will be sent out). Cost analysis has been completed. Grant for $150,000 for ATC has been received this year. Dr. McAuliffe has, once again, volunteered to oversee ATC.
The Substance Use Diversion and Support will be renamed to Sauk County Recovery Support Network (SCRSN). To date there are 30 referrals; 5 are from Law Enforcement. Three graduates this year. There is a Thriving in Recovery Campaign coming soon, possibly in June. Some of the struggle with new funding are restrictions that will be in place. The program will no longer have incentive monies or gas vouchers to assist with transportation.
Ben Miller and Amanda Hanson will be working with Sauk Prairie law enforcement and Sauk Prairie Hospital how to make sure there is a warm handoff with individuals with substance abuse.
The Diversion Supervision Agreement (DSA) Program was approved for $92,778 to help fund the program. Referrals are currently on pause until a DSA case coordinator is hired. The position is posted with an application deadline within the next couple of days. There are a few applicants, and it is hopeful this position will be filled in a timely matter. Currently there are six participants in which five are actively engaged from previous years.
Educational Navigator funding will be ending at the end of 2023. This program supports those involved in the criminal justice system; SSM has now approved us to expand to those at a poverty level to obtain their GED with the assistance of our Educational Navigator. Twenty-one tests were taken last year.
Discussion and Possible Action Regarding ATC and DSA Program Policy and Procedure Manuals:
Amanda Hanson briefed the changes made to the ATC Policy and Procedure Manual. Discussion occurred. Motion by Judge Michael Screnock, seconded by Leoni Dolch to approve the ATC Policy and Procedure Manual. Motion carried.

Next Meeting:
The next meeting of the Criminal Justice Coordinating Council will be June 15, 2023, at 3:30 p.m. in Room 213 located on the second floor of the West Square Building.
