A quorum may be present consisting of members of the Aging & Disability Resource Center and Veterans Service Office Committee; Board of Health; Economic Development Committee; Executive & Legislative Committee; Extension Education, Arts & Culture Committee; Finance Committee; Health Care Center Board of Trustees; Highway Committee; Human Services Board; Land Resources and Environment Committee; Law Enforcement & Judiciary Committee; Personnel & Insurance Committee and Property Committee. No governing body will exercise any responsibilities, authority, or duties except for the Human Services Board. It is possible that a quorum on county board members will be at this meeting to gather information about a subject over which they have decision-making responsibility. This constitutes a meeting of the County Board pursuant to State ex rel. Badke v. Greendale Village Board, Wis 2d 553, 294 n.w.2d 408 (1993), and must be noticed as such, although the County Board will not take any formal actions at this meeting. It is also possible that there may be quorums of other County Board Committees present, although those committees will not take any formal action at this meeting.

CRIMINAL JUSTICE COORDINATING COUNCIL (CJCC)

Chair, Michael Albrecht called the meeting to order and certified compliance with the Open Meeting Law at 3:30 p.m.

Motion by Patricia Rego, seconded by Delmar Scanlon, to approve the minutes for the previous Criminal Justice Coordinating Council meeting held on March 23, 2023. Motion carried.
Public Comment:

Sauk County Response Teams Program – Ryan Ramnarace:
Ryan Ramnarace with Sauk County Response Teams (SCRT) introduced himself and gave a presentation on the grant funded program that started in May 2021. Ryan indicated when a referral is received the response team consisting of one peer recovery coach and two EMTs from Baraboo, Dells-Delton, Merrimac, Plain, Reedsburg, Sauk Prairie, or Spring Green make a home visit to contact the consumer. Ryan has done outreach in the community with churches and other agencies who provide substance use services. Referrals are received by email, phone, and online. Referrals can be made by anyone for someone else along with self-referrals. Ryan indicated a consumer completes the Wellness Recovery Plan which is then used to help the consumer get services. SCRT is not affiliated with law enforcement or corrections. Recovery coaches are mandated reporters if consumer is a threat to harm self or others. Consumers can be involved in multiple services at the same time. Discussed reaching out on social media. Many referrals are word of mouth. The response team consists of three recovery coaches and is currently serving approximately 30 consumers.
Ryan emailed Michael Albrecht information describing the SCRT program and how to make referrals; this will be forwarded to the committee members.
Justice, Diversion, and Support Report:
Amanda Hanson gave a presentation with statistics for Adult Treatment Court. There have been 37 graduates; 51% have not reoffended. Planning more community events. Amanda reviewed the barriers for Treatment Court: lack of sober living/transportation/sober events in community/affordable housing, community stigma, waitlist for treatment, limited IOP services, time from arrest to starting the program. Amanda gave referral and participant statistics for 2022 and 2023 (58 referrals, on average 13 participants in 2022 and 40 referrals with 18 participants so far in 2023).
Amanda reported the SUDS program is now called Recovery Support Network (RSN). There have been 57 graduates; 82% have not reoffended. The program has the same barriers as Treatment Court. National Deflection Week is July 16-22, 2023. Amanda played the “Thriving in Recovery Public Service Announcement” posted on Facebook, Instagram, and is shown at gas station pumps, and the movie theater in Wisconsin Dells.
Ali Platt introduced herself. She is a case manager working with the Diversion Supervision Agreement program. The program’s goal is to reduce or dismiss charges.
Amanda reported the Educational Navigator Program will be ending at the end of 2023. Amanda reviewed statistics; 3 new students in the last quarter, 3 have passed exams, 1 GED this quarter but 4 since the beginning of the program, and 6 students are actively engaged with classes. August 1, 2023, is Day at Devil’s Lake Community Event which is a family and recovery friendly, free sober event. Flyers were available for committee members to take and share.
