A quorum may be present consisting of members of the Aging & Disability Resource Center and Veterans Service Office Committee; Board of Health; Criminal Justice Coordinating Council Committee, Economic Development Committee; Executive & Legislative Committee; Extension Education, Arts & Culture Committee; Finance Committee; Health Care Center Board of Trustees; Highway Committee; Human Services Board; Land Resources and Environment Committee; Law Enforcement & Judiciary Committee; Personnel & Insurance Committee and Property Committee. No governing body will exercise any responsibilities, authority, or duties except for the Criminal Justice Coordinating Council Committee. It is possible that a quorum on county board members will be at this meeting to gather information about a subject over which they have decision-making responsibility. This constitutes a meeting of the County Board pursuant to State ex rel. Badke v. Greendale Village Board, Wis 2d 553, 294 n.w.2d 408 (1993), and must be noticed as such, although the County Board will not take any formal actions at this meeting. It is also possible that there may be quorums of other County Board Committees present, although those committees will not take any formal action at this meeting.

CRIMINAL JUSTICE COORDINATING COUNCIL (CJCC)

Chair, Michael Albrecht called the meeting to order and certified compliance with the Open Meeting Law at 3:30 p.m.
PRESENT: Michael Albrecht, Patrick Cummings, John Deitrich, Jessica Mijal, Patricia Rego, Delmar Scanlon, Judge Michael Screnock, Lewis Lange, Nicole Dobbs, Timothy McCumber, Jaime Sathasivam, Treemanisha Stewart, Mark Gumz; EXCUSED: Richard Meister, Jay Englund, Leonie Dolch; ABSENT: Brent Miller, Jennifer Weitzel

Motion by Patricia Rego, seconded by Tim McCumber, to adopt agenda. Motion carried.
Motion by Patricia Rego, seconded by Tim McCumber, to approve the minutes for the previous Criminal Justice Coordinating Council meeting held on July 20, 2023. Motion carried.
Public Comment:
None.
Piloting Alternative Appearance Schedules – Adult Treatment Court (ATC): Amanda Hanson indicated from the site visit, the State recommended adjustments to the appearance schedules. Drug court is going to bi-weekly appearances with participants. These are temporary changes to see how it goes. The new schedule should decrease all staff time. Judge Screnock reviewed the schedule history and the new changes. The State report suggested bi-weekly appearances. Research doesn’t indicate increased benefit to weekly appearances. Staff and team members will still go every Friday from 8 to 10 a.m. as opposed to 8 a.m. to 12 p.m. This frees up county/State/court time for staff. This change will help keep everyone continuing to participate and keep drug court going.
Track 1:
- Bi-weekly court appearances for Phase 1-2
- Monthly court appearances for Phase 3-4
- Every 45 days for Phase 5
Track 2:
- Bi-weekly court appearances for Phase 1
- Monthly court appearances for Phase 2-3
- Every 45 days for Phase 4
Motion by Patricia Rego, seconded by Mark Gumz, to approve the temporary Adult Treatment Court appearance schedule changes. Motion carried.
Discussion and Possible Approval of CJCC Support Letter for ATC and Diversion Supervision Agreement (DSA) Programs Grant Funding: Amanda Hanson requested a letter of support from CJCC for DSA and ATC for continued grant funding. Every time grants are requested, a letter of support is needed. Motion by Michael Screnock, seconded by Lewis Lange, to approve a CJCC support letter for ATC and DSA programs grant funding. Motion carried.
Justice, Diversion, and Support Report: Amanda Hanson reviewed the CJCC mission and vision statements, the current JDS team members, and the ATC mission statement. ATC has 16 participants. As of today’s date, we have had 42 graduates in our program; 18 out of the 42 graduates have been rearrested.
Recidivism: 5 graduates who are 0-6 months post-graduation
4 graduates who are 6-12 months post-graduation
6 graduates who are 12-24 months post-graduation
27 graduates who are 24 + months post-graduation
Rearrest: 3 graduates rearrested 0-6 months post-graduation
6 graduates rearrested 6-12 months post-graduation
5 graduates rearrested 12-24 months post-graduation
4 graduates rearrested 24+ months post-graduation
Improvement: 2017: 3 graduates – all were rearrested
2018: 4 graduates – all were rearrested
2019: 5 graduates – 2 were rearrested; 1 is deceased
2020: 7 graduates – 4 were rearrested
2021: 9 graduates – 4 were rearrested
2022: 6 graduates – 1 was rearrested
2023: 8 graduates – 0 have been rearrested
Graduations will be scheduled quarterly; the 2024 dates are:

There have been 62 referrals to ATC this year; an increase from 2022 where we had 58 for the whole year.
DSA - No new program grant-funded participant referrals have come in; the process is taking a while. We have 7 active participants.
Recovery Support Network (RSN) – Starting October 2023, we contracted with WisHope and law enforcement agencies in Sauk County to provide services after hours and weekends. Stephanie from WisHope is not located in Sauk County. The RSN provides support to law enforcement with substance use/mental health related calls. This can free up law enforcement’s time so they can focus on public safety calls. The goal is to provide support to individuals with substance use related concerns, offering help to them and getting them into case management services. The Recovery Coach will provide harm reduction materials to individuals, which in turn hopefully decreases overdose and officer calls to that residence.
RSN recidivism: 63 graduates since implementation in 2018
10 graduates have been rearrested
Educational Navigator - Position will be extended into next year with reduced hours. There are 6 active students with 13 total for the year; 6 GED exams taken this quarter with 18 total for the year. There are 6 GED graduates for the year and 1 student is two exams away from obtaining their GED.
Michael Screnock asked if anything was missing from providing services, such as a gap. DSA covers new programs to explore and what else is out there. Amanda Hanson indicated we are focusing on growing the programs we have. Michael indicated providing services pre-plea while case is pending is a gap; during timeframe, it is voluntary to participate in services. Something to explore in the future.
