Members Present: Peter Vedro, Patricia Rego, Kevin Calkins, Cathy Warwick, Dan Brattset, Annette Kuhlmann, Alene Bolin, Joanne Jones, Chief Cummings, Leonie Dolch, Captain Lange, John Miller, Ryan Ramnarace, Tom Kriegl, Judge Screnock
Members Absent: Elizabeth La Broscian, Jay Englund, Brian Basham

Call Meeting to Order:
The meeting was called to order and certification of Open Meeting compliance was given at 3:33 p.m.
Adopt Agenda:
Motion by Bolin second Ramnarace to adopt agenda. Motion carried.
Minutes:
Motion to approve minutes by Brattset second by Rego to adopt minutes. Motion carried.
Public Comment:
Theresa Owens – District Court Administrator. She is traveling to each Circuit Court in Wisconsin to better understand the specific needs of each County court and this committee.
Communications:
None.
September CJCC Report – Baldwin
-Discuss ATC Process Map and the breakdown of days between Referral to Acceptance/Denial
-Overview of ATC and SUDS ACE Graphs
-Overview of Proxy Database, including the breakdown of offenders and offenses (multiple versus single), with discussion of possibly adding in a race identification segment into the database
-Discussion of August ORAS Training and proposed implementation
-ATC/SUDS updates\
-Next ATC Graduation Ceremony: October 21, 2019
-Discussion of changing lab vendors to Option’s Lab. Contract is with Corporation Counsel for review.
Review and action on support for ongoing consulting with Tom Weber
-Tom Kriegl suggested slight change to initial Tom Weber proposal (3rd paragraph, 1st sentence). After some discussion, it was decided the change was minor and not needed.
-Discussion continued due to confusion surrounding a change between the initial number of hours and cost associated with the consultation after further discussion with Tom Weber.
-Final decision is to wait to take action until Tom Weber can provide an estimate on the number of hours total that he expects he would need to complete the deliverables identified in the statement of work.
Committees: Report on Action Plans and Committee Goals
Adult Justice Systems:
-Stepping Up Initiative – working on collecting data from Parole Officers and Law Enforcement to identify gaps in the data.
-Next meeting: October 2, 2019 at 3:30 p.m.
Juvenile Justice Systems:
-Did not have quorum at the meeting on September 18, 2019
-Boys & Girls Club will have first meeting this month with Juvenile Justice Systems
-Sent out questionnaires to School Resource Officers to collect additional data from schools
-Next meeting: October 16, 2019 at 3:30 p.m.
Victims Focus Committee:
-Went over mission and vision statements
-Continued work on Action Plans and work groups
-Plans for a Ho-Chunk Representation to be joining the committee, hopefully by the next meeting
-Discussion on Child Advocacy Center
-Next meeting: September 25, 2019 at 2:30 p.m.
Discussion on Budget Concerns/Changes
-Possible cut from the Sheriff’s Department budget could impact CJCC
-Tentative emergency meeting on October 3, 2019 at 4:00 p.m. to discuss on CJCC pending outcome of Sheriff’s Department budget cuts
Next Meeting Date and agenda items:
-Tentative Emergency Mtg: October 3, 2019 (only if budget issues need to be resolved)
