Call Meeting to Order:
The meeting was called to order and certification of Open Meeting compliance was given at 3:32 p.m.
Drop details of Tulsa Trip; details will be emailed. (Strike #13 from agenda).
Adopt Agenda:
Motion by Lange, second Kuhlmann to adopt agenda. Motion carried.
Minutes:
Motion to approve of minutes by Lange, second by Rego to approve minutes. Motion carried.
Public Comment:
Lt. La Broscian of the Baraboo Police Department: Would like to know if the Proxy Form is serving the purpose. Police Department is finding it too cumbersome.
Regina Baldwin was placed on Administrative Leave which she publically disputes.
Communications:

Update on Administrative Roles, Responsibilities, and Justice, Diversion, and Support Organizational Structure – Lawther
Cathy Warwick will continue as interim JDS Program Manager.
The program has grown by adding 3 new staff positions; (upcoming) Reentry Coordinator, SUDS Case Manager Position, and JDS Administrative Specialist.
Discussion of Justice, Diversion, and Support Office Space - Miller
Inadequate Office Space: needs to be close to exits, peep hole needed in door, move to 1st floor closer to the lab. Judge Screnock stated that Ian will be planning and working with the architect and these issues should be addressed in 2020. Miller is concerned if we wait a year, it will be placed on the back burner. Warwick stated she has secured grant dollars to install ceiling cameras for the JDS doorways to address staff safety concerns and allow visualization of those seeking entry on staff computers. Miller wants this placed on a priority for movement. Kriegl stated that Building Services does not interact with the public and could be moved to the basement. Judge Screnock stated all things would be evaluated by the architect. Miller would like periodic updates.
Monthly Justice, Diversion, and Support Report - Warwick
Recruitment and new staff on board:
Educational Navigator (Learning Center) started 1/27/2020: already working with 3 people on GED education.
Prebooking Diversion (SUDS) Case Manager: started on Monday 2/17/2020.
Administrative Specialist started 2/3/2020: Learning programs and bringing value to the group.
Reentry Coordinator: Working on getting CDBG funding locked down, still need fully executed grant secured. Health will finish process begun by Administrative Coordinators office.
Reentry recruitment has been completed, with top candidate on hold till funding is secured.
National Drug Court: has 8 team members going to California.
Updates on graduates/referrals/current participants.
Work continues on developing new fiscal tracking system, statistical reporting backlog entry, developing marketing materials, and addressing literacy level of participant handouts.
Graduation on Monday, February 24th, all are welcome.
Discussion on Contract Support Related to Development of Action Plans – Gibson
Consultant with Tom Weber is Bob Gibson. Bob discussed actions plans, identifying problem areas, goals and objectives.
Committees: Report on Action Plans and Current Initiatives
Adult Justice Systems:
Did not meet in February. Did not have quorum so the meeting was cancelled. Plan to meet in March for a better census.Need to meet to move forward and be progressive.

Juvenile Justice Systems:
Didn’t meet in January or February.

In the process of collecting information to create a rudimentary decision point map of law enforcement’s response to youth.
Tom Webber and Bob Gibson are helping to put together a JJS Action Plan.
I will be resigning from CJCC effective the end of my term in May.

Victims Services Committee:
-DART: Didn’t met in February.
-CMRT: Met 2/19 Safe Harbor projected estimated budget/space requirements. Startup estimated at $41,700.00. Annual budget $125,000.00 Sauk County Staff not necessary, appointments are set up through the Madison Office.
-SART: Met 2/19 Case review of Sauk County and closed case in Dodge County. Identifying weaknesses and strengths. Victim Survey goes live 4/15/2020.
-Next Victim Services meeting: March 25, 2020 at 3:30p.m.
Law Enforcement Software Project Update:
Data migration is going slow. Will need to cross reference. Mid-late April is still the go-live date. Kriegl questioned the capability of the program. Bob Gibson stated that moving the old data and determining what data points are needed is tricky and time consuming.
NaCo Peer Learning Grant:
Goals: use data and connect to other services in order to get all data for the person involved in the services.
