Call Meeting to Order:
The meeting was called to order and certification of Open Meeting compliance was given at 3:32 p.m.
Adopt Agenda:
Motion by Brattset, second Rego to adopt agenda. Motion carried.
Minutes:
Motion to approve of minutes after minor grammatical changes by Rego, second by Dorner to approve minutes. Motion carried.

Welcome new CJCC members
Citizen Member and Juvenile Justice Systems Chair Vacancies
-Ryan Ramnarace chose to step down from CJCC after operating under both vacancies.
-Any recommendations for replacement(s)? Mindy Matteson from DHS and Bill Harris from People Helping People were suggested. Judge Screnock said he would reach out to both of them prior to the next meeting.
-Any volunteers for Juvenile Justice Systems Chair replacement? Further discussion at next meeting.
-Supervisor Dorner requested a brief history of CJCC, which was provided by Judge Screnock. Also discussed the participating parties or stakeholders involved in the committee, and the overall purpose and goals of CJCC.
-It was noted that a citizen representative and a school district representative are still needed – come to next meeting with ideas of who to appoint to these role.
-Supervisor Dorner also requested a copy of the current Bylaws, which will be circulated prior to the next meeting.
Monthly Justice, Diversion, and Support Report - Warwick
- COVID has been especially difficult for the vulnerable population and those with mental health and substance use concerns. Many in the programs have been faced with loss of jobs, loss of money, and loss of insurance. The Case Coordinators are having to get creative in order to help their clients. However, there have still been 6 graduations so far this year, and multiple completions of the SUDS program.
- Improvements – Camera installed outside the office to increase safety for the staff. Implementation of Five Point in order to better track participant costs. Improvements made towards becoming compliant with the CORE data entry for the State. Increase efficiency for the Proxy tool in order to have more consistent referrals processed by LEO and the DA’s office. Billboard and radio campaigns before COVID.
-Working on revision of the Policy and Procedure. Added exit interviews for graduates in order to better identify what works and the challenges that were faced in order to improve.
-Working on behavioral health contracts and outpatient therapy. Sasha has now been allowed back in the Jail to educate, with the goals being for inmates to get their GED and employment.
- Additional improvements - $15,000 in equipment that is being used by the Jail. Free trainings for LEO and first responders, such as Narcan Training. Crisis Intervention training (past and future) for LEO. Drug recognition expert training for LEO. Working with the Overdose Death Response Team.
- Judge Screnock summarized the history of staff with CJCC/JDS. In June the Health Department took over the management of CJCC/JDS from the Administrative Coordinator. The manager position for CJCC/JDS is still vacant.
- New staff – Ben Miller for the SUDS program, Sasha Ripley (new program), and new Administrative Specialist, Annette Abel – in addition to the two existing Case Coordinator positions. All staff plan to attend the next CJCC meeting and provide updates.
- Handed brochures out – would like all CJCC members to review the brochures and come back with any questions at the next meeting.
- Reentry Coordinator position was postponed due to the reallocation of funding. Still want to push for this position in the next budget in order to establish pre-trial monitoring and capture recidivism data in the Jail.
Letter of CJCC Support for 2021 TAD Grant
- Judge is going to sign a letter of support to the State to support funding for Treatment Court in
2021. This letter needs to be signed by 09/15/2020 for funding through the end of 2021. There is a
competitive grant in 2022, but Sauk County stands a good chance at getting the funding due to the
positive programs we have established.
- Motion in approval of the Judge signing this letter by Brattset, second by McCumber. Motion
carried.
Committees: Report on Action Plans and Current Initiatives
Adult Justice Systems:
-Main challenge is having people attend meetings in person. At the point where we can reengage
with the processes and services that have been postponed now that everything is opening back up.
- Need a way to get good data and jail assessments on mental health, and get those individuals set
up on services when they are released from the jail. This piece would work well for the Reentry
Coordinator position that was lost due to the reallocation of funds.
-No date established for next meeting at this time.
Juvenile Justice Systems:
-
Ryan Ramnarace stepped down from being JJS Chair. Mindy Matteson (Youth Justice) would possibly be interested in this vacancy.
-
Handful of participants in the Boys and Girls Club – though everything is limited and difficult to meet due to COVID-19.
-No date established for next meeting at this time.
Victims Services Committee:
- Met 08/18 via ZOOM .None of the working groups have been since before COVID.
-DART: APRAISE (a risk-assessment tool for domestic violence cases that establishes the risk of re-victimization) is put on the back-burner for now, due to high costs and lots of training involved. Have decided that they want to stick with LAP for now, which is already offered by the DOC.
-CMRT:. Focusing on funding for child advocacy center (CAC Satellite Center). The goal is still to open and be running by March of 2021. Wanted to partner with Safe Harbor, but that didn’t work out the way that they had hoped so they are back to the working group in order to find a more multi-disciplinary report to use for already existing programs, as well as try and use already qualified staff and programs that Sauk County has (such as those already trained to do forensic interviews).
-Kuhlmann - - Had a visit to Safe Harbor and realized that it is a very urgent issue for children who are already traumatized who then have to travel to Madison (takes up an entire day for LEO and parents), which is exactly why we need a location here in Baraboo.
-SART: Continue to do case studies in order to see where they need to improve.
-No date established for next meeting at this time.
Law Enforcement Software Project Update:
-Launched (went live) last Wednesday (08/12/20) across Sauk County (all Police Depts.). Everything went well, considering the scale of the change and the level of transition. Everyone is still trying to learn the way around the system and find things. Lots to learn bur the data sharing will be much improved and more efficient. Will take weeks to adjust and perfect the system, and all departments are meeting weekly. Most of the data was converted from different systems into this one, so that conversion was messy. All of the new data will be entered correctly and will hopefully be a good program overall.
NaCo Peer Learning Grant:
-
Lawther – only 10 counties received this grant across the Country. Brattset/Rego/Judge/Lange/Lawther all worked together on this. The goal is to travel and see what others who have this grant are doing and mirror some of those things, as well as broaden the goals. The hope is to reduce the numbers of individuals with mental health issues admitted to the jail, as well as reduce recidivism rates and improve screening and connecting services through data with the Jail. Important to develop an exchange network in order to combine the criminal justice system, Health, and DHS in order to determine the best ways to intervene early on and connect people to services, as well as to minimize these types of issues and improve quality of life. Also trying for an 18 month technical assistant grant, that would end June of 2021.

COVID has prevented them from traveling, which is why the state may extend the grant. Need to develop action plans by September and take advantage of peer learning. More details on how to implement moving forward will come.
Election of CJCC Officers

Current Officers – Chair (Judge) and Vice Chair (Dolch)

Discussion that the Judge will remain the Chair, but Albrecht will be Vice Chair, with the ultimate goal of the Judge turning over the appointment to Albrecht at the next election. Albrecht is happy to serve in these roles.

Motion to continue with the appointment of Judge as the Chair, and replace Dolch with Albrecht as Vice Chair by McCumber, second by Kuhlmann. Motion carried.
Discussion of CJCC Organizational Structures
-
Discussion of shift of staffing following the shift from Administrative Coordinator to Public Health, and from the oversight committee from E&L to Board of Health. It is important for CJCC to be able to do the work they need to without one stakeholder having more pull. CJCC needs to be neutral, and sending decisions through E&L is more neutral than through the specific boards (LEO/Health/Judiciary/DHS). Staff still need a supervisor, or potentially be their own department.

Warwick is in the middle of several improvements, so it doesn’t make sense to move the staff right now. However, DHS and Health are both overwhelmed by COVID right now so it may be good to remove something from their load.

Warwick wants to keep – they have the right staff to move the program forward, they are now fiscally compliant and grant compliant. They just need a JDS manager to help to grow and improve the programs. It is a lot of work and transitions are difficult, but it would be harder on the staff now if they were moved again.

Judge proposed that the DA and LEO could potentially enforce the Proxy’s and remove the management of that from JDS staff.

Warwick will continue coming to E&L in order to provide JDS updates.

Continue the discussion at the next meeting, and think of both pieces (staff and committee)
