A Petition filed by the Sauk County Conservation, Planning, and Zoning Department to repeal and recreate the Sauk County Floodplain Zoning Ordinance (Chapter 9) which includes revised FEMA Floodplain Maps for the Baraboo River, the Sauk County Flood Storage District Maps, and Dam Failure Analysis for the Lake Redstone Dam in the Town of LaValle and the Mirror Lake Dam in the Town of Delton.
11. Approval of attendance at Southern Area Association meeting and tour-October 10
12. Next meeting dates Friday, October 11, and Tuesday, October 22, at 9:00 a.m.

At 9:01 a.m. Vice Chair Ashford called the Conservation, Planning, and Zoning Committee to order and certified to be in compliance with the Open Meetings Law.
Adopt agenda: Motion by Polivka/Puttkamer to adopt the agenda. Motion carried, all in favor.
Adopt minutes of previous meeting-September 12: Motion by Polivka/Halfen to adopt the minutes from the September 12 Conservation, Planning, and Zoning Committee meeting. Motion carried, all members in favor.
Public Comment
- Bev Vaillancourt requested that when the Czarnecki property purchase is discussed by the CPZ Committee, she be included in the discussion.
Lehman arrived at 9:03 a.m.
Communications:
a. Michalek received notice of a study being conducted on the southwest region corridor for US 12 from Ski-Hi Road in Sauk County to Wisconsin 19 West in Dane County. Staff will review the documents and report back at a future meeting.
b. Michalek noted that we have not heard from Juneau County whether they can provide addresses for property owners around Lake Redstone.
c. Received a public hearing notice from Columbia County regarding amendments to the Columbia County Comprehensive Plan 2030.
d. Information was provided to the Committee regarding the Hazard Mitigation Grant Program Pre-application for FEMA.
e. Lehman mentioned he received another notification on Hanover’s discharge permit.
f. Pohle updated the Committee on the October 5 Clean Sweep and the tire disposal being offered to the towns.
g. Pohle provided a brief update on the agricultural plastics recycling program.
Review and possible approval of 2014 Wildlife Damage Abatement and Claims Program (WDACP) budget: Peterson explained WDACP and the 2014 budget in the amount of $13,633.31. This is an increase from last year but is substantially lower than it was around six years ago. Motion by Halfen/Ashford to approve the 2014 WDACP budget in the amount of $13,633.31. Motion carried, all in favor.
Introduction of five-year Cooperative Service Agreement renewal for WDACP: Peterson informed the CPZ Committee that the agreement is not ready yet. Due to it being a five-year agreement, Corporation Counsel will review the document before approval by the Committee, and it will need to go before the County Board.
Five copies of a USDA report were provided. Peterson will provide an electronic copy for the Committee.
Peterson reported that the new Sauk County Biologist Nancy Frost will be stationed out of the Badger Ammunition Plant. She will come to a future committee meeting.
Review and discussion regarding Czarnecki property purchase: Michalek informed the CPZ Committee that he was asked by Schauf and Corporation Counsel to postpone this agenda item until the October 11 meeting. There are still a lot of unanswered questions for the Community Development Block Grant Emergency Assistance Program grant coordinator in Madison.
Vaillancourt commented on the property purchase.
Motion by Halfen/Polivka to postpone this agenda item until the October 11 meeting. Motion carried, all in favor.

Committee took a short recess.

Lehman called the public hearing to order at 10:00 a.m. He explained the procedures for the public hearing and introduced the committee and staff members. Comments limited to two minutes per person.
Michalek appeared and presented a staff report along with assistance from Brian Cunningham. It was noted that more detailed, individualized maps are available at the CPZ Department.
Requesting to change $10 to $50 in Chapter 9, Subchapter X, 9.034, to make amounts uniform.
Michalek detailed the maps and ordinance to be adopted. He presented a document entitled “Adoption of Flood Insurance Rate Maps by Participating Communities-FEMA 495/September 2012” and provided it to the Committee; pertinent information was highlighted.

Seeing no one else wished to appear, Lehman closed the public hearing at 10:54 a.m.
Clarification was made on the definition of a high hazard dam and restrictions to landowners based on the WDNR presentation on March 20, 2012.
Motion by Ashford/Halfen to approve Petition #7-2013 and to change the $10 amount to $50 in Chapter 9. Motion carried with Ashford, Dietz, Halfen, Nobs, Polivka in favor and Lehman opposed. Puttkamer was not involved with this agenda item. The modified ordinance will be brought to the CPZ Committee on October 11 and will go to the October 15 County Board.
Approval of attendance at Southern Area Association meeting and tour-October 10: Motion by Halfen/Ashford to approve attendance for any CPZ Committee member to attend the SAA meeting and tour. Motion carried, all in favor.
Next meetings of the Conservation, Planning, and Zoning Committee will be held at 9 a.m. on Friday, October 11, and Tuesday, October 22.
Motion by Ashford/Halfen to adjourn at 11:08 a.m. Motion carried, all members in favor.
