At 9:00 a.m. Chair Lehman called the Conservation, Planning, and Zoning Committee meeting to order and certified to be in compliance with the Open Meetings Law.
Adopt agenda: Motion by Polivka/Puttkamer to adopt the agenda. Motion carried, all in favor.
Adopt minutes of previous meeting-October 30: Motion by Peterson/Fish to adopt the minutes from the October 30 Conservation, Planning, and Zoning Committee meeting. Motion carried, all members in favor.
Public Comment: None.
Communications:
- Wisconsin Land+Water Conservation Association Annual Conference, March 9-11, in Appleton.
- Michalek updated on the status of Regional Conservation Partnership Program (RCPP) funding.
- Landowners that needed to get their nutrient management plans done in order to be reinstated in the Farmland Preservation Program will be on the December CPZ Committee meeting agenda.
Land Records Modernization:
- Department reports and updates - Felton presented an update.
- Review and approval of vouchers - Motion by Polivka/Ashford to approve vouchers in the amount of $5,481.24. Motion carried, all in favor.
Register of Deeds:
- Department reports and updates - Bailey presented an update. Discussed the November 4 letter to the Finance Committee regarding a possible revenue shortfall.
- Review and approval of vouchers - Motion by Ashford/Polivka to approve vouchers in the amount of $2,811.54. Motion carried, all in favor.
Discussion and recommendation regarding the Town of LaValle's request for meeting with Sauk County Board Chair, Sauk County Conservation, Planning, and Zoning Committee, and Town of LaValle Board and Planning Commission: Discussed the request from the Town of LaValle for a meeting. Consensus of CPZ Committee was that several meetings were already held regarding the town’s concerns and the Committee did not wish to hold another meeting with the town.
Review and possible approval of Sauk County Farm cropland, barn, shed, and pasture bids and Sauk County Health Center cropland bid:
Cropland (12.9 acres - three-year lease) - Two bids were received. Motion by Polivka/Ashford to approve Jason Bergman’s bid for $2,710/year. Motion carried, all in favor.
Pasture (27 acres - three-year lease) - One bid received. Motion by Peterson/Johnson to approve Zeb Allen’s bid for $1,500/year. Motion carried, all in favor.
Cropland, barn and shed (261 acres - three-year lease) - Two bids were received. Motion by Polivka/Ashford to approve Jason Bergman’s bid for $55,000/year with the contingency that after being contacted by Michalek he has the right to withdraw. Motion carried, all in favor.
Adjourned to the public hearing.

- Petition #16-2014. A petition to consider an amendment package following the recent repeal and recreation of Chapter 7 of the Sauk County Zoning Ordinance.
Lehman called the public hearing to order at 10:08 a.m. He explained the procedures for the public hearing and introduced the Committee and staff members.
Simmert appeared and presented a staff report and provided the three options for committee action, the Chapter 7 draft dated November 13, 2014, and a summary sheet for informational purposes.
Bev Vaillancourt, registering in opposition, addressed the notification concern and SFR1 and SFR2.
Richard Fish, registering and appearing in opposition, addressed his concerns.
Don McCune, registering in opposition, addressed his concerns.
Chuck Ecklund, registering in opposition, addressed his concerns.
Mary Williams, registering and appearing in opposition, addressed her concerns.
Steve Atkinson, registering in opposition, addressed his concerns.
Jim Mercier, registering as interest may appear, addressed his concerns.
Paul Burke, registering in opposition, addressed his concerns.
Bev Vaillancourt provided clarification.
Seeing no one else wished to appear, Lehman closed the public hearing at 11:00 a.m.
Discussion by CPZ Committee, staff, and Alene Kleczek Bolin from Corporation Counsel.
Motion by Polivka/Ashford to adopt the amendments as proposed. Motion carried, all in favor.
CPZ Committee adjourned at 11:38 a.m. and reconvened at 11:42 a.m.
Discussion and possible action on 2015 CPZ Committee meeting schedule and presentation of Board of Adjustment meeting schedule for informational purposes only: Motion by Polivka/Ashford to approved the 2015 meeting schedule as presented. Motion carried, all in favor.
Conservation, Planning, and Zoning Department:
- Department report and updates - Michalek reviewed the department report and the County Deer Advisory Council survey. Sorenson and Kleczek Bolin provided updates on the Christmas Mountain situation and other current violations.
- Review and approval of vouchers - Motion by Polivka/Ashford to approve vouchers for $97,964.41. Motion carried, all in favor.
Reports:
- Natural Resources Conservation Service (NRCS) - None.
- Farm Service Agency (FSA) - None.
- Foresters - None.
- Economic Development Committee - Meeting next Monday.
- Mirror Lake District - None.
- Lake Virginia Management District - Dietz noted they will address enforcement complaints at their next meeting.
- Lake Redstone Management District - There will be a special meeting on December 5. They are doing a feasibility study. The project was completed on the Wegner farm, and it is doing a good job of preventing sediment from going in to the lake.
Next meeting of the Conservation, Planning, and Zoning Committee will be held on Thursday, December 11. Motion by Peterson/Dietz to adjourn at 12:18 p.m. Motion carried, all members in favor.
