a. Petition #09-2015, granting of a conditional use permit pursuant to s 7.037(7)(g) to authorize a secondary residence for agricultural use. This property is located in the Exclusive Agricultural zoning district, on real estate described as: E3547 County Road K, lot 2 CSM 5857, part of the NW ¼, NE ¼, section 33, T12N, R3E, Town of Ironton, tax parcel 022-0720, owned by Travis Hineman.
b. Petition # 10-2015, granting of a conditional use permit pursuant to s 7.035(3(c) to authorize an outdoor recreation facility. This property is located in the Rural Community zoning district, on real estate described as: E7428 County Road C, part of the NE ¼, NW ¼, section 19, T10N, R5E, Town of Honey Creek, tax parcel 020-0732, owned by LeRoy and Connie Schell.
20. Possible closed session pursuant to Wisc. Stats. 19.85 (1) (c) Considering employment, promotion, compensation or performance evaluation data of any public employee over which the governmental body has jurisdiction or exercises responsibility. Performance evaluation of the CPZ Director.

Conservation, Planning, and Zoning (CPZ) Committee members present: J. Ashford, J. Dietz, N. Johnson, S. Johnson, E. Peterson, D. Polivka

At 9:00 a.m. Vice Chair Ashford called the Conservation, Planning, and Zoning Committee meeting to order and certified to be in compliance with the Open Meetings Law.
Adopt agenda: Motion by Polivka/N. Johnson to adopt the agenda with moving up the Resource Conservancy agenda item. Motion carried, all in favor.
Adopt minutes of previous meeting-May 11: Motion by S. Johnson/Dietz to approve the May 11 CPZ Committee meeting minutes. Motion carried, all in favor.
Public Comment: None.
Communications:
- Information was provided regarding the 2015 Conservation Observance Day being held on Friday, August 14, in Vernon County. More information will be provided closer to the event.
Surveyor:
a. Department report and updates - Dederich was unable to attend due to a family emergency.
- Review and approval of vouchers - Dederich was unable to attend due to a family emergency.
Discussion and possible action on petition #7-2015, a rezone from a Resource Conservancy to a Recreation Commercial zoning district and conditional use permits to authorize an eating establishment with alcohol, liquor, or malt beverages and recreation facility, outdoor located in section 26, T9N, R3E, Town of Spring Green by Cari Stebbins: Simmert updated the CPZ Committee on the rezone which had their public hearing on April 28. The Town of Spring Green has approved. Motion by Polivka/Peterson to approve the rezone. Motion carried, all in favor.
Motion by Peterson/Dietz to approve the conditional use permit with all the conditions. Motion carried, all in favor.
Presentation on Farmland Preservation Program and Resource Conservationist duties: The new Regional Conservation Partnership Program Manager Aaron Pape was introduced. Melissa Keenan gave a presentation on the Farmland Preservation Program and her duties.
Discussion and possible action on purchase of streambank easement for Daniel Reilly: Motion by Polivka/Peterson to approve the streambank easements for Reilly, Armstrong, McArthur, Wenzel, Lundgren, Webb Farms, and Martin. Motion carried, all in favor.

Update and possible action on Agricultural Plastics Recycling Program: Michalek informed the CPZ Committee that we could take approximately $5,000 out of the county cost-sharing funds. No bids were received for transporting the plastics. Pohle is working on possible options. The three “preliminary” 2015 dates are: June 24, August 19, November 18. Consensus of the CPZ Committee is to use the cost-sharing funds for the additional money needed for the 2015 collections.
Review and selection of youth conservation camp scholarship recipient: The potential scholarship applicant did not apply due to a conflict with the camp dates. No action necessary.
Conservation, Planning, and Zoning Department report: Michalek presented the department report.

Ashford called the public hearing to order at 10:00 a.m. She explained the procedures for the public hearing and introduced the committee and staff members.
Lorenz appeared and presented a staff report. Town of Ironton has recommended approval.
Travis Hineman, applicant, explained the conditional use permit.
Seeing no one else wished to appear, Ashford closed the public hearing at 10:08 a.m.
Motion by Polivka/N. Johnson to approve the conditional use permit with all the conditions. Motion carried, all in favor.
Ashford reconvened the public hearing at 10:13 a.m.
- Petition #10-2015, granting of a conditional use permit pursuant to s 7.035(3(c) to authorize an outdoor recreation facility. This property is located in the Rural Community zoning district, on real estate described as: E7428 County Road C, part of the NE ¼, NW ¼, section 19, T10N, R5E, Town of Honey Creek, tax parcel 020-0732, owned by LeRoy and Connie Schell
Lorenz appeared and presented a staff report. The Town of Honey Creek has approved the conditional use permit for May 15-September 15. A letter from Marcus Wenzel and minutes from the July 8, 2014, Town of Honey Creek meeting were provided to the CPZ Committee.
Schell, applicant registering and appearing in favor, provided information regarding his request.
Michalek provided information as needed to the CPZ Committee.
Seeing no one else wished to appear, Ashford closed the public hearing at 10:34 a.m.
Motion by Peterson/Polivka to approve the conditional use permit contingent upon conditions.
Motion by N. Johnson/Peterson to amend the motion to have the time to close at midnight. Amendment to the motion carried, all in favor.
Motion including the amendment carried, all in favor.
Possible closed session pursuant to Wisc. Stats. 19.85 (1) (c) Considering employment, promotion, compensation or performance evaluation data of any public employee over which the governmental body has jurisdiction or exercises responsibility. Performance evaluation of the CPZ Director. Motion by Polivka/Dietz to postpone indefinitely pending the interim Administrative Coordinator position. Motion carried, will all in favor except Peterson was opposed.
Next meetings of the Conservation, Planning, and Zoning Committee will be held on Thursday, June 11, and Tuesday, June 23. Motion by N. Johnson/Polivka to adjourn at 10:38 a.m. Motion carried, all members in favor.
