Conservation, Planning, and Zoning (CPZ) Committee members present: J. Lehman, J. Ashford, J. Dietz, J. Fish, E. Peterson, D. Polivka
Excused absence: S. Johnson, N. Johnson
Others present: B. Cunningham, M. Krueger, B. Michalek, B. Simmert, G. Templin
At 8:30 a.m. Vice Chair Ashford called the Conservation, Planning, and Zoning Committee meeting to order and certified to be in compliance with the Open Meetings Law.
Adopt agenda: Motion by Polivka/Dieta to adopt the agenda. Motion carried, all in favor.
Adopt minutes of previous meetings–July 28: Motion by Polivka/Fish to approve the July 28 CPZ Committee meeting minutes. Motion carried, all in favor.
Public Comment: None.
Communications:
Polivka stated spoke of the Town of Franklin having concerns about a property owner with a welding business needing a rezone. Simmert explained.
Land Records Modernization:
a. Department report and updates: Felton presented department report.
b. Review and approval of vouchers: Motion by Polivka/Dietz to approve vouchers in the amount of $3,758.55. Motion carried, all in favor.
c. Discussion and approval of program review form (mission, vision, goals and performance measures). Felton reviewed the mission, vision and goals. Peterson asked about the remonumentation.
Discussion and possible action on Sauk County Expansion of CREP townships to be added to the existing Conservation Reserve Enhancement Program (CREP) agreement: Cunningham gave a report on the CREP program and updated the committee on the proposal and drafted a letter for Lehman to sign to request that the Towns of Delton and Dellona be added to the existing program. Motion by N. Johnson/Fish to approve the letter requesting the Towns of Delton and Dellona be added to the CREP program. Motion carried, all in favor.
Discussion and update of Chapter 9 Floodplain Ordinance: Cunningham updated the committee on the Chapter 9 revisions and the schedule of public hearing. He advised the committee that he will bring in the map for review, which will also be available at the public hearing.
Approval of attendance at Southern Area Association (SAA) Tour on August 6 in Richland Center. Motion by Ashford/Dietz that any member can attend. Motion carried, all in favor.
Discussion and possible action to amend Sauk County Code Chapter 20, Uniform Citation Ordinance, Section 20.07(3) and 20.07(11) to be consistent with proposed changes in Sauk Co. Code Chapter 7, Zoning Ordinance. Simmert spoke of the updates to county ordinances which were updated and this would also reflect a change to the citation ordinance. Motion by Dietz/Peterson to approve the resolution. Motion carried, all in favor.
Discussion and possible action on a conditional use permit for a Planned Rural Development (PRD) lot for Dustin & Kristin Enge located in S22, T10N, R5E, Town of Honey Creek, Sauk County, pursuant to Subchapter IX of the Sauk County Code of Ordinances. Discussion and possible action on a streambank easement for Robert A. Greenwood & Sandra L. Greenwood. Cunningham presented information related to the streambank easement. Motion by Polivka/Ashford to purchase the streambank easement. Motion carried, all in favor.
Review and approval of mission, vision, goals and performance measures for 2016 budget. Cunningham reviewed mission, vision, goals and performance measures. The committee discussed and requested to go paperless. Motion by Polivka/N. Johnson to approve the mission, vision, goals and performance measures. Motion carried, all in favor.
Conservation, Planning & Zoning Department
a. Department report and updates. Cunningham reviewed the department report and provided updates to the committee.
b. Review and approval of vouchers. Cunningham reviewed the department vouchers. Motion by Fish/Peterson to approve the vouchers in the amount of $85,744.43. Motion carried, all in favor.
Reports
a. Natural Resources Conservation (NRCS). Miller updated the committee on the department activities and program updates.
b. Farm Service Agency (FSA). Norgard spoke of county committee elections, CRP sign ups and other department updates.
c. Foresters – No report.
d. Economic Development Committee – meeting tonight to discuss Placemaking.
e. Mirror Lake District – No report.
f. Lake Virginia Management District – Dietz updated the committee on issues the lake is having with people using motors on the lake, as well as water quality improvements.
g. Lake Redstone Management District – Johnson spoke of a meeting next Tuesday and Lake Fair.
Next meetings of the Conservation, Planning, and Zoning Committee will be held on Tuesday, July 28 and Thursday, August 13. Motion by Peterson/Fish to adjourn at 10:40 a.m. Motion carried, all members in favor.
