Conservation, Planning, and Zoning (CPZ) Committee members present: D. Polivka, E. Peterson, J. Ashford, M. Flint, C. Lehman, J. Dietz, S. Laubscher.
Absent: N. Johnson
Others present: B. Simmert, G. Templin, M. Keenan, B. Bailey, K. Felton and M. Stieve.
At 9:01 a.m. Polivka called the Conservation, Planning, and Zoning Committee meeting to order and Templin certified to be in compliance with the Open Meetings Law.
Adopt agenda: Motion by M. Flint/S. Laubscher to adopt the agenda as presented. Motion carried, all in favor.
Motion by C. Lehman/S. Laubscher to approve the November 22nd CPZ Committee meeting minutes. Motion carried, all in favor.
Public Comment:
None.
Communications:
Keenan spoke of a contract with MSA professional for Manure Storage and a conflict of interest due to them working with farmers directly. Recommendation that we work with DATCP Engineer until work load is unable to handle and then the office would put out an RFP.
Land Records Modernization
a. Department reports and updates. Felton appeared and reviewed the department report.
b. Review and approval of vouchers. Felton reviewed vouchers in the amount of $20,253. Motion by E. Peterson/C. Lehman to approve vouchers in the amount of $20,253. Motion carried, all in favor.
Register of Deeds
a. Department report and updates. Bailey appeared and reviewed the department report.
b. Review and approval of vouchers in the amount of $10,617.28. Motion by M. Flint/J. Ashford to approve vouchers in the amount of $10,617.28. Motion carried, all in favor.
Surveyor - Did not appear.

Conservation, Planning and Zoning
a. Department Report. Simmert, Keenan, Templin appeared and reviewed the department report. Stieve reviewed in detail the county dam structures and updates.
b. Review and approval of vouchers. Templin reviewed department vouchers in the amount of $137,334.29. Motion by M. Flint/E. Peterson to approve vouchers in the amount of $137,334.29. Motion carried, all in favor.
c. Discussion and possible action on Dutch Hollow area property offered for sale by the Natural Resources Board. Simmert reviewed the parcels owned by the Natural Resources Board, discussed contact he made regarding the parcels, and the lack of valuation on the property by the DNR. He stated that if the County and the Town’s do not take the properties, the Dutch Hollow Property Owner’s Association are interested in the properties. Questions by the committee were about land locked issues, available for park space, or a beach. Simmert stated he feels most of the properties are in a wetland area. Lehman commented that all surrounding properties were owned by the Association. Motion by M. Flint/E. Peterson that the County has no interest in the property and allow the Association the ability to take ownership in the property. Motion carried.
d. Discussion and review of department permit process. Simmert provided a handout on the permit process and discussed the process and areas needing improvement. He also reviewed past land use permit compared to present. Flint verified that there is a back up permit to be able to issue permits. Simmert explained that all zoning staff will have instruction on how to process permits from beginning to end. Committee members also asked that all staff provide clear communication to the public that the permit review process takes 7-10 days, as well as suggesting signage within the office and clearly stating it on the departments website.
Discussion and possible approval of a conditional use permit for a Planned Rural Development (PRD) lot for Leslie Repka located in Section 1, T11N, R4E, Town of Westfield, Sauk County pursuant to Subchapter IX, of the Sauk County Zoning Code of Ordinances. Simmert reviewed the request and conversion rate and stated it meets all the requirements of the ordinance. He did note that he has not received any communication from the Town of Westfield. Motion by J. Dietz/M Flint to approve the PRD for a conditional use permit for Repka. Motion carried, all in favor.

d. Economic Development Committee. Polivka gave a report on the county website, the County Placemaking initiative, and the Small Business Administration.
e. Mirror Lake District. No report.
f. Lake Virginia Management District. Dietz stated the District’s quarterly meeting will be held this coming Saturday.
g. Lake Redstone Management District. No. Report.
Next meetings of the Conservation, Planning, and Zoning Committee will be held on Thursday, January 12th at 9:00 a.m. and Tuesday, January 24th , 2017 at 9:00 a.m. Motion by M. Flint/J. Ashford to adjourn at 11:00 a.m. Motion carried, all in favor.
