A quorum may be present consisting of members of the Aging & Disability Resource Center and Veterans Service Office Committee; Board of Health; Economic Development Committee; Executive & Legislative Committee; Extension Education, Arts & Culture Committee; Finance Committee; Health Care Center Board of Trustees; Highway Committee; Human Services Board; Land Resources and Environment Committee; Law Enforcement & Judiciary Committee; Personnel & Insurance Committee, and Property Committee. No governing body will exercise any responsibilities, authority, or duties except for the Land Resources and Environment Committee. It is possible that a quorum of County Board members will be at this meeting to gather information about a subject over which they have decision-making responsibility. This constitutes a meeting of the County Board pursuant to State ex re Badke v. Greendale Village Board, Wis 2d 553, 494 n.w.2d 408 (1993), and must be noticed as such, although the County Board will not take any formal actions at this meeting. It is also possible that there may be quorums of other County Board Committees present, although those committees will not take any formal action at this meeting.

Land Resources and Environment (LRE) Committee members present: M. Krueger, D. Polivka, V. McAuliffe, B. Spencer, P. Kinsman, L. Eberl
Others present: L. Wilson, M. Schlupp, J. Alt, C. Fowler, P. Bula, R. Meyer, P. Dedrich, J. Bula, B. Bailey, B. Desmond, T. McCumber
Absent: R. Puttkamer (Excused); B. Lohr (Excused)
At 9:01 a.m. Krueger called the Land Resources and Environment Committee meeting to order. R. Meyer certified the meeting to be compliant with Open Meetings Law.
Adopt agenda - Motion by Eberl / Kinsman to adopt the April 11, 2024 amended agenda. Motion carried unanimously.
Adopt minutes of previous meetings – March 26, 2024 - Motion by McAuliffe / Polivka to approve the March 26, 2024, LRE Committee meeting minutes. Motion carried, unanimously.
Public comment – No public comment
Communications – L. Wilson noted the 2024 Parks & Recreation Events are posted on Granicus. L. Wilson also noted that the 2022 Census of Agriculture are posted on Granicus. L. Wilson introduced Patrick Bula as a new Conservation Specialist joining the team. P. Bula gave an intro of his background, education and experience.
Surveyor
- Surveyor Department Report. – P. Dederich provided the Surveyor Department report.
- Review and approval of vouchers. P. Dederich presented the vouchers in the amount of $86.50. Motion by Spencer / Eberl to pay Surveyors vouchers in the amount of $86.50. Motion carried unanimously.
Land Records
- Land Records Department Report. – K. Felton was unable to attend this meeting.
Register of Deeds
- Register of Deeds Department Report. – B. Bailey provided the Register of Deeds Department report.
- Review and approval of vouchers. – B. Bailey presented vouchers in the amount of $7,146.00. Motion by McAuliffe / Kinsman to pay Register of deed vouchers in the amount of $7,146.00. Motion carried unanimously.

- LRE Department Report – L. Wilson provided the LRE Department report.
- Review and approval of vouchers. – L. Wilson presented the vouchers for Conservation, Planning & Zoning in the amount of $2,393.47, and vouchers for Parks in the amount of $79,781.56. - Discussion and possible approval for LRE Director to submit letter of support for “Monroe County Resilient Infrastructure Initiative”. M. Schlupp presented approval for LRE Director to submit letter of support for “Monroe County Resilient Infrastructure Initiative”. Reports
a. Natural Resources Conservation Service (NRCS) – No one present.
b. Farm Service Agency (FSA) – No one present.
c. Foresters – No one present.
d. Economic Development Committee – M. Krueger noted that they met on March 20th. M. Krueger stated that consultants were present from State Governments regarding the Broadband Equity Access and deployment. The Committee will plan to go to Culver’s Community Park in May.
e. Mirror Lake Management District – M. Krueger reported the total bid for Veit & Company is $1,267,407.00. The prework studies, permit fees and engineering is $114,700.00. For a project total of $1,382,107.00. Sauk County is responsible for 48% of the project funding equaling $666,800.00. ARPA funds will be used in the amount of $650,000.00 and $16,800 was redirected for Vierbeicher to do some of the work. State budget appropriation is 33% or $449,200. Mirror Lake Management District is contributing 12% or $160,418.00. Two grants from DNR is 5% or $73,189. Mirror Lake Association, Seth Peterson Conservation, and Town of Dellona jointly contributed $32,500. The project is fully funded.
f. Lake Virginia Management District – L. Eberl reported there was a meeting on Saturday, April 6th. L. Eberl noted that the main topic of discussion was about the low level of the lake. Other discussion was about what need to be done to repair the dam.
g. Lake Redstone Protection District – P. Kinsman noted there is not anything new to report.
h. Southern Area Association – WI Land and Water – P. Kinsman noted they have a lot of pasture walks coming up.
i. Extension Education, Arts & Culture Committee – V. McAuliffe noted background checks and references are being done on a potential Agricultural Educator.
Next meeting dates – There will not be a meeting on Tuesday, April 23. The next meeting will be on Thursday, May 9, 2024 at 9:00 a.m. after the new board is assigned.
