MEETING NOTICE
COMMITTEE: Land Resources and Environment Committee
DATE: Thursday, August 8, 2024 TIME: 9:00 a.m.
PLACE: Sauk County Room 213
505 Broadway, Baraboo, WI
A quorum may be present consisting of members of the Aging & Disability Resource Center Committee; Economic Development Committee; Finance, Personnel & Insurance Committee; Health Resources Committee; Land Resources & Environment Committee; Law Enforcement & Judiciary Committee; Public Works and Infrastructure Committee; and Executive & Legislative Committee. No governing body will exercise any responsibilities, authority, or duties except for the Executive & Legislative Committee. It is possible that a quorum of county board members will be at this meeting to gather information about a subject over which they have decision-making responsibility. This constitutes a meeting of the County Board pursuant to State ex rel Badke v. Greendale Village Board, Wis 2d 553, 494 n.w.2d 408 (1993), and must be noticed as such, although the County Board will not take any formal actions at this meeting. It is also possible that there may be quorums of other County Board Committees present, although those committees will not take any formal action at this meeting.

If approved, the PRD lot will coincide with the placement of a preservation area easement on 80 acres of land owned by the same. Lands affected are located in the W ½ of SE ¼ of Section 32, T9N R3E and SW ¼ of SE ¼ of Section 29, T9N R3E, Town of Spring Green, Sauk County, and as further described in PRD 11-2024. Tax parcel identification numbers 032-1185-00000, 032-1242-00000, and 032-1243-00000.

At 9:00 a.m. Chair Krueger called the Land Resources and Environment Committee meeting to order. R. Meyer certified the meeting to be compliant with Open Meetings Law.
Adopt agenda – Motion by McAuliffe/Puttkamer to adopt the August 8, 2024, Agenda as presented. Motion carried unanimously.
Adopt minutes of previous meeting on 07/23/2024 – Motion by Spencer/McAuliffe to adopt the July 23rd, 2024, LRE Committee meeting minutes with a change of adding Bob Spencer to the committee members present. Motion carried, unanimously.

Communications
- Introduction of Conservation Educator, Jacqui Peyer. J. Peyer introduced herself to the LRE Committee members with a brief background.
- WI Land & Water LCC Handbook 2024-2026. – L. Wilson presented the LCC Handbook to the Committee.
- 2024 Youth Summer Camp recap and Essays – L. Wilson shared the 2024 Youth Summer Camp Essays and photos of the summer camp.
Land Resources and Environment
- Discussion and possible action on a Petition for County Board Rule Amendment offered by the Land Resources and Environment Committee. L. Wilson presented the Petition for County Board Rule Amendment offered by the Land Resources and Environment Committee. Motion by Eberl / Spencer to approve a petition for the County Board Rule Amendment offered by the Land Resources and Environment Committee. Motion carried unanimously.
Surveyor – Item laid on the table as there has been no contact from the Surveyor. Motion by Spencer / Kinsman to lay the Surveyor vouchers and department report on the table. Motion carried unanimously.
Land Records
- Land Records Department Report – J. Fleischman introduced their summer intern, Eve Patterson. E. Patterson talked about the projects she worked on for the summer.
- Review and approval of vouchers – J. Fleischman presented vouchers in the amount of $280. Motion by Kinsman / McAuliffe to approve the presented voucher in the amount of $280. Motion carried unanimously.
- Discussion and possible approval for Land Information/GIS to apply for a 2025 NG9-1-1 GIS Grant – J. Fleischman presented the NG9-1-1 GIS Grant. Motion by Polivka / Kinsman to approve Land Information / GIS to apply for a 2025 NG9-1-1 GIS grant. Motion carried unanimously.
Register of Deeds
- Register of Deeds Department Report – B. Bailey provided the department report.
- Review and approval of vouchers – B. Bailey noted vouchers in the amount of $6,988.00. Motion by McAuliffe / Kinsman to approve vouchers for the Register of Deeds in the amount of $6,988.00. Motion carried, unanimously.
Extension Education
- Area Director Report:

- Extension monthly report – J. Hoffman gave the extension monthly report. J. Hoffman reported that the fair was successful.

- Danielle Sander, Health & Well-Being Educator – Sauk County Resource Guide. Danielle Sander introduced herself and gave a brief background. D. Sander presented the updated Sauk county Resource Guide.
- Review and approval of vouchers – J. Hoffman presented vouchers for Extension Education in the amount of $4,672.17. Motion by Eberl / Kinsman to approve vouchers for Extension Education in the amount of $4,672.17. Motion carried, unanimously.
Land Resources and Environment Continued
- LRE Department Report – L. Wilson presented the LRE Department report.
- Review and approval of vouchers – L. Wilson presented vouchers in the amount of $749,915.32 for Conservation, Planning, and Zoning; and vouchers in the amount of $30,217.20 for Parks and Recreation. Motion by Polivka / McAuliffe to approve vouchers in the amount of $749,915.32 for Conservation, Planning and Zoning; and $30,217.20 for Parks and Recreation. Motion carried, unanimously.
- Discussion and Presentation on Summer Projects by Conservation Intern, Matt Provost. M. Provost presented a slide presentation on the Summer Projects he has been working on.
- PRD 11-2024 – Bradley K. Peck, property owner, is requesting approval to create a 7.6-acre development lot. If approved, the PRD lot will coincide with the placement of a preservation area easement on 80 acres of land owned by the same. Lands affected are located in the W ½ of SE ¼ of Section 32, T9N R3E and SW ¼ of SE ¼ of Section 29, T9N R3E, Town of Spring Green, Sauk County, and as further described in PRD 11-2024. Tax parcel identification numbers 032-1185-00000, 032-1242-00000, and 032-1243-00000.
M. Krautkramer presented the staff report, background, and history. M. Krautkramer stated that the Town of Spring Green Town Board recommended approval of the Planned Rural Development lot and placement of a preservation area easement on August 1, 2024. The LRE Staff also recommends approval.
Motion by Polivka / Eberl to approve PRD 11-2024 for Bradley K. Peck to create a 7.6-acre development lot with the placement of a preservation area easement on 80 acres in the Town of Spring Green as presented based on the findings of fact and conclusion of law, subject to the staff analysis, and subject to conditions as noted in the staff report. Motion carried, unanimously.

- Foresters – None.
- Economic Development Committee – M. Krueger stated that the group met to look at the final draft of the Invest Sauk Economic Strategic Plan to come before the entire board.
- Mirror Lake Management District – R. Prosser stated that the contractor has not been informative, but dredging has not began. R. Prosser state that August 17th is the annual meeting.
- Lake Virginia Management District – M. Krueger stated the annual meeting will be held on September 13.
- Lake Redstone Protection District – P. Kinsman stated the group was happy with the Pasture walk that recently took place, as there were many in attendance.
- Southern Area Association – WI Land and Water – P. Kinsman stated that the WI Land and Water handbook has been completed and was provided.
Next meeting dates – Tuesday, August 27, 2024, and Thursday, September 12, 2024, at 9:00am
