MEETING NOTICE
COMMITTEE: Land Resources and Environment Committee
DATE: Thursday, July 11, 2024 TIME: 9:00 a.m.

A quorum may be present consisting of members of the Aging & Disability Resource Center Committee; Economic Development Committee; Finance, Personnel & Insurance Committee; Health Resources Committee; Land Resources & Environment Committee; Law Enforcement & Judiciary Committee; Public Works and Infrastructure Committee; and Executive & Legislative Committee. No governing body will exercise any responsibilities, authority, or duties except for the Executive & Legislative Committee. It is possible that a quorum of county board members will be at this meeting to gather information about a subject over which they have decision-making responsibility. This constitutes a meeting of the County Board pursuant to State ex rel Badke v. Greendale Village Board, Wis 2d 553, 494 n.w.2d 408 (1993), and must be noticed as such, although the County Board will not take any formal actions at this meeting. It is also possible that there may be quorums of other County Board Committees present, although those committees will not take any formal action at this meeting.

Land Resources and Environment (LRE) Committee members present: M. Krueger, P. Kinsman, V. McAuliffe, L. Eberl, B. Prosser, R. Puttkamer, B. Lohr, B. Spencer
Others present: B. Sadler, L. Wilson, B. Simmert, B. Bailey, K. Felton, P. Dederich, M. Schlupp, J. Hoffman, M. Provost, J. Rader (HKGi), T. Hillmann
Absent: D. Polivka
At 9:00 a.m. Chair Krueger called the Land Resources and Environment Committee meeting to order. Wilson certified the meeting to be compliant with Open Meetings Law.
Adopt agenda – Motion by McAuliffe/Lohr to adopt the July 11, 2024, Agenda as presented. Motion carried unanimously.
Adopt minutes of previous meeting on 06/25/2024 – Motion by Kinsman/Puttkamer to adopt the June 25th, 2024, LRE Committee meeting minutes. Motion carried, unanimously.
Public comment (3-minute time limit)
Amy Workman, Chair, Bicycle Advisory Committee for the City of Baraboo provided a letter to the Department and LRE Committee members regarding the GSST Master Plan.
Seth Taft, representing the Friends of the Great Sauk State Trail and the Baraboo Bike Advisory Committee, 117 ½ Fourth Street, Baraboo, WI provided comments regarding the GSST Master Plan.
Rob Nelson, representing the City of Baraboo, 318 Remington Street, Baraboo, WI provided comments regarding the GSST Master Plan and process.
Communications
- Introduction of Matthew Provost, Conservation Intern – M. Provost introduced himself to the LRE Committee members.
- Hoppenjan Pasture Walk Flyer – Schlupp provided information about the event.
- Conservation by Lake Redstone Flyer – Schlupp provided information about the event.
Land Resources and Environment
- Presentation by HKGi on the Great Sauk State Trail Master Plan – J. Rader from HKGi provided a presentation on the Great Sauk State Trail Master Plan and Planning process. R. Puttkamer raised several questions and concerns surrounding items in the plan that affect the Town of Baraboo. J. Rader provided response and explanation. V. McAuliffe expressed the economic benefit as well as livable environmental benefits to providing this type of trail. J. Rader agreed.
- Discussion and possible action on a Resolution to Adopt the Sauk County Great Sauk State Trail Master Plan as an Appendix to the 2020-2024 Sauk County Comprehensive Outdoor Recreation Plan Motion by McAuliffe/Eberl to approve a Resolution to Adopt the Sauk County Great Sauk State Trail Master Plan as an Appendix to the 2020-2024 Sauk County Comprehensive Outdoor Recreation Plan. Motion carried (7-1), with R. Puttkamer voting nay.
- Discussion and Possible Action on a Resolution Supporting the Establishment of the Woodland Agricultural Enterprise Area in the Town of Woodland – B. Sadler presented the information regarding the AEA for the Town of Woodland. Motion by Eberl/Spencer to approve a Resolution Supporting the Establishment of the Woodland Agricultural Enterprise Area in the Town of Woodland. Motion carried, unanimously.
Surveyor
- Surveyor Department Report – Dederich provided on update on items he is working on through the end of the year.
- Review and approval of vouchers – Dederich provided vouchers in the amount of $7,000. Motion by McAuliffe/Kinsman to approve vouchers for the County Surveyor in the amount of $7,000. Motion carried, unanimously.
Land Records
- Land Records Department Report – K. Felton provided the Land Records report to include Sauk County Control Corners, Intern Projects, Decline in Documents Recorded, NextGen 911, etc. K. Felton provided a number of handouts related to these topics.
Register of Deeds
- Register of Deeds Department Report – B. Bailey provided the department report.
- Review and approval of vouchers – B. Bailey noted vouchers in the amount of $6640.84. Motion by Lohr/McAuliffe to approve vouchers for the Register of Deeds in the amount of $6,640.84. Motion carried, unanimously.
Extension Education
- Area Director Report:

- Educator Report: Morgan McArthur, Community Development - Well water testing program for Towns of Reedsburg, Winfield, and Westfield (handout) – J. Hoffman presented information on the well water testing program, which is completed in collaboration with the LRE Department.
- Extension monthly report – J. Hoffman presented information from the Sauk July 2024 Report. J. Hoffman highlighted and provided background information on the Natural Resources Institute.

- Review and approval of vouchers – J. Hoffman presented vouchers for Extension Education in the amount of $1,257.17. Motion by McAuliffe/Spencer to approve vouchers for Extension Education in the amount of $1,257.17. Motion carried, unanimously.
Land Resources and Environment Continued
- LRE Department Report – L. Wilson presented the second quarter LRE Department report.
- Review and approval of vouchers – L. Wilson presented vouchers in the amount of $8,823.16 for Conservation, Planning, and Zoning; and vouchers in the amount of $158,588.81 for Parks and Recreation. Motion by Lohr/Eberl to approve vouchers in the amount of $8,823.16 for Conservation, Planning and Zoning; and $158,588.81 for Parks and Recreation. Motion carried, unanimously.
- Presentation and Discussion on Nutrient Management Plan Program – B. Sadler provided a presentation on the nutrient management program in Sauk County.
- Discussion and Possible Action on Notices of Noncompliance for the Farmland Preservation Program – M. Schlupp explained the requirements for the Farmland Preservation Program. M. Schlupp stated that the individuals/corporations noted in the spreadsheet are non-compliant and recommends notices of non-compliance be provided. Motion by Spencer/McAuliffe to approve the notices of non-compliance for the Farmland Preservation Program for those individuals/entities noted on the attached spreadsheet. Motion carried, unanimously.
- Discussion and possible action to award a contract to Berglund Construction Company for renovations to the Firehouse at the Sauk County Farm – M. Krueger noted that in discussions with the Director, this item is under negotiations and is not ready for approval. M. Krueger stated that the item would need to be postponed until the July 23rd meeting. Motion by Lohr/Eberl to postpone the action to award the contract to Berglund Construction Company for renovations to the Firehouse at the Sauk County Farm until the July 23, 2024, LRE Committee meeting. Motion carried, unanimously.
Reports
- Natural Resources Conservation Service (NRCS) – None.
- Farm Service Agency (FSA) – None.
- Foresters – None.
- Economic Development Committee – M. Krueger stated that the group met at Culver Community Park and discussed the childcare initiative that is also occurring in that area.
- Mirror Lake Management District – B. Prosser stated that the group met last Monday. B. Prosser stated that the dredging had not started and there was confusion on whether it was weather related, or a piece of equipment was being used elsewhere.
- Lake Virginia Management District – M. Krueger stated the group is evaluating the leak in the dam’s stop logs and will be budgeting for repairs in 2025.
- Lake Redstone Protection District – P. Kinsman stated the group is working on preparations for the upcoming pasture walk and their annual meeting, which will take place in August.
- Southern Area Association – WI Land and Water – None.
