A quorum may be present consisting of members of the Aging & Disability Resource Center and Veterans Service Office Committee; Board of Health; Economic Development Committee; Executive & Legislative Committee; Extension Education, Arts & Culture Committee; Finance Committee; Health Care Center Board of Trustees; Highway Committee; Human Services Board; Land Resources and Extension Committee; Law Enforcement & Judiciary Committee; Personnel & Insurance Committee, and Property Committee.  No governing body will exercise any responsibilities, authority, or duties except for the Land Resources and Environment Committee.  It is possible that a quorum of County Board members will be at this meeting to gather information about a subject over which they have decision-making responsibility.  This constitutes a meeting of the County Board pursuant to State ex re Badke v. Greendale Village Board, Wis 2d 553, 494 n.w.2d 408 (1993), and must be noticed as such, although the County Board will not take any formal actions at this meeting.  It is also possible that there may be quorums of other County Board Committees present, although those committees will not take any formal action at this meeting.

  2. Discussion and possible action on a Resolution Authorizing Participation in the County Conservation Aids Grant Program.
  3. Discussion and possible action to award a contract for tree removal at the Sauk County Farm.
  4. PRD 09-2024 –  David Ederer, representing Irish Valley Ventures LLC, property owner, is requesting approval to create a development lot of approximately three (3) acres. If approved, the PRD lot will coincide with the placement of a preservation area easement on approximately 40 acres of land owned by the same. Parcel number 014-0943-00000 in the Town of Franklin, Sauk County, Wisconsin.

7.   Public Hearing:  To begin at approximately 9:15 a.m. or soon thereafter.  Committee to consider and take possible action at the conclusion of the respective hearing.

8.   Discussion and possible action to pursue the acquisition of property near Timme’s Mill / Delton Dam.

Land Resources and Extension (LRE) Committee members present: M. Krueger, P. Kinsman, D. Polivka (via Zoom), V. McAuliffe, L. Eberl, B. Prosser, B. Spencer, B. Lohr

Others present:  L. Wilson, M. Schlupp, R. Meyer, T. Hillmann

Absent:  R. Puttkamer (excused)

At 9:00 a.m. Krueger called the Land Resources and Extension Committee meeting to order.  LRE Staff certified the meeting to be compliant with Open Meetings Law. 

Adopt agenda - Motion by Spencer  / McAuliffe to adopt the August 27, 2024, agenda.  Motion carried unanimously. 

Adopt minutes of previous meetings – August 8, 2024 - Motion by Eberl / McAuliffe to adopt the August 8, 2024, LRE Committee meeting minutes.  Motion carried, unanimously.

Public comment – No public comment

Communications –

  1. Savanna Institute Pasture Walk 8/29 – L. Wilson noted that the Savanna Institute Pasture Walk will be held on August 29.  The flyer is attached to Granicus.
  2. Clean Sweep Volunteers – 9/28 – L. Wilson requested volunteers for the Clean Sweep event that is on Saturday, September 28th. 

Land Resources and Environment

  1. Review and approval of vouchers. L. Wilson presented the vouchers for Land Resources and Environment Department in the amount of $43,430.48. Motion by Kinsman / Spencer to pay vouchers for the LRE Department in the amount of $43,430.48. Motion carried unanimously.
  2. Discussion and possible action on a Resolution Authorizing Participation in the County Conservation Aids Grant Program. M. Schlupp presented a Resolution Authorizing Participation in the County Conservation Aids Grant Program to install prairie strips at the county farm.  Motion by Polivka / Prosser to approve the Resolution Authorizing Participation in the County Conservation Aids Grant Program.  Motion carried unanimously.
  3. Discussion and possible action to award a contract for tree removal at the Sauk County Farm. M. Schlupp requested action to award a contract for tree removal at the Sauk County Farm to D & D Trees, LLC for $7,350.00.  Motion by Lohr / McAuliffe to award a contract for tree removal at the Sauk County Farm to D & D Tree in the amount of $7,350.  Motion carried unanimously.          
  4. PRD 09-2024 –  David Ederer, representing Irish Valley Ventures LLC, property owner, is requesting approval to create a development lot of approximately three (3) acres. If approved, the PRD lot will coincide with the placement of a preservation area easement on approximately 40 acres of land owned by the same. Parcel number 014-0943-00000 in the Town of Franklin, Sauk County, Wisconsin.

T. Hillmann presented the staff report, background, and history. T. Hillmann  stated that the Town of Franklin Town Board recommended approval of the Planned Rural Development lot and placement of a preservation area easement on June 12, 2024.   The LRE Staff also recommends approval.

Motion by Polivka / Spencer to approve PRD 09-2024 for David Ederer to create a 3-acre development lot and the placement of a preservation area easement on the remaining 40 acres as presented based on the findings of fact and conclusion of law, subject to the staff analysis, and subject to conditions as noted in the staff report. Motion carried, unanimously.

  1. Discussion and possible action to pursue the acquisition of property near Timme’s Mill / Delton Dam. L. Wilson requested action to pursue negotiations without commitment with the property owner for the acquisition of property near Timme’s Mill / Delton Dam. L. Wilson stated that this process may include an appraisal and a cost proposal submitted by the owner.   Motion by Lohr / Spencer to move forward with a discussion to pursue the acquisition of property near Timme’s Mill / Delton Dam as outlined by staff.  Motion carried unanimously.     

Public Hearing: To begin at 9:15 a.m. or as soon thereafter for the Committee  to consider and take possible action at the conclusion of the respective hearing.

  1. Chair Krueger noted at 9:17 a.m. that there were no public hearings scheduled.  

Next meeting dates –Thursday, September 12, 2024, at 9:00 a.m.; Wednesday, September 25, 2024, at 9:00 a.m.

Adjournment - Motion to adjourn by McAuliffe / Kinsman at 9:18 a.m.  Motion carried, unanimously
