MEETING NOTICE
COMMITTEE: Land Resources and Extension Committee
DATE: Thursday, October 10, 2024 TIME: 9:00 a.m.

A quorum may be present consisting of members of the Aging & Disability Resource Center Committee; Economic Development Committee; Finance, Personnel & Insurance Committee; Health Resources Committee; Land Resources & Extension Committee; Law Enforcement & Judiciary Committee; Public Works and Infrastructure Committee; and Executive & Legislative Committee. No governing body will exercise any responsibilities, authority, or duties except for the Executive & Legislative Committee. It is possible that a quorum of county board members will be at this meeting to gather information about a subject over which they have decision-making responsibility. This constitutes a meeting of the County Board pursuant to State ex rel Badke v. Greendale Village Board, Wis 2d 553, 494 n.w.2d 408 (1993), and must be noticed as such, although the County Board will not take any formal actions at this meeting. It is also possible that there may be quorums of other County Board Committees present, although those committees will not take any formal action at this meeting.

At 9:00 a.m. Chair Krueger called the Land Resources and Extension Committee meeting to order. R. Meyer certified the meeting to be compliant with Open Meetings Law.
Adopt agenda – Motion by Spencer / Puttkamer to adopt the October 10, 2024, Agenda as presented. Motion carried unanimously.
Adopt minutes of previous meeting on 09/25/2024 – Motion by Spencer / Lohr to adopt the September 25, 2024, LRE Committee meeting minutes. Motion carried, unanimously.
Public comment (3-minute time limit) – No Public Comment
Communications – L. Wilson will be sending the resolution for the denial of rezone for signatures. L. Wilson requested that everyone is present for the October 22 meeting for zoning 101.
Land Resources and Environment
- Discussion and possible action on a Resolution to Authorize Amendments to the Intergovernmental Agreement with Dane County and the Village of Sauk City for WisDOT TAP-STARS Grant Program Administration. L. Wilson presented a Resolution to Authorize Amendments to the Intergovernmental Agreement with Dane County and the Village of Sauk City for WisDOT TAP-STARS Grant program Administration. Chair Krueger provided some additional background information. Motion by Polivka / Spencer to approve a Resolution to Authorize Amendments to the Intergovernmental Agreement with Dane County and the Village of Sauk City for WisDOT TAP-STARS Grant program Administration. Motion carried unanimously.
- Discussion and possible action on a Resolution Allocating American Rescue Plan Act (ARPA) Funds and Amending the 2024 Budget. L. Wilson presented a Resolution Allocating American Rescue Plan Act (ARPA) Funds and Amending the 2024 Budget. L. Wilson noted the changes for the funds originally designated for Hemlock Park would be put toward the Delton Dam project. Motion by Lohr / Kinsman to approve a Resolution Allocating American Rescue Plan Act (ARPA) Funds and Amending the 2024 Budget. Motion carried unanimously.

- Surveyor Department Report – P. Dederich gave the Department report.
- Review and approval of vouchers – P. Dederich presented vouchers in the amount of $2,186.50. Motion by Kinsman / Spencer to approve the presented voucher in the amount of $2,186.50. Motion carried unanimously.

- Land Records Department Report – K. Felton gave the Department report.
- Review and approval of vouchers – K. Felton presented the Land Records vouchers in the amount of $2,094.00. Motion by Kinsman / Polivka to approve vouchers in the amount of $2,094. Motion carried unanimously.

- LRE Department Report – L. Wilson presented the LRE Department report.

Wilson presented vouchers in the amount of $12,019.51 for Conservation, Planning, and Zoning; and vouchers in the amount of $244,686.40 for Parks and Recreation. Motion by Kinsman / Eberl to approve vouchers in the amount of $12,019.51 for Conservation, Planning and Zoning; and $244,686.40 for Parks and Recreation. Motion carried, unanimously.
- Discussion and Presentation on 2024 Lakeshore Projects – M. McCarthy presented the 2024 Lakeshore Projects.
- Review and Discussion of Land Resources and Environment 2025 Budget – L. Wilson presented the Land Resources and Environment 2025 Budget and noted any changes/highlights.
- Discussion and possible action to Approve an Additional Statement of Work from Opengov for the LRE Permitting System. L. Wilson requested approval for additional statement of work from Opengov for the LRE Permitting System. L. Wilson explained the reason for the request and the need to move all of the data to the new system. Motion by Eberl / Kinsman to approve an Addition Statement of Work from Opengov for the LRE Permitting System. Motion carried unanimously.
Reports
- Natural Resources Conservation Service (NRCS) – J. Kelley spoke regarding some new programs available to Sauk County landowners. J. Kelley introduced Lydia, as a new soil conservationist to the NRCS department.
- Farm Service Agency (FSA) – None.
- Foresters – None.
- Economic Development Committee – M. Krueger noted discussion took place regarding the relationship between County and the Sauk County Development Corporation. The Committee agreed that the SCDC Board should be sent a letter regarding the lack of cooperation. American Players Theatre was given an award to introduce theatre to surrounding schools.
- Mirror Lake Management District – M. Krueger noted that R. Prosser was not at the meeting. M. Krueger read an email sent by Mr. Blakeslee regarding the dredging project.
- Lake Virginia Management District – M. Krueger the annual meeting was held on September 14. M. Krueger noted that the 2025 budget was the same as 2024.
- Lake Redstone Protection District – P. Kinsman noted that a contract was awarded to Top Tier Plumbing for the Weir projects.
- Southern Area Association – WI Land and Water – P. Kinsman stated nothing to report.
Next meeting dates – Monday, October 14, 2024 for the Conservation Tour, Tuesday, October 22, 2024, and Thursday, November 14, 2024, at 9:00am
Adjournment – Motion by Puttkammer / Spencer to adjourn at 10:41 a.m. Motion carried, unanimously.
