Land Resources and Environment Committee members present: J. Dietz, J. Berlin, C. Spencer, M. Krueger, C. Whitsell, B. Newport, and G. Johnson.
Absent: R. Puttkamer.
Others present: L. Wilson, B. Simmert, G. Templin, B. Bailey, K. Felton, E. Geoghegan, S. Brown, and J. Alt.
At 9:00 a.m. Spencer called the Land Resources and Environment Committee meeting to order and Templin certified to be in compliance with the Open Meetings Law.
Adopt agenda: Motion by C. Whitsell/J. Berlin to adopt the agenda as presented. Motion carried, all in favor.
Adopt minutes: Motion by C. Whitsell/B. Newport to approve the February 6, 2020 Committee meeting minutes as presented. Motion carried, all in favor.
Public Comment:
None.
Communications: Wilson reviewed communications that were posted on Granicus that included kennel communication and LCC training opportunities.
Land Records
a. Department report and updates. Felton appeared and reviewed the department report.
b. Review and approval of vouchers. Felton reviewed the department report and vouchers in the amount of $34,051.32. Motion by G. Johnson/C. Whitsell to approve the vouchers as presented. Motion carried, all in favor.
c. Discussion and possible action on Land Records Modernization Carryforward request. Liz Geoghegan appeared and reviewed the request. Motion by M. Krueger/C. Whitsell to approved the request as submitted. Motion carried, all in favor.
Register of Deeds
a. Department report and updates. Bailey reviewed the department report.
b. Review and approval of vouchers. Bailey reviewed vouchers in the amount of $8,975.32. Motion by J. Berlin/G. Johnson to approve vouchers as presented. Motion carried, all in favor.
Land Resources and Environment
a. Department report. Wilson reviewed the department report.
b. Review and approval of vouchers. Templin reviewed vouchers in the amount of $34,202.92. Motion by C. Whitsell/G. Johnson to approve vouchers as submitted. Motion carried, all in favor.
c. Discussion and possible action on a conditional use permit for a Planned Rural Development (PRD) lot for Kindschi’s Inc., located in Section 23, T10N, R6E, Town of Sumpter, Sauk County, pursuant to Chap 7 Subchapter IX, of the Sauk County Code of Ordinances. Simmert appeared and reviewed the background on the request, verified the Town of Sumpter reviewed and approved the request, and the plan meets the criteria for approval. Motion by J. Berlin/J Dietz to approve the PRD as presented. Motion carried, all in favor.
d. Discussion and possible action on an extension to a conditional use permit for Planned Rural

i. Discussion and possible action on Snowmobile Trail Development, Maintenance and Grooming
Contract. Alt explained the contract. Motion by J. Berlin/C. Whitsell to accept the contract, subject to
review and approval by Corporation Counsel. Motion carried, all in favor.
j. Discussion and possible action on ATV/UTV Trail Development and Maintenance Contract. Motion
by C. Whitsell/ to approve the contract subject to review and approval by Corporation Counsel. Motion carried, all in favor.
k. Discussion and possible action on agreement between Sauk County and the Town of LaValle for Patrol Services. Motion by C. Whitsell/B. Newport to approve the agreement, subject to review and approval by Corporation Counsel. Motion carried, all in favor.
l. Discussion and possible action on resolution Authorizing Participation in the Department of Natural Resources Municipal Dam Grant Program. Wilson reviewed the resolution, noting the reason behind the resolution. Motion by C. Whitsell/G. Johnson to approve the resolution as submitted. Motion carried, all in favor.
m. Discussion and possible action on LRE Carryforward request. Wilson reviewed the carryforward
funds. Motion by C. Whitsell/B. Newport to approve the carryforward funds and amend the 2020 budget as necessary. Motion carried, all in favor.
n. Discussion and possible action on Clean Sweep program recommendations. Wilson reviewed the
proposed changes to the Clean Sweep program. Motion by G. Johnson/C. Whitsell to accept the
recommendations as proposed. Motion carried, all in favor.
Reports
a. Natural Resources Conservation Service (NRCS) - No report.
b. Farm Service Agency (FSA) - No report.
c. Foresters - No report.
d. Economic Development Committee – Newport spoke about items reviewed at the last meeting including: Iowa County removing themselves from the Tri-County Airport and applying for grant funding for flooding issues at the airport, a housing program in conjunction with SCDC, GSST and restoration of the depot in Baraboo, swapping of land at the Wye, and the Merrimac bridge.
e. Mirror Lake District – Krueger referred to the agenda attached to Granicus from the last meeting and spoke of the battery removal from Mirror Lake and associated testing. He also spoke of a future grant application submittal and updates on the weed storage building that the County contributed funding towards.
f. Lake Virginia Management District – Johnson spoke of an upcoming meeting on March 14; and will report more at the next meeting.
g. Lake Redstone Management District – Dietz spoke of working on the 9 key elements plan and the intension of applying for the $50,000 grant funding, a financial dispute with the dredging contractor, and working on obtaining FEMA funding.
Next meetings of the Land Resources and Environment Committee will be held on Tuesday, March 24th and Thursday April 9th, 2020. Motion by C. Whitsell/J. Dietz to adjourn the meeting at 10:35 a.m. Motion carried, all in favor.
