Due to the COVID-19 health emergency, this meeting will be conducted "In Person" and virtually or by phone. Attendance by supervisors appearing in-person will be limited to members of the Land Resources and Environment Committee. All other supervisors who wish to attend virtually or by phone must call or email the County Clerk for an access link. Land Resources and Environment Committee members present: M. Krueger, R. Nelson, R. Curry, D. Polivka, V. McAuliffe, B. Lohr, P. Kinsman.
Absent: R. Puttkamer.
Others present: L. Wilson, B. Simmert, G. Templin, J. Bula, J. Alt.
At 9:00 a.m. Wilson called the Land Resources and Environment Committee meeting to order and Templin certified to be in compliance with the Open Meetings Law.
Election of officers: Chairperson, Vice Chairperson, and Secretary: Nomination by Lohr for Krueger. Motion by Polivka/McAuliffe to close nomination and cast unanimous ballot for Krueger as Chair. Motion carried, all in favor. Nomination by Nelson for Peter Kinsman. Nomination by Curry for Lohr. Motion by Curry/McAuliffe to close nomination for Vice Chair. Motion carried, all in favor. Ballot votes: 4- Peter Kinsman, 3 – Lohr. Kinsman, Vice Chair. Nomination by McAuliffe for Curry. Motion by Nelson/McAuliffe to close nominations and cast unanimous ballot for Curry as Secretary. Motion carried, all in favor.
Selection of regular meeting date and times: Krueger/Templin reviewed the meeting schedule. Motion by Lohr/Nelson to approve the current meeting schedule through 2020. Motion carried, all in favor.
Committee member assignment on Mirror Lake Association, Lake Virginia Management district, and Lake Redstone Protection District: Krueger, Mirror Lake, Nelson – Lake Virginia, Kinsman – Lake Redstone Management District.
Adopt agenda: Motion by McAuliffe/Kinsman to adopt the agenda as presented. Motion carried, all in favor.
Adopt minutes: Motion by Curry/McAuliffe to approve the March 12, 2020 Committee meeting minutes as presented. Motion carried, all in favor.
Communications: Wilson reviewed communications that were posted on Granicus that included the NRCS bulletin and several kennel communications.
Introduction and overview of Land Resources and Environment Department - Wilson provided a background on the department. Krueger suggested that the committee go on a tour of properties and projects, similar to what took place in years past.
a. Conservation programs and projects. Wilson reviewed the conservation program and projects.
b. Youth/Education programming update. Bula reviewed the youth education programs and projects.
c. Parks and recreation programs and projects. Alt reviewed the parks and recreation programs and projects.
d. Planning and Zoning programs and projects. Simmert reviewed the planning and zoning programs and projects.
Polivka and Krueger suggested not getting involved in zoning/department issues with the public and making sure to forward them to the department for assistance.
Discuss/Review the public hearing process – Simmert reviewed the public hearing process, documents provided to the committee and other information pertinent to the public hearings process.
Next meeting dates – Thursday, May 14th and Tuesday, May 26th, 2020.
Motion by Polivka/Curry to adjourn at 11:03 a.m.
