Land Resources and Environment Committee members present: M. Krueger, R. Nelson, R. Curry, D. Polivka, V. McCulliffe, P. Kinsman, R. Puttkamer, B. Lohr (9:40 a.m.).
Absent: None.
Others present: L. Wilson, B. Simmert, G. Templin, M. Schlupp, M. McCarthy, A. Wallner, C. Fowler, P. Wolter (SC Historical Society), S. Taft (SC Historical Society), E. Hausner (via zoom), Joshua Benes (via zoom)
At 9:00 a.m. Krueger called the Land Resources and Environment Committee meeting to order and Templin certified to be in compliance with the Open Meetings Law.
Adopt agenda: Krueger requested moving item 10H, Update on Man Mound/Yellow Thunder, to be moved up under item #6. Motion by McAuliffe/Kinsman to adopt the agenda and changes requested, as presented. Motion carried, all in favor.
Adopt minutes: Motion by McAuliffe/Curry to approve the May 26, 2020 Committee meeting minutes as presented. Motion carried, all in favor.
Communications:
a. Groundwater virtual meeting update. Schlupp updated the committee on the well water program partnership with Public Health and UW Ext.
b. Baraboo River log jam removal update. Wilson spoke about the outside agency request for funding in 2020 and spoke of the work done thus far.
c. Alliant Energy Use of County Farm property. Wilson reviewed a project Alliant Energy will be working on and the use of the site for storing of equipment.
d. Conservation Alliance – BOMC Funding. Wilson spoke about reaching out to the Conservation Alliance and spoke of the group working directly with the DNR.
e. Ouimet email re: kennel. Wilson spoke of an email from the Ouimets. Wilson also noted that an email with a letter of rebuttal from the Kanes was sent to the Committee yesterday and wanted to make sure all had received it.
Wilson also spoke of receiving a grant for the replacement of Hemlock Dam.
Krueger spoke of an email from Chair McCumber from the Historical Society addressed to Mr. Nurre regarding maintenance at Man Mound.
Public Comment: None.
Introduction of Mitch McCarthy, Watershed Coordinator and Anastasia Wallner, Conservation Intern Wilson introduced McCarthy and Wallner. McCarthy gave a background on himself and explained his position with Sauk County. Wallner gave a background on herself.
Presentation/Discussion with Joshua Benes/Eugene Hausner, Golden Sands, regarding Aquatic/Invasive Species Programs and Funding Allocations Hausner and Benes appeared via zoom and provided a background on their work through Golden Sands in Sauk County and presented their program and funding proposals for collaboration between Golden Sands and Sauk County. Nelson asked about the number of employees. Benes explained. Polivka asked about how he sees Golden Sands assisting Sauk County, coming from Southwest Badger. Hausner explained. Krueger asked what the southern most county that they served. Benes explained. Kinsman asked about potential costs. Benes explained there are voluntary dues of $1900/yr, as well as participation in council meetings.
Land Records
a. Department report and updates. In Felton’s absence, Templin appeared and reviewed the department report.
b. Review and approval of vouchers. Templin reviewed vouchers in the amount of $27,030.72. Motion by Curry/Kinsman to approve the vouchers as presented. Motion carried, all in favor.
Register of Deeds
a. Department report and updates. In Bailey’s absence, Templin reviewed the department report.
b. Review and approval of vouchers. Templin reviewed vouchers in the amount of $11,279.87. Motion by Curry/McAuliffe to approve vouchers as presented. Motion carried, all in favor.
Land Resources and Environment
a. Department report. Wilson reviewed the department report.
b. Review and approval of vouchers. Templin reviewed the vouchers for the department. Motion by Lohr/Polivka to approve the vouchers as submitted. Motion carried, all in favor.
c. Review and discussion of 2021 Budget projections. Wilson reviewed the budget projections.
d. Review and discussion of COVID Projection sheet. Wilson reviewed the COVID projections.
e. Presentation/training for LCC members and possible action on Land & Water Association/Southern Area Association assignment of Committee member to represent Sauk County. Schlupp gave a presentation on the LWA/SAA and presented a handbook on the organization. Motion by McAuliffe/Curry to assign Kinsman as first representative and Polivka as alternate. Motion carried, all in favor.
f. Discussion and possible action on Loganville/County Farm and Cazenovia – Water Quality Trading Project(s). Schlupp explained the projects/agreement. Motion by Polivka/Puttkamer to have the department continue to participate in the water quality projects in Loganville/County Farm and Cazenovia. Motion carried, all in favor.
g. Discussion and possible action on extension of deadline for Lake Grant funding. Wilson reviewed the possibility of an extension of Lake Grant funding due to Covid issues. Krueger explained the background of the funding. Motion by Polivka/Lohr to extend the deadline to August 1st. Motion carried, all in favor.
h. Update on Man Mound/Yellow Thunder Master Planning Process. Fowler provided an update on the master planning process that the staff are assisting the Historical Society with on these properties. Paul Wolter and Seth Taft, representing the Sauk County Historical Society, provided a background on Man Mound and Yellow Thunder parks. Krueger asked about the letter from Mr. Nurre. Wolter explained.
i. Discussion and possible action on a Resolution Amending the Sauk County Land Resources and Environment Department’s Fee Schedule. Wilson reviewed the fee schedule and proposed changes requested. Motion by Polivka/McAuliffe to adopt the proposed fee schedule changes as presented. Motion carried, all in favor.
j. Discussion of annual Parks Tour. Krueger spoke of past tours and asked for consideration of a date. Tentative date is July 17th, 8:00 a.m. meeting at White Mound County Park.
k. Discussion of annual Conservation Tour. Krueger spoke of past tours and asked for consideration of a date. Tentative date is September 18th, starting at 8:00 a.m., meeting at the WSB.
l. d. Economic Development Committee – Krueger spoke of a meeting last month which reviewed past project and what they want to look at in the future.
e. Mirror Lake District – Krueger stated they will meet on June 25th.
f. Lake Virginia Management District – Nelson stated they will have a meeting on Saturday, June 13th.
g. Lake Redstone Management District – Kinsman stated they are currently working on the application for grant funding.
Next meeting dates – Tuesday, June 23rd, and Thursday, July 9th, 2020.
Motion by McAuliffe/Polivka to adjourn at 10:50 a.m. Motion carried, all in favor.
