SAUK COUNTY BOARD OF SUPERVISORS
MEETING NOTICE

COMMITTEE:         Land Resources and Extension Committee

DATE:                      Thursday, January 9, 2025               TIME:  9:00 a.m.

PLACE:                     Sauk County Room 213

                                 505 Broadway, Baraboo, WI

A quorum may be present consisting of members of the Aging & Disability Resource Center Committee; Economic Development Committee; Finance, Personnel & Insurance Committee; Health Resources Committee; Land Resources & Extension Committee; Law Enforcement & Judiciary Committee; Public Works and Infrastructure Committee; and Executive & Legislative Committee.  No governing body will exercise any responsibilities, authority, or duties except for the Executive & Legislative Committee. It is possible that a quorum of county board members will be at this meeting to gather information about a subject over which they have decision-making responsibility. This constitutes a meeting of the County Board pursuant to State ex rel Badke v. Greendale Village Board, Wis 2d 553, 494 n.w.2d 408 (1993), and must be noticed as such, although the County Board will not take any formal actions at this meeting. It is also possible that there may be quorums of other County Board Committees present, although those committees will not take any formal action at this meeting.

Land Resources and Extension (LRE) Committee members present:  M. Krueger, P. Kinsman (9:05), L. Eberl, R. Puttkamer, B. Spencer. B. Lohr, D. Polivka, V. McAuliffe

Others present:  M. Schlupp, R. Meyer, J. Fleischmann, B. Bailey, J. Gurgel, J. Peyer

Absent: R. Prosser (excused), V. McAuliffe (excused),

At 9:00 a.m. Chair Krueger called the Land Resources and Extension Committee meeting to order.  R. Meyer certified the meeting to be compliant with Open Meetings Law.

Adopt agenda – Motion by Polivka / Puttkamer to adopt the January 9, 2025, agenda as presented.  Motion carried unanimously.

Adopt minutes of previous meeting on 12/23/2024 – Motion by Eberl / Spencer to adopt the December 23, 2024, LRE Committee meeting minutes. Motion carried, unanimously.

Public comment (3-minute time limit) – No Public Comment

Communications – M. Schlupp mentioned that the Flyer for the SSWIG Soil Health Workshop is on Granicus. M. Schlupp informed the Committee that the $150,000.00 grant for Delton Dam was awarded.  M. Schlupp invited the committee to vote for the “Home is Where the Habitat is” posters.  R. Puttkammer noted that the Town of Baraboo Plan Commission and Town Board did recommend approval of the Steve Higgins Pond Conditional Use Permit.

Land Records

  1. Land Records Department Report – K. Felton presented the Land Records Department Report.           

Register of Deeds

  1. Register of Deeds Department Report – B. Bailey presented the Register of Deeds Department report.
  2. Review and approval of vouchers – B. Bailey presented 2024 vouchers in the amount of $8,351.00 and 2025 voucher in the amount of $125.00.  Motion by Kinsman / Spencer to approve vouchers for the Register of Deeds in the amount of $125 and $8,351.00.  Motion carried, unanimously.

Extension Education

  1. Interim Area Director Report: - Carrie Edgar from Dane County gave the area director report and introduced herself.
  2. Review and approval of vouchers – J. Gurgel presented vouchers for Extension Education in the amount of $207.53.  Motion by Kinsman / Polivka to approve vouchers for UW Extension in the amount of $207.53.  Motion carried, unanimously.   

Land Resources and Environment

  1. LRE Department Report – M. Schlupp presented the LRE Department November report.
  2. Review and approval of vouchers – M. Schlupp presented vouchers in the amount of $10,663.78 for 2024 and $15,043.29 for 2025 for Conservation, Planning, and Zoning and $201,772.33 for 2024 Parks and Recreation.  Motion by Lohr / Spencer to approve vouchers in the amount of $10,663.78 for 2024 and $15,043.29 for 2025 for Conservation, Planning and Zoning and  $201,772.33 for 2024 Parks and Recreation.  Motion carried, unanimously.
  3. Clean Sweep/Ag Plastics Program Review – J. Peyer presented the 2025 Ag Plastics flyer and gave a 2024 review of the Clean Sweep / Ag Plastics Program.

Reports

  1. Natural Resources Conservation Service (NRCS) – None   
  2. Farm Service Agency (FSA) – None.
  3. Foresters – None.
  4. Economic Development Committee – M. Krueger noted the major action items were to award a couple grants to City of Reedsburg and the Free Church in Sauk. Updates the brand “Explore Sauk County”.
  5. Mirror Lake Management District – B. Prosser was not present.
  6. Lake Virginia Management District – M. Krueger noted that the Lake Virginia management District met in December to get an update from the DNR and project engineers for the Dam repair.
  7. Lake Redstone Protection District – P. Kinsman noted that they have not met.
  8. Southern Area Association – WI Land and Water – P. Kinsman stated there is nothing new to report.

Next meeting dates – Tuesday, January 28, 2025 and Thursday, February 13, 2025 at 9:00am

Adjournment – Motion by Spencer / Puttkammer to adjourn at 9:54 a.m.  Motion carried, unanimously.
