A quorum may be present consisting of members of the Aging & Disability Resource Center Committee; Economic Development Committee; Finance, Personnel & Insurance Committee; Health and Human Services Committee; Land Resources & Extension Committee; Law Enforcement & Judiciary Committee; Public Works and Infrastructure Committee; and Executive & Legislative Committee. No governing body will exercise any responsibilities, authority, or duties except for the Executive & Legislative Committee. It is possible that a quorum of county board members will be at this meeting to gather information about a subject over which they have decision-making responsibility. This constitutes a meeting of the County Board pursuant to State ex rel Badke v. Greendale Village Board, Wis 2d 553, 494 n.w.2d 408 (1993), and must be noticed as such, although the County Board will not take any formal actions at this meeting. It is also possible that there may be quorums of other County Board Committees present, although those committees will not take any formal action at this meeting.

Land Resources and Extension (LRE) Committee members present: M. Krueger, P. Kinsman, L. Eberl, B. Spencer, D. Polivka, V. McAuliffe

At 9:00 a.m. Chair Krueger called the Land Resources and Extension Committee meeting to order. R. Meyer certified the meeting to be compliant with Open Meetings Law.
Adopt agenda – Motion by Spencer / McAuliffe to adopt the March 13, 2025, agenda as presented moving 9f to the top of the agenda. Motion carried unanimously.
Adopt minutes of previous meeting on 02/25/2025 – Motion by Eberl / Kinsman to adopt the February 25, 2025, LRE Committee meeting minutes. Motion carried, unanimously.

Communications –
- Introduction of Tim Kabat – M. Schlupp introduced Tim Kabat to the committee. Tim spoke regarding his previous positions and enthusiasm in his new role at Sauk County.
Marty noted that the meeting will continue with the Resolution in 9f.

Wilson presented a Resolution to Amend the Land Resources and Environment 2025 Budget and Award a Contract to The Lakota Group for an Update to the Sauk County Comprehensive Plan. Motion by Eberl / McAuliffe to approve a Resolution to Amend the Land Resources and Environment 2025 Budget and Award a Contract to The Lakota Group for an Update to the Sauk County Comprehensive Plan and strategic planning and present to the full County Board. Motion carried unanimously.

- Land Records Department Report – K. Felton presented the Land Records Department Report.
- Review and approval of vouchers – K. Felton presented 2025 vouchers in the amount of $103.77. Motion by Spencer / Polivka to approve vouchers for the Land Records in the amount of $103.77. Motion carried, unanimously.
- Discussion and possible authorization to enter into a contract with ESRI for services. J. Fleischman requested authorization to enter into a contract with ESRI for services. Motion by Polivka / Spencer to approve authorization for the Land Records department to enter into a contract with ESRI for server upgrades in the amount of $7,720. Motion carried unanimously.
Register of Deeds
- Register of Deeds Department Report – B. Bailey presented the Register of Deeds Department Report.
- Review and approval of vouchers – B. Bailey requested payment of the 2025 vouchers in the amount of $7,438.00. Motion by Polivka / Eberl to approve vouchers for the Register of Deeds in the amount of $7,438.00. Motion carried, unanimously.
Extension Education
- Discussion and possible action on Memorandum of Understanding between UW-Madison, Division of Extension and Sauk County. C. Edgar presented the Memorandum of Understanding between UW-Madison Division of Extension and Sauk County. Motion by McAuliffe / Kinsman to execute a resolution the Memorandum of Understanding between UW-Madison, Division of Extension and Sauk County. Motion carried unanimously.
- Educator Report: Stacy Parsons, 4-H Youth Development programming. S. Parson gave a presentation of the 4-H Youth Development program regarding roles of the 4-H Club Level, County Level, State Level and National & International Level.
- Discussion and possible approval of the 2024 Extension Annual Report. C. Edgar presented the 2024 Extension Annual Report. Motion by Eberl / McAuliffe to accept approval of the 2024 Extension Annual Report. Motion carried unanimously.
- Review and approval of vouchers – C. Edgar presented vouchers in the amount of $616.49 for Extension Education. Motion by McAuliffe / Polivka to approve vouchers for $616.49 for UW Extension. Motion carried, unanimously.

- LRE Department Report – M. Schlupp presented the LRE Department February report.
- Review and approval of vouchers – M. Schlupp presented vouchers in the amount of $11,037.37 for Conservation, Planning, and Zoning and vouchers in the amount of $25,100.51 for Parks and Recreation. Motion by Spencer / McAuliffe to approve vouchers in the amount of $11,037.37 for Conservation, Planning and Zoning and $25,100.51 for Parks and Recreation. Motion carried, unanimously.

W. Christensen reported that the LRE department recommends approval. Motion by Polivka / McAuliffe to approve the conditional use permit for the construction of a dwelling on 35 acres or greater for Chad and Heidi Killerlain on property owned by Jason Strutz and Jeffery Miller in the Town of Westfield subject to the standard conditions in the staff report. Motion carried unanimously.

Hillmann reported that the Town of Greenfield Plan Commission and Town Board has recommended approval, also the LRE department recommends approval. Motion by Spencer / McAuliffe to approve the conditional use permit for a Planned Rural Development (PRD) lot for Cimberlin Enterprises Inc, located in the Town of Greenfield subject to the standard conditions in the staff report. Motion carried unanimously.
- Discussion and Possible Approval to Carryforward Funds from 2024 to 2025 for the Land Resources and Environment Department. M. Schlupp requested approval to carryforward funds from 2024 to 2025 for the Land Resources and Environment Department. Motion by Eberl / Kinsman to the carryforward funds from 2024 to 2025 for the Land Resources and Environment Department in the amount of $1,134,760.00 Motion carried unanimously.

- Discussion and Possible Action on LRE Department 2024 Year End Report. M. Schlupp, C. Fowler, W. Christensen, and J. Alt presented the LRE Department 2024 Year End Report. Motion by Polivka / Eberl to accept approval of the LRE Department 2024 Year End Report. Motion carried unanimously.

- Natural Resources Conservation Service (NRCS) – None
- Farm Service Agency (FSA) – None.
- Foresters – None.
- Economic Development Committee – M. Krueger noted that the February meeting took place mainly handling the Arts and humanities grants. There is a decrease of applications coming in for the grants Most of the applicants are reoccurring. Also, received updates on marketing program.
- Mirror Lake Management District – B. Prosser was not present. M. Krueger noted that the dredging project is on track to be completed in 2025.
- Lake Virginia Management District – M. Krueger noted there was a meeting on March 8th. M. Krueger read the draft minutes stating that the spill way repairs plan to begin after June 15 with no specific date set. The lake levels are down approx. 12 inches and will be lowered an additional 30 inches to complete the repairs. There were 3 options for the airier pump replacements to reduce utility costs.
- Lake Redstone Protection District – P. Kinsman noted there was a meeting on March 11. P. Kinsman stated that they are continuing to work with the Town of LaValle regarding the wake boats. There was a large attendance. Canadian geese are becoming a problem. USDA has an abatement program that will remove the geese.
- Southern Area Association – WI Land and Water – P. Kinsman stated there is concern over federal funding freezes.
Next meeting dates – Tuesday, Marach 25, 2025 and Thursday, April 10, 2025 at 9:00am
