MEETING NOTICE
COMMITTEE: Land Resources and Extension Committee
DATE: Thursday, February 13, 2025 TIME: 9:00 a.m.

A quorum may be present consisting of members of the Aging & Disability Resource Center Committee; Economic Development Committee; Finance, Personnel & Insurance Committee; Health and Human Services Committee; Land Resources & Extension Committee; Law Enforcement & Judiciary Committee; Public Works and Infrastructure Committee; and Executive & Legislative Committee. No governing body will exercise any responsibilities, authority, or duties except for the Executive & Legislative Committee. It is possible that a quorum of county board members will be at this meeting to gather information about a subject over which they have decision-making responsibility. This constitutes a meeting of the County Board pursuant to State ex rel Badke v. Greendale Village Board, Wis 2d 553, 494 n.w.2d 408 (1993), and must be noticed as such, although the County Board will not take any formal actions at this meeting. It is also possible that there may be quorums of other County Board Committees present, although those committees will not take any formal action at this meeting.

Land Resources and Extension (LRE) Committee members present: M. Krueger, P. Kinsman, L. Eberl, R. Puttkamer, B. Spencer, D. Polivka, V. McAuliffe
Others present: M. Schlupp, W. Christensen, R. Meyer, K. Felton, B. Bailey, J. Gurgel, C. Edgar (via zoom)

At 9:00 a.m. Chair Krueger called the Land Resources and Extension Committee meeting to order. R. Meyer certified the meeting to be compliant with Open Meetings Law.
Adopt agenda – Motion by Puttkamer / McAuliffe to adopt the February 13, 2025, agenda as presented. Motion carried unanimously.
Adopt minutes of previous meeting on 01/28/2025 – Motion by Spencer / Kinsman to adopt the January 28, 2025, LRE Committee meeting minutes. Motion carried, unanimously.
Public comment (3-minute time limit) – No Public Comment
Communications –
- Land Conservation Committee Member Virtual "Coffee and Conversation" - February 20. M. Schlupp noted the flyer on Granicus for Coffee and Conversation.
- WLW Professional Improvement Committee Scholarship Report. M. Schlupp reported that M. McCarthy attended the ACRES USA conference utilizing the WLW Professional Improvement Committee scholarship.
Land Records
- Land Records Department Report – K. Felton presented the Land Records Department Report.
- Review and approval of vouchers – K. Felton presented 2025 vouchers in the amount of $2,966.00. Motion by Eberl / Spencer to approve vouchers for the Land Records in the amount of $2,966.00. Motion carried, unanimously.
Register of Deeds
- Register of Deeds Department Report – B. Bailey presented the Register of Deeds Department report.
- Review and approval of vouchers – B. Bailey presented 2025 vouchers in the amount of $9,391.72. Motion by McAuliffe / Polivka to approve vouchers for the Register of Deeds in the amount of $9,391.72. Motion carried, unanimously.
Extension Education
- Discussion and possible action on Memorandum of Understanding between UW-Madison, Division of Extension and Sauk County. C. Edgar presented the Memorandum of Understanding between UW-Madison Division of Extension and Sauk County. Motion by Eberl / McAuliffe to postpone the Memorandum of Understanding between UW-Madison, Division of Extension and Sauk County to the March 13 meeting giving the committee time to review. Motion carried unanimously.
- Educator Report: Danielle Sander, Health & Well-Being programming. D. Sander presented the Health & Well-Being programming
- Discussion and possible approval to carryforward funds from 2024 to 2025 for the Extension Department. J. Gurgel requested approval to carryforward funds from 2024 to 2025 for the Extension Department. Motion by Kinsman / McAuliffe to approval the carryforward funds from 2024 to 2025 in the amount of $9,648.00 for the Extension Department. Motion carried unanimously.
- Review and approval of vouchers – J. Gurgel presented vouchers for 2024 in the amount of $133.08 and vouchers for 2025 in the amount of $10,987.25 for Extension Education. Motion by Polivka / Spencer to approve 2024 vouchers for $133.08 and 2025 vouchers for $10,987.25 for UW Extension. Motion carried, unanimously.
Land Resources and Environment
- LRE Department Report – M. Schlupp presented the LRE Department January report.
- Review and approval of vouchers – M. Schlupp presented 2024 vouchers in the amount of $ 9,150.00 and 2025 vouchers in the amount of $5,445.76 for 2025 for Conservation, Planning, and Zoning and 2025 vouchers in the amount of $14,591.03 for Parks and Recreation. M Krueger requested a motion to lay vouchers on the table to address item 9d. the 2024 Lake Management Grant Final Report for Friends of Dutch Hollow Lake . Motion by Spencer / Polivka to table vouchers to take action on the 2024 Lake Management Grant Final Report for Friends of Dutch Hollow Lake. Motion carried unanimously.
9d. Discussion and Possible Action on 2024 Lake Management Grant Final Report for Friends of Dutch Hollow Lake. M. Schlupp presented the 2024 Lake Management Grant final report for Friends of Dutch Hollow Lake. Motion by Kinsman / McAuliffe to approve the 2024 Lake Management final report and payment in the amount of $8,750 to Friends of Dutch Hollow Lake. Motion carried unanimously.
Motion by Kinsman / McAuliffe to take vouchers off the table. Motion by McAuliffe / Kinsman approve vouchers in the amount of $9,150.00 for 2024 and $5,445.76 for 2025 for Conservation, Planning and Zoning and $14,591.03 for 2025 Parks and Recreation. Motion carried, unanimously.
- Discussion and possible action on a conditional use permit for a Planned Rural Development (PRD) lot for Mark Gunn and Robert Brill, located in Section 12, T12N, R05E Town of Excelsior, Sauk County, pursuant to Chap 7 Subchapter IX, of the Sauk County Code of Ordinances. W. Christensen presented a PRD lot for a conditional use permit for a Planned Rural Development lot for Mark Gunn and Robert Brill in the Town of Excelsior. W. Christensen reported that the Town of Excelsior Plan Commission and Town Board has recommended approval, also the LRE department recommends approval. Motion by Kinsman / Spencer to approve the conditional use permit for a Planned Rural Development lot for Mark Gunn and Robert Brill in the Town of Excelsior subject to the standard conditions in the staff report. Motion carried unanimously.
- Discussion and Possible Action on 2024 Lake Management Grant Final Report for Friends of Dutch Hollow Lake. Item 9d was addressed in item 9b.
- Discussion and Possible Action on 2023 Lake Management Grant Final Report for Lake Virginia Management District. M. Schlupp presented the 2023 Lake Management Grant final report for Lake Virginia Management District. Motion by McAuliffe / Kinsman to approve the final report and authorize payment in the amount of $7,120.75. Motion carried unanimously.
- Discussion and Possible Action to Purchase a Survey Grade GPS. M. Schlupp requested the purchase of a survey grade GPS from Turning Point Systems in the amount of $7,745. Motion by Eberl / Kinsman to approve the purchase of a survey grade GPS from Turning Point Systems in the amount of $7,745. Motion carried unanimously.

- Economic Development Committee – M. Krueger turned it over to P. Kinsman to report on. P. Kinsman reported that they met at Badger Tools and toured 3 businesses.

- Lake Virginia Management District – M. Krueger noted that they will meet on March 8.
- Lake Redstone Protection District – P. Kinsman noted that they have not met.
- Southern Area Association – WI Land and Water – P. Kinsman stated there is the notice for Coffee and Conservation.
Next meeting dates – Tuesday, February 25, 2025 and Thursday, March 13, 2025 at 9:00am
