A quorum may be present consisting of members of the Aging & Disability Resource Center Committee; Economic Development Committee; Finance, Personnel & Insurance Committee; Health Resources Committee; Land Resources & Extension Committee; Law Enforcement & Judiciary Committee; Public Works and Infrastructure Committee; and Executive & Legislative Committee. No governing body will exercise any responsibilities, authority, or duties except for the Executive & Legislative Committee. It is possible that a quorum of county board members will be at this meeting to gather information about a subject over which they have decision-making responsibility. This constitutes a meeting of the County Board pursuant to State ex rel Badke v. Greendale Village Board, Wis 2d 553, 494 n.w.2d 408 (1993), and must be noticed as such, although the County Board will not take any formal actions at this meeting. It is also possible that there may be quorums of other County Board Committees present, although those committees will not take any formal action at this meeting.

At 9:00 a.m. Chair Krueger called the Land Resources and Extension Committee meeting to order. R. Meyer certified the meeting to be compliant with Open Meetings Law.
Adopt agenda – Motion by McAuliffe / Puttkamer to adopt the November 14, 2024, Amended Agenda as presented. Motion carried unanimously.
Adopt minutes of previous meeting on 10/22/2024 – Motion by Spencer / Puttkamer to adopt the October 22, 2024, LRE Committee meeting minutes. Motion carried, unanimously.
Public comment (3-minute time limit) – No Public Comment
Communications – L. Wilson mentioned that WI Land + Water Budget Priorities sheet is on Granicus and also has hard copies if needed.
Surveyor – M. Krueger noted that nothing was heard from the Surveyor. Motion by Polivka / Spencer to lay item on the table. Motion Carried unanimously.

- Review and approval of vouchers – K. Felton presented the Land Records vouchers in the amount of $269.04. Motion by Spencer / Eberl to approve vouchers in the amount of $269.04. Motion carried unanimously.

- Register of Deeds Department Report – B. Bailey presented the Register of Deeds Department report.
- Review and approval of vouchers – B. Bailey presented vouchers in the amount of $8,575.00. Motion by Eberl / Kinsman to approve vouchers for the Register of Deeds in the amount of $8,575.00. Motion carried, unanimously.

- Educator Report: J. Hoffman gave a report highlighting the department Educators. Melissa Beernink, Nutrition Educator, provided a FoodWise flyer that is also posted on Granicus.
- Review and approval of vouchers – J. Hoffman presented vouchers for Extension Education in the amount of $1,758.23. Motion by McAuliffe / Kinsman to approve vouchers for Extension Education in the amount of $1,758.23. Motion carried, unanimously.

- Discussion and possible action on Land and Water Conservation Board Elections. M. Schlupp presented the Land and Water Conservation Board Elections. Motion by Prosser / Kinsman supports to re-elect the current Land and Water Conservation Board members. Motion carried unanimously.

Motion by McAuliffe / Prosser to approve a resolution authorizing the application and implementation of the Healthy Lakes and Rivers Program and to authorize the County Administrator to sign the resolution before the County Board meeting due to deadline restraints. Motion carried unanimously.

- Natural Resources Conservation Service (NRCS) – None
- Farm Service Agency (FSA) – None.
- Foresters – None.
- Economic Development Committee – M. Krueger noted approval of carryforward funds to be used in the Invest Sauk County program.
- Mirror Lake Management District – B. Prosser noted that it was discovered that the soil was not stable therefore Viet has stopped the project and quit all work. Meetings have taken place with Neil Pfaff from Vierbicher and Blakeslee. There will be additional cost to get the equipment back on site and presume in the Spring of 2025.
- Lake Virginia Management District – L. Eberl noted they have not met
- Lake Redstone Protection District – P. Kinsman noted that they are working on an ordinance restricting wake boats at Lake Redstone and Dutch Hollow with the Town of LaValle.
- Southern Area Association – WI Land and Water – P. Kinsman stated they had a meeting and made some amendments to the bylaws.
