A quorum may be present consisting of members of the Aging & Disability Resource Center and Veterans Service Office Committee; Board of Health; Economic Development Committee; Executive & Legislative Committee; Extension Education, Arts & Culture Committee; Finance Committee; Health Care Center Board of Trustees; Highway Committee; Human Services Board; Land Resources and Extension Committee; Law Enforcement & Judiciary Committee; Personnel & Insurance Committee, and Property Committee. No governing body will exercise any responsibilities, authority, or duties except for the Land Resources and Extension Committee. It is possible that a quorum of County Board members will be at this meeting to gather information about a subject over which they have decision-making responsibility. This constitutes a meeting of the County Board pursuant to State ex re Badke v. Greendale Village Board, Wis 2d 553, 494 n.w.2d 408 (1993), and must be noticed as such, although the County Board will not take any formal actions at this meeting. It is also possible that there may be quorums of other County Board Committees present, although those committees will not take any formal action at this meeting.

- Review bids and make recommendation to the Village of Sauk City to award construction of the Great Sauk State/Walking Iron Trail Bridge.
- Establish 2024 Apiary Crop Price by Phil Peterson
- PRD-17-2024 Corey & Stacey Noltner, property owners, are requesting approval to create a development lot of approximately five (5) acres pursuant to s. 7.113. If approved, the PRD lot will coincide with the placement of a preservation area easement on approximately 43 acres of land owned by the same. Lands affected are located in Section 3, T10N, R5E, Town of Honey Creek, as further described in PRD 17-2024. Tax parcel identification numbers: 020-0315-00000, 020-0316-00000, 020-0325-00000, and 020-0307-00000.
7. Public Hearing: To begin at approximately 9:15 a.m. or soon thereafter. Committee to consider and take possible action at the conclusion of the respective hearing.
- Petition 12-2024. A petition to consider a conditional use permit pursuant to s7.037(4)(h) for a multi-family dwelling, 2 unit, on land owned by Lost Nation, LLC. Said conditional use is located in the Town of Freedom, Sauk County. Lands affected by the proposed conditional use are located part of the N 1/2 and SE ¼, of the SW ¼, Section 24, T11N, R5E, Town of Freedom, and as further described in Petition 12-2024. Tax parcel identification numbers 016-0514-00000, 016-0510-00000.
- Petition 13-2024. A petition from Marx Family Enterprises LLC to consider a rezone pursuant to s. 7.150 from an Agriculture Zoning District to a Recreational Commercial Zoning District. Lands affected by the proposed rezone are located in part of the SW ¼, NE ¼, and SE ¼, NW ¼, Section 15, T10N, R6E, Town of Sumpter, Sauk County, tax parcel identification number 034-0170-08000.
- Petition 14-2024. A petition from Christian Christner to consider a conditional use permit pursuant to s. 7.027(2)(g) for Agriculture Related Business. Lands affected by the proposed conditional use are located in part of the SE ¼, SW ¼, of Section 26, T12N, R4E, Town of Reedsburg, Sauk County, tax parcel identification number 030-0906-00000.

- Discussion and possible action to Authorize the LRE Committee Chair to Execute Cost-Share Funds Transfer Agreement for $6,112.20 of SEG Funds.
- Discussion and possible action on Final Project Report and Cost Summary for Lake Redstone Protection District 2023 Lake Management Funds – Tributary Monitoring.
- Discussion and Possible Action on an Agreement Between Sauk County and Wisconsin Department of Natural Resources (WDNR) For Use of Storage Sheds at the Sauk County Farm
- Possible closed session pursuant to Wis. Stat. § 19.85(1)(e) Deliberating or negotiating the purchasing of public properties, the investing of public funds, or conducting other specified public business, whenever competitive or bargaining reasons require a closed session.: Appraisal of land adjacent to Delton Dam. Reconvene in open session immediately following closed session.

Land Resources and Extension (LRE) Committee members present: M. Krueger, D. Polivka, V. McAuliffe, L. Eberl, B. Prosser, B. Spencer, B. Lohr
Others present: M. Schlupp, M. Stieve, R. Meyer, M. Krautkramer
Absent: P. Kinsman (Excused), R. Puttkamer
At 9:00 a.m. Krueger called the Land Resources and Extension Committee meeting to order. LRE Staff certified the meeting to be compliant with Open Meetings Law.
Adopt agenda - Motion by Spencer / McAuliffe to adopt the November 26, 2024, agenda with the deletion of 8f. Motion carried unanimously.
Adopt minutes of previous meeting – November 14, 2024 - Motion by Eberl / Polivka to adopt the November 14, 2024, LRE Committee meeting minutes. Motion carried, unanimously.
Public comment – No public comment
Communications – M. Stieve shared that the ADA deer hunting blind was submitted to the Wisconsin Parks and Recreation Association (WPRA) to be recognized in a competition for projects of $250,000 or less. M. Stieve received a letter of congratulations for the outstanding park design award for the work of the ADA hunting blind.
Land Resources and Environment
- Review and approval of vouchers. M. Schlupp presented the vouchers for Land Resources and Environment Department in the amount of $67,014.33. Motion by McAuliffe / Polivka to pay vouchers for the LRE Department in the amount of $67,014.33. Motion carried unanimously.
- Review bids and make recommendation to the Village of Sauk City to award construction of the Great Sauk State/Walking Iron Trail Bridge. M. Krueger presented the recommendation to the Village of Sauk City to award construction of the Great Sauk State / Walking Iron Trail Bridge. M. Stieve noted that four bids were received. John Langhans, MSA representative, recommended the bid for the Village of Sauk City award for Contract #1 to go to Zenith Tech, Inc. in the amount of $9,947,251.10. John Langhans, MSA representative, recommended the bid for Dane County award for Contract #2 goes to Zenith Tech, Inc. in the amount of $1,644,585.55. The total bid price is $11,591,836.65. Motion by Polivka / McAuliffe to make the recommendation to the Village of Sauk City to award construction of the Great Sauk State/Walking Iron Trail Bridge to Zenith Tech, Inc. for Contract #1 in the amount of $9,947,251.10. Motion carried unanimously.
- Establish 2024 Apiary Crop Price by Phil Peterson. P. Peterson presented the 2024 Apiary Crop Price. There has been a catastrophic event for a large beekeeper in the area, where a bear invaded the bee boxes. Motion by Polivka / Lohr to establish the 2024 Apiary Crop Price as Shallow frame $4.75, Deep frame $4.95, Hive bodies $75 and the bees with one queen (3 lb. nuke) are $180.00. Motion carried unanimously.

Krautkramer presented PRD 17-24, Corey & Stacey Noltner, property owners, are requesting approval to create a development lot of approximately five (5) acres pursuant to s. 7.113. If approved, the PRD lot will coincide with the placement of a preservation area easement on approximately 43 acres of land owned by the same. Project location is in the Town of Honey Creek.
Motion by Lohr / McAuliffe to approve PRD 17-24 to create a development lot of approximately five acres and the placement of a preservation area easement on approximately 43 acres of land owned by Corey & Stacey Noltner in the Town of Honey Creek. Motion carried unanimously.
7. Public Hearing: To begin at approximately 9:15 a.m. or soon thereafter. Committee to consider and take possible action at the conclusion of the respective hearing. M. Krueger noted that all the public hearings have been postponed to the December meeting. Motion by Spencer / Eberl to postpone the three scheduled public hearings to Monday, December 23, 2024 meeting. Motion carried unanimously.

Motion carried unanimously.
- Discussion and Possible Action on an Agreement Between Sauk County and Wisconsin Department of Natural Resources (WDNR) For Use of Storage Sheds at the Sauk County Farm. M. Schlupp presented an Agreement between Sauk County and Wisconsin DNR for use of Storage Sheds at the Sauk County Farm. Motion by McAuliffe / Lohr to approve the agreement between Sauk County and WDNR for use of storage sheds at the Sauk County Farm. Motion carried unanimously.
