Land Resources and Environment Committee members present: M. Krueger, R. Nelson, R. Curry, D. Polivka, V. McAuliffe, B. Lohr, P. Kinsman, R. Puttkamer.
Absent: None.
Others present: L. Wilson, B. Simmert, G. Templin, M. Stieve, K. Felton. B. Bailey, M. Schlupp, C. Fowler, M. Wallrath (via zoom), W. Moder (via zoom), J. Langhans (via zoom).
At 9:00 a.m. Krueger called the Land Resources and Environment Committee meeting to order and Templin certified to be in compliance with the Open Meetings Law.
Adopt amended agenda: Krueger explained the amendments on the agenda, as well requesting item 6 and 7 behind all the items on 8 to allow for zoom presentation, item 8h at 9:30 a.m, and after all Land Resources items. Motion by Lohr/McAuliffe to adopt the amended agenda and changes requested, as presented. Motion carried, all in favor.
Adopt minutes: Motion by McAuliffe/Curry to approve the May 7, 2020 Committee meeting minutes as presented. Motion carried, all in favor.
Communications: Wilson reviewed communications that were posted on Granicus that included the email correspondence from Rick VanDomelen and a letter from Americans for Medical progress, both regarding kennels. She also presented a copy of a letter to the Conservation Alliance, as well as an email and letter from Charlie Luthin to all committee members.
Presentation/Discussion with Matt Wallrath, Upper Sugar River regarding Aquatic/Invasive Species Programs and Funding Allocations: Wallrath appeared via zoom and presented their program and funding proposals for collaboration between Upper Sugar River and Sauk County. Krueger asked if there will be other organizations seeking collaboration with the county, as well. Wilson stated there could be other requests, including Golden Sands, and stated the funding scheduled outlined. Krueger asked for a suggestion on taking up a decision. Wilson suggested July. Nelson questioned the programs and funding. Wallrath explained. Krueger asked for an example of potential programs and savings. Wallrath reviewed examples.
Land Resources and Environment
a. Department report. Wilson reviewed the department report.
b. 2021 Budget Projection Sheet – May. Wilson reviewed the 2021 budget projection sheet.
c. 2020 COVID Budget Projection Sheet. Wilson reviewed the 2020 Covid projections.
d. Review and approval of vouchers. Templin reviewed vouchers. Motion by McAuliffe/Lohr to approve vouchers as submitted. Motion carried, all in favor.
e. Conservation Alliance Update. Wilson reviewed the Conservation Alliance project and provided a
background on where funding originated, as well as complications with what is currently taking place.
f. Discussion and possible action on a Request from the Wisconsin Bow Fishing Club for an Exemption for After Hour Use of the County Parking Lot at Lake Redstone for a Carp Shoot Event on June 20th. Stieve explained the request. Motion by Lohr/McAuliffe to approve the request. Motion carried, all in favor.
g. Discussion and possible action on Resolution Approving the Acquisition of Land from the Wisconsin Department of Transportation to Construct a Future Parking Area and Point of Access for the Great Sauk State Trail. Simmert reviewed the project and authorizations associated with the project, as described in the resolution. Lohr spoke about the positives of the project and had questions on the parking area. Simmert explained. Motion by Polivka/Nelson to approve the resolution as submitted. Motion carried, all in favor.
h. Great Sauk State Trail project review and update/Discussion regarding next steps for Wisconsin
River Bridge Feasibility Study. Krueger passed out a document relating to the bridge feasibility study. Langhans appeared and reviewed the feasibility study, potential next steps and then took questions from the committee members. Krueger asked for a consensus from the committee to move forward and work with MSA to go out for bids for the geotechnical borings. He also discussed funds that are set aside in the budget for various segments of the trail. The committee agreed to allow the department to proceed with MSA. Simmert then reviewed the Great Sauk Trail project.
*gi. Discussion on ATV/UTV Trail at White Mound County Park. Stieve explained the ATV/UTV
information and allow the ATV/UTVs to access the campground and boat launch using Park Dr.
*hj. Discussion and possible action on a conditional use permit for a Planned Rural Development
(PRD) lot for Brian and Jodi Frank, located in Section 32, T09N, R4E, Town of Spring Green, Sauk
County, pursuant to Chap 7 Subchapter IX, of the Sauk County Code of Ordinances. Templin reviewed the PRD for request. Motion by Polivka/Curry to approve the PRD as presented. Motion carried, all in favor.

a. Department report and updates. Felton appeared and reviewed the department report.
b. Review and approval of vouchers. Felton reviewed the department report and vouchers. Motion by Lohr/Polivka to approve the vouchers as presented. Motion carried, all in favor.
Register of Deeds
a. Department report and updates. Bailey reviewed the department report.
b. Review and approval of vouchers. Bailey reviewed department vouchers. Motion by
Lohr/McAuliffe to approve vouchers as presented. Motion carried, all in favor.
Reports
a. Natural Resources Conservation Service (NRCS) - Miller appeared and provided a quick program
update.
b. Farm Service Agency (FSA) - No report.
c. Foresters - No report.
d. Economic Development Committee – Krueger spoke of the special meeting held last week regarding encouraging the service businesses to be able to open in Sauk County.
e. Mirror Lake District – Krueger stated they have not yet met.
f. Lake Virginia Management District – Nelson stated they have not met.
g. Lake Redstone Management District – Kinsman stated they met this week. The dredging is
complete, however there is a dispute over the billing.
Next meeting dates – Tuesday, May 26th and Thursday, June 11th, 2020.
Motion by Curry/McAuliffe to adjourn at 11:53 a.m. Motion carried, all in favor.
