7. Public Hearing: To begin at approximately 9:15 a.m. or soon thereafter. Committee to consider and take possible action at the conclusion of the respective hearing.
a. Petition 14-2020. A petition from Mose Yoder to consider a conditional use permit pursuant to s. 7.027 (10)(g) for a sawmill on property he owns. Said conditional use is located in CSM #6820 Lot 1, part of the SW ¼, NW ¼, Section 23, T11N, R4E, Town of Westfield. Tax parcel identification number 040-0498-10000.
b. Petition 15-2020. A petition to consider a conditional use permit pursuant to s. 7.033(1)(h) for a home-based business (Insurance Business). Lands affected by the proposed conditional use are located in the SE ¼, NE ¼, Section 30, T12N, R7E, Town of Greenfield. Tax parcel identification number 018-0674-20000
c. Petition 16-2020. A petition to consider a rezone pursuant to s. 7.150 from a Single Family Residential zoning district to a Resource Conservancy zoning district. Lands affected by the proposed rezone are located in CSM #1972 Lot 2, part of the SE ¼, NW ¼, & PRT SW ¼, NE ¼, Section 7, T11N, R7E, Town of Greenfield. Tax parcel identification number 018-0222-20000.
d. Petition 17-2020 Ordinance Amendment. An Amendment to Chapter 24, the Sauk County Non-Metallic Mining Reclamation Ordinance. The non-metallic mining reclamation ordinance amendments focus on providing specific topographic information to be included in reclamation plans, requiring a notarized affidavit granting Sauk County the right to complete reclamation if needed, as well as to expand notification requirements to adjacent landowners and update the department name.

At 9:02 a.m. Krueger called the Land Resources & Environment Committee meeting to order and Greve certified it to be in compliance with the Open Meetings Law.
Adopt agenda: Motion by Curry/Polivka to adopt the agenda. Motion carried, all in favor.
Adopt minutes: Motion by Polivka/Curry to approve the July 9, 2020 LRE Committee meeting minutes with corrected spelling of Luthin. Motion carried, all in favor.
Communications:
a. WCCA Training Opportunities for Committee and BOA members --Wilson presented training opportunities for committee. All are welcome to sign up. LRE has budgeted for training.
b. Partner grant through Upham Woods
Review and approval of vouchers:
Wilson presented vouchers in the amount of $68,854.56. Motion by Polivka/Curry to approve. Motion passed, all in favor.
Discussion and possible action on a conditional use permit for a Planned Rural Development (PRD) lot for Roger Mack, located in Section 10&11, T9N, R5E, Town of Troy, Sauk County, pursuant to Chap 7 Subchapter IX, of the Sauk County Code of Ordinances
Templin presented the PRD as approved by the Town of Troy.
Motion by Polivka/Curry to approve the PRD as presented. Motion passed, all in favor.

Christensen presented the staff report. Town of Westfield has approved the permit with conditions regarding truck travel on town roads. Christensen read email from neighbors Larry & Linda Wiese in favor of the permit.
M. Yoder spoke about his plan to operate a sawmill on his property.
As no one else wished to speak, the public hearing portion was closed. Motion by Polivka/McAuliffe to approve Petition 14-2020 based on findings of fact and including the Town’s condition that trucks access Yoder property through Summit Road from Hwy D to Sunrise. Motion passed, all in favor.
b. Petition 15-2020. A petition to consider a conditional use permit pursuant to s. 7.033(1)(h) for a home-based business (Insurance Business). T. Sonsalla spoke about her plan to open a new office space on her property.
As no one else wished to speak, the public hearing portion was closed. Motion by Curry/McAuliffe to approve the petition as presented. Motion passed, all in favor.

Q. Hause spoke about her plan to build a 2400 sf pole shed. Under current zoning only a 1200 sf shed would be allowed.
As no one else wished to speak, the public hearing portion was closed. Motion by McAuliffe/Kinsman to approve the petition as presented. Motion passed, all in favor. Petition will move to full board for approval.
d. Petition 17-2020 Ordinance Amendment. An Amendment to Chapter 24, the Sauk County Non-Metallic Mining Reclamation Ordinance. Discussion and possible action on fall Clean Sweep event:
Wilson presented some of the obstacles of holding a fall clean sweep.
Bula handed out a list of requirements by Veolia and Resource Solutions and discussed the need for more volunteers to work the event.
The Committee requested that further information and updates be provided at the August 13 Committee meeting.
Motion by Polivka/McAuliffe to proceed with fall event. Motion passed unanimously.
Discussion and possible action on MOU for conservation video project:
Wilson provided information about having Joan Wheeler film conservation staff projects.
Motion by McAuliffe, second by Nelson to approve the MOU. Motion passed, all in favor.
Next meetings of the LRE Committee will be held on Thursday, August 13 and Tuesday, August 25, at 9:00 a.m.
Motion by Curry/Kinsman to adjourn the meeting at 10:33 a.m. Motion carried, all in favor.
