A petition from Marcus & Lollie Wheeler c/o Chris & Lea Ann Gieck to consider a rezone from a Resource Conservancy to a Recreation Commercial zoning district and conditional use permits for a Recreation Facility, Outdoor pursuant to s. 7.035(3) and Campground pursuant to s. 7.036(2) and Resort pursuant s. 7.036(6) of the Sauk County Zoning Ordinance. Said rezone and conditional uses are located in the Town of Baraboo, Sauk County, in the part of the NW¼, of the NW¼ and SW ¼ of the NW ¼, Section 14, T11N, R6E, tax parcel identification number 002-0415-00000 and 002-0411-00000.
Petition 07-2021. A petition from Connie Hartje/ CK Hartje LLC, to consider a
conditional use permit for an multiple family dwelling, 2 units, pursuant to s. 7.037(4)(d) said existing conditional use is located in the Town of La Valle, Sauk County, in part of the SE¼, NW¼, Section 22, T13N, R3E, tax parcel identification number 024-0601-00000.
c. Petition 08-2021. A petition from Nelson Yoder to consider an expansion to a structure where
a existing conditional use permit has been approved, pursuant to s. 7.151(12) on land owned
by Nelson Yoder. Said existing conditional use is located in the Town of Bear Creek, Sauk
County, in part of the NW ¼, NW ¼ of Section 2, Town 10 North, Range 3 East, CSM 6616
LOT 1, tax parcel identification number 004-0392-10000.
7. Discussion and possible action on a Resolution Authorizing the Director of Land
Resources and Environment to Submit Grant Applications for DATCP Clean Sweep
Grant Program and Authorization for Chair/Vice Chair to Submit Letter of Support.
8. Discussion and possible action on a Resolution for Support for Achieving Base Funding
Goal for County Conservation Staffing.
9. Discussion and possible action on the Final Project Report and Cost Summary for the
Friends of Dutch Hollow Lake 2020 Lake Management Grant.
10. Presentation and discussion on a Proposed Sauk County Erosion Control & Stormwater
Management Ordinance.
11. Discussion of Baseline Analysis for LRE Department Strategic Plan
12. Discussion and possible action on a request from the North End Tavern and Lake Redstone Fishing
Club for an exemption for after hour use of the North End Boat Landing for a carp shoot event on

At 9:00 am Chair Krueger called the Land Resources and Environment Committee meeting to order and certified to be in compliance with the Open Meetings Law.
Adopt agenda Motion by Curry/McAuliffe to adopt the agenda. Motion carried, all in favor.
Adopt minutes of previous meeting- April 8, 2021- Motion by Puttkamer/Polivka to approve the April 8, 2021 LRE Committee meeting minutes. Motion carried, all in favor.

Communications
Wilson reviewed communications that included a memo from the Town of Dellona and a bid on the Prius.
Public hearing: To begin at approximately 9:15 a.m. (Committee to consider and take possible action at the conclusion of the respective hearing)
a. Petition 06-2021. Simmert appeared and provided a background and history of the request. Simmert reviewed a staff report and findings associated with the request and concluded with recommended conditions should the committee approve the request.
Nelson clarified the existing zoning on the property, ownership transfer and effect on Skillet Creek.
Chris and Lee Ann Gieck, applicants, appeared in favor of the request. Lee Ann Gieck stated they are the owners of Skillet Creek Campground and they intend to maintain the campground as is.
Nelson asked about future development on the rezoned portion. Lee Ann Gieck stated the plans at this point are to leave as is, with 19 campsites on the property now and to bring the area into compliance through the rezone.
Krueger verified that the applicants have no issues with the conditions recommended by staff. Lee Ann Gieck confirmed they do not.
Randy Puttkamer, representing the Town of Baraboo, appearing in favor of the request, spoke of the comprehensive plan and the request, as well as working on stormwater plans.
Seeing as no one else wished to speak, Chair Krueger closed the public portion of the hearing at 10:09 a.m. and the committee went into deliberation. Motion by Lohr/Curry to approve the rezone and conditional uses, as presented, based upon the findings of fact with recommended conditions. Motion carried, all in favor.
b. Petition 07-2021. A petition from Connie Hartje/ CK Hartje LLC, to consider a conditional use

Christensen appeared and provided a background and history of the request. Christensen reviewed a staff report and findings associated with the request and concluded with recommended conditions should the committee approve the request.
Connie Hartje, applicant, appearing in favor of the request, spoke of the history of the property and the plans associated with the request.
Seeing as no one else wished to appear, Chair Krueger close the public portion of this year at 10:25 a.m. and the committee went into deliberation. Motion by Curry/Nelson to approve the conditional use permit for a multiple family dwelling based upon the findings of fact with recommended conditions. Motion carried, all in favor.
c. Petition 08-2021. A petition from Nelson Yoder to consider an expansion to a structure where a existing conditional use permit has been approved, pursuant to s. 7.151(12) on land owned by Nelson Yoder. Nelson Yoder, applicant, appearing in favor of the request, explained his proposal. Yoder expressed concern with the condition that spoke of the noise, order, vibrations felt beyond the property line.
Seeing that no one else wishes to speak, Chair Krueger closed this portion of the public hearing and the committee went into deliberation. Polivka asked about the condition Yoder was concerned with. Templin explained. Motion by Polivka/McAuliffe to approve the expansion for a conditional use permit based upon the findings of fact with recommended conditions. Motion carried, all in favor.
Discussion and possible action on a Resolution Authorizing the Director of Land Resources and Environment to Submit Grant Applications for DATCP Clean Sweep Grant Program and Authorization for Chair/Vice Chair to Submit Letter of Support. Wilson reviewed the application and letter of support. Motion by Polivka/Nelson to approve the resolution and letter of support. Motion carried, all in favor.
Discussion and possible action on a Resolution for Support for Achieving Base Funding Goal for County Conservation Staffing. Wilson reviewed the resolution and background behind the request in the State budget. Motion by Nelson/Puttkamer to approve the resolution. Motion carried, all in favor.
Discussion and possible action on the Final Project Report and Cost Summary for the Friends of Dutch Hollow Lake 2020 Lake Management Grant. Wilson explained final report and qualifications of the reporting meeting grant requirements. Motion by McAuliffie/Lohr to approve the Final Project Report and Cost Summary. Motion carried, all in favor.
Presentation and discussion on a Proposed Sauk County Erosion Control & Stormwater
Management Ordinance. Fowler reviewed the proposed Sauk County Erosion Control and Stormwater Management Ordinance. Nelson asked about exemptions. Lohr asked about other counties that have a similar ordinance. Polivka asked about agricultural exemptions and how this ordinance may or may not affect those practices. Fowler explained. Motion by Puttkamer/Nelson to move forward with the creation of an Erosion Control and Stormwater Management Ordinance. Motion carried, all in favor.
Discussion of Baseline Analysis for LRE Department Strategic Plan. Fowler reviewed the baseline analysis for the department strategic plan. Committee members discussed and provided internal strengths and weaknesses as well as external threats and opportunities.
Discussion and possible action on a request from the North End Tavern and Lake Redstone Fishing Club and an exemption for after hour use of the North End Boat Landing for a carp shoot event on June 12. Wilson explained the event and the reasons for approval. Motion by McAuliffe/Puttkamer to approve the after hour use for the North End Boat Landing. Motion carried, all in favor.
Next meeting dates -Thursday, May 13th and Tuesday, May 25th, 2021 at 9:00 a.m.
