This meeting is open to the public. Land Resources and Environment (LRE) Committee members present: M. Krueger, D. Polivka, R. Nelson, R. Curry, P. Kinsman, B. Lohr, V. McAuliffe, R. Puttkamer

At 9:00 a.m. Chair Krueger called the Land Resources and Environment Committee meeting to order and certified to be in compliance with the Open Meetings Law.
Adopt agenda: Motion by Polivka/Kinsman to adopt the agenda. Motion carried, all in favor.
Adopt minutes of previous meetings – August 25, 2020: Motion by McAuliffe/Curry to approve the August 25 LRE Committee meeting minutes with a correction of the vote count from 5-1 to 6-1 on Petition 21-2020. Motion carried, all in favor.
Public Comment:
Jill Kane asked that Polivka not be present during the public comment section of the meeting. As no action would be taken, Polivka was asked if he would prefer to stay. Polivka excused himself at 9:04 a.m. for the public comments.
Jill Kane, Lisa Hackl, Jim Sprecher commented about the Tri-Valley Resources, LLC kennel operation.
Public comment closed at 9:13 a.m. Polivka returned to the meeting.
Communications:
Wilson reviewed the communications received:
a. Press release from Lower Wisconsin Riverway Board regarding Designation as Wetland of International Importance
b. Wolter email commending Matt Stieve and LRE staff
Land Records:
a. Department report and updates: Felton presented the department report and updates.
b. Review and approval of vouchers: Motion by Polivka/Kinsman to approve vouchers in the amount of $561.00. Motion carried, all in favor.
Register of Deeds:
a. Department reports and updates. Bailey reviewed the ROD department report and updates.
b. Review and approval of vouchers. Bailey presented ROD vouchers. Motion by Curry/McAuliffe to approve vouchers in the amount of $16,860.33. Motion carried, all in favor.
Land Resources and Environment Department:
a. Department reports and updates. Wilson reviewed the department report and provided updates to the committee.
b. Review and approval of vouchers. Wilson reviewed the department vouchers. Motion by McAuliffe/Curry to approve the vouchers in the amount of $64,361.71. Motion carried, all in favor.
c. Discussion and possible action on the proposed 2021 Land Resources and Environment budget. Wilson reviewed the preliminary budget and said the levy increased due to dam maintenance. Motion by McAuliffe/Lohr to approve the revision and forward to finance committee for review. Motion passed, all in favor.
Committee Conservation Tour:
Wilson reviewed the route for the conservation tour scheduled for 9:00 a.m., September 18, 2020.
Discussion and possible action on a conditional use permit for a Planned Rural Development (PRD) lot for Susan Hanley, located in Section 9, 16 &17, T11N, R5E, Town of Freedom, Sauk County, pursuant to Chap 7 Subchapter IX, of the Sauk County Code of Ordinances.
Templin presented the staff report. Motion by Lohr/Polivka to approve the conditional use permit for a PRD lot for Hanley. Motion carried, all in favor.
Discussion and possible action on Invoice for Sauk County Groundwater Data Project
Wilson reviewed the invoice for the first year of groundwater project. Motion by Polivka/Kinsman to approve payment in the amount of $23,256.54. Motion carried, all in favor.
Discussion and possible action on a Resolution Authorizing the Director of Land Resources and Environment to Submit Grant Applications for DATCP Clean Sweep Grant Program and Authorization for the Chair/Vice Chair to Submit Letter of Support
Wilson presented the background and history of support for the Clean Sweep program. Motion by Polivka/Nelson to approve the resolution authorizing the Director of Land Resources and Environment to submit grant applications for the DATCP Clean Sweep Grant Program and authorization for the Chair/Vice Chair to submit a letter of support. Motion carried, all in favor.
Discussion and possible action on a Resolution Authorizing Funding and Awarding a Contract for Geotechnical Services for the Great Sauk State Trail/Walking Iron Trail Wisconsin River Bridge
Krueger presented the background and timeline for proceeding with the bridge in a timely and cost-effective manner. Wilson explained the RFP process. Motion by McAuliffe/Nelson to approve a resolution authorizing funding and awarding a contract for Geotechnical Services for the Great Sauk State Trail/Walking Iron Trail Wisconsin River Bridge. Motion carried, all in favor.
Discussion and possible action on a Resolution Authorizing Participation in the County Conservation Aids Grant Program
Stieve described the grant and the intention to use it for prairie restoration. Motion by McAuliffe/Nelson to authorize participation in the County Conservation Aids Grant Program. Motion passed, all in favor.
Discussion and possible approval of a final subdivision plat for Foster’s Shore Estates being part of the NW ¼ of the SW ¼, the NE ¼ of the SW ¼, the SW ¼ of the SW ¼ and the SE ¼ of the SW ¼, Section 4, and part of Government Lot 7, Section 9 all in T10N, R7E, Town of Merrimac containing 60.52 acres.
Simmert provided the staff report and reviewed the steps for approval. Motion by Lohr/Polivka to approve the final subdivision plat for Foster’s Shore Estates. Motion carried, 6-1 (Nelson).
Reports
a. Natural Resources Conservation (NRCS) – Miller reviewed highlights from the past few months. The CRP sign-up was the most it’s been in the last eight years, which is a good thing for conservation.
b. Farm Service Agency (FSA) – No report
c. Foresters – No report.
d. Economic Development Committee – Krueger spoke about the Root River Trail System virtual meeting and emerging economic development opportunities; updates on the Tri-County airport; and updates on surveys regarding safety of retail and restaurant use during COVID-19.
e. Mirror Lake District – Krueger attended the annual meeting on August 15. Longtime Mirror Lake Association board member, Waldo Peterson, retired from the board. Mark Blakeslee is the new Chair of the Association.
f. Lake Virginia Management District – Nelson reported the annual meeting is Saturday, September 12.
g. Lake Redstone Management District – Kinsman attended the annual meeting Saturday, August 29. The Association thanked LRE for the grant funds during the September 5 meeting. They are finishing up the dredging work.
Next meetings of the Land Resources and Environment Committee will be held at 9 a.m. on Friday, September 18 – Special Meeting (Conservation Tour); Tuesday, September 29; and Thursday, October 8, 2020. Motion by Curry/McAuliffe to adjourn at 10.22 a.m. Motion carried, all in favor.
