This meeting is open to the public. Land Resources and Environment (LRE) Committee members present: M. Krueger, D. Polivka, R. Nelson, R. Curry, P. Kinsman, B. Lohr, V. McAuliffe, R. Puttkamer

At 9:00 a.m. Chair Krueger called the Land Resources and Environment Committee to order and certified it to be in compliance with the Open Meetings Law.
Adopt agenda: Motion by McAuliffe/Curry to adopt the agenda. Motion carried, all in favor.
Adopt minutes of previous meeting – September 10 and September 18 (Special Meeting – Conservation Tour): Motion by McAuliffe/Kinsman to adopt the minutes from the September 10 and September 18 meetings, with the addition of B. Goerks among those present at the September 18, 2020 special meeting. Motion carried, all in favor.
Public Comment: None
Communication: None
Review and approval of vouchers: Wilson presented vouchers. Motion by Polivka/McAuliffe to approve vouchers in the amount of $34,437.43. Motion carried, all in favor.

At 9:33 a.m. Chair Krueger read the procedure for conducting the public hearing and introduced the Committee and staff.
Templin-Steward presented background and standards and findings. The vegetative buffer variance was approved by Board of Adjustment at the September 24 meeting. Puppies raised, not bred, on site. The Bear Creek Town Plan Commission approved the use at their September 18 meeting, with conditions that there be no parking on Little Bear Rd. and that capacity shall not exceed that of existing structures. The Bear Creek Town Board has not yet met.
B. Thompson, Applicant, appeared before the Committee and described the kennel operation as one that does not breed or raise dogs, but sells puppies from various breeders to customers.
As no one else wished to speak, the public hearing portion closed at 10:02 a.m.
Motion by Lohr/Curry to approve CUP 22-2020 with conditions as presented and approval by the Town of Bear Creek. Motion carried 5-2 (Polivka, Nelson)
Discussion and possible action on Bluffview Community Park Work Plan
Fowler presented the work plan for creating a park in the Bluffview community using CDBG funds under a tight timeline.
Discussion and possible action authorizing the LRE Committee Chair to Execute Cost-Share Funds Transfer Agreements for remaining SEG Funds of $11,000 to be transferred to Fond du Lac County and $2,620 to Vernon County
Wilson presented the background of DATCP SEG funds and how transfers are fairly common.
Motion by McAuliffe/Kinsman to execute the transfer of SEG funds to Fond du Lac and Vernon Counties in the amount of $11,000 and $2,620 respectively. Motion passed, all in favor.
Discussion and possible action on postponed decision from May 26, 2020 for rezone petition 07-2020. Christensen presented the background and updated standards and findings. The Town of LaValle is in the process of updating its comprehensive plan and voted to approve recommending the rezone to “Light Commercial.”
Motion by Curry/McAuliffe to approve rezone Petition 07-2020 from Agriculture to Commercial. Motion carried, 6-1(Nelson).
Next meetings of the LRE Committee will be held on Thursday, October 8 and Tuesday, October 27, 2020.
