Chair Vedro called the meeting to order at 9:00 a.m. and compliance with the open meeting law was verified.

unanimously.
MOTION (Czuprynko/Hambrecht) to approve the minutes of the regular meeting on July 10, 2018. Motion carried
unanimously.

MOTION (Czuprynko/Wenzel) to approve bills in the amount of $148.50. Motion carried unanimously.
b) MOTION (Hambrecht/Czuprynko) to approve the Emergency Management budget for 2019 and forward on to
Finance for approval. Motion carried unanimously.
Becky Evert, Sauk County Clerk:
a) Evert presented the monthly report and list of bills for her department.
MOTION (Czuprynko/Hambrecht) to approve bills in the amount of $17,401.23. Motion carried unanimously.
b) MOTION (Wenzel/Czuprynko) to approve the County Clerk and Dog budgets for 2019 and forward on to Finance for approval. Motion carried unanimously.
Steve Pate, MIS Department:
a) Pate presented the monthly report and list of bills for his department.
MOTION (Czuprynko/Hambrecht) to approve bills in the amount of $112 ,637.77. Motion carried unanimously.
b) Consideration of computer donation requests: None.
c) MOTION (Wenzel/Czuprynko) to approve the MIS budget for 2019 and forward on to Finance for approval.
Motion carried unanimously.
d) Consideration of a Resolution Authorizing a Contract with Netsmart to Enchance the Electronic Records System.
MOTION (Wenzel/Czuprynko) to approve and forward the resolution to County Board for approval.
Motion carried unanimously.
Daniel Olson, Corporation Counsel Department:
a) Olson presented the monthly report and list of bills for his department.
MOTION (Czuprynko/Wenzel) to approve bills in the amounts of $586.02. Motion carried unanimously.
b) MOTION (Hambrecht/Czuprynko) to approve the Corporation Counsel budget for 2019. Motion carried unanimously.
Alene Kleczek Bolin, Administrative Coordinator:
a) Kleczek Bolin presented the monthly report and list of bills for her department.
MOTION (Czuprynko/Hambrecht) to approve the bills in the amount of $1,362.09. Motion carried unanimously.
b) Kleczek Bolin presented the Criminal Justice Program monthly report and list of bills for the department.
MOTION (Czuprynko/Kriegl) to approve the bills in the amount of $18,410.83. Motion carried unanimously.
c) MOTION (Vedro/Czuprynko) to approve out of the Administrative Coordinators budget; $25,000 for Young Professionals, $25,000 for tourism from fund balance and $100,000 out of the Economic Development Committee &
Grants Commission.
d) MOTION (Kriegl/Czuprynko) to approve the Criminal Justice Program and Administration budgets for 2019 and
forward to Finance for approval. Motion carried unanimously.
County Board and County Board Chair Review and Approval of Budget and Invoices:
MOTION (Czuprynko/Vedro) to approve the 2019 County Board Chair budget for 2019 and forward to Finance for approval. Motion carried unanimously.
Consideration of Self-Governance Implementing Ordinance:
MOTION (Kriegl/Vedro). Discussion in favor of and opposition to the ordinance took place.
MOTION (Czuprynko/Hambrecht) to postpone to the September E&L meeting. Motion carried.
Appointment of Chuck Whitsell As An Alternate To The Sauk County Library Board:
MOTION (Wenzel/Czuprynko) to approve and forward to county Board for approval. Motion carried unanimously.
Consideration of Resolution Authorizing Opt-In to Kane County, Utah V. United States:
Discussion took place regarding the resolution.
MOTION (Wenzel/Kriegl) to approve and forward to County Board for approval. Motion carried unanimously.

Motion failed.
MOTION (Czuprynko/ ) to approve original resolution and forward to County Board for approval.
Motion failed due to lack of a second.
Consideration of Resolution to Conduct Countywide Advisory Referendum on Protecting State and Federal
Constitutional Rights to Bear Arms:
MOTION (Czuprynko/Hambrecht) to amend and approve the wording in the resolution and forward to County Board for approval. Motion carried.
Consideration of Resolution Advisory Referendum Limits and Timing:
MOTION (Vedro/Kriegl). Discussion took place in support of and in opposition to resolution.
MOTION (Czuprynko/Hambrecht) to amend the language in the resolution. Motion carried unanimously.
MOTION (Vedro/Kriegl) to approve the amended resolution and forward to County Board for approval. Motion carried.
MOTION (Wenzel/Czuprynko) to adjourn until September 4, 2018 at 9:00 a.m. Motion carried unanimously and the
meeting adjourned at 12:10 p.m.
