DATE/TIME: Tuesday, September 1, 2020 03:00 P.M.
PLACE: Room 213, West Square Building, 505 Broadway, Baraboo, WI.
This meeting is open to the public. However, in light of the COVID-19 pandemic, members of the public may wish to watch the meeting on streaming video which can be found at the following link: http://sauk.granicus.com/ViewPublisher.php?view_id=2 . No one should attend the meeting if they are experiencing COVID- or flu-like symptoms, have a fever, sore throat or recently experienced a loss of taste or smell. settlement agreement for Sauk County case number 15 CV 401.

Chair McCumber called the meeting to order at 3:00 p.m. and compliance with the open meeting law was verified.
MOTION (Czuprynko/Lohr) to adopt the amended agenda. Motion carried unanimously.
MOTION (Czuprynko/Lohr) to approve the minutes from August 4, 2020; August 14, 2020 and August 24, 2020. Motion carried unanimously.
MOTION (McAuliffe/Czuprynko) to approve the closed session minutes from August 14, 2020 and August 24, 2020. Motion carried unanimously.

Jeff Jelinek, Emergency Management:
a) Monthly Report/Review and Approval of Vouchers:
Jelinek presented the monthly report and list of bills for his department.
MOTION (Czuprynko/Lohr) to approve the bills in the amount of $3,059.94. Motion carried unanimously.
b) Discussion and Approval of 2021 Budget:
Jelinek presented his 2021 Budget. MOTION (Czuprynko/Lohr) to approve the 2021 Budget and forward to the Finance Committee for approval. Motion carried unanimously.
Steve Pate, MIS:
a) Monthly Report/Review and Approval of Vouchers:
Pate presented the monthly report and list of bills for the department.
MOTION (Czuprynko/McAuliffe) to approve the bills in the amount of $181,652.65. Motion carried unanimously.
b) Consideration of Computer Donation Requests: None.
c) Discussion and Approval of 2021 Budget:
Pate presented his 2021 Budget. MOTION (Czuprynko/Lohr) to approve the 2021 Budget and forward to the Finance Committee for approval. Motion carried unanimously.
d) Consideration of Ordinance Creating of Chapter 34 of the Sauk County Code of Ordinances Relating to Management Information Systems:
Motion (Czuprynko/Lohr) to approve the ordinance and forward to county board for approval. Motion carried unanimously.

MOTION (Czuprynko/McAuliffe) to approve the bills in the amount of $9,372.70. Motion carried unanimously.
b) Discussion and Approval of 2021 Budget:
Evert presented her 2021 Budget. MOTION (Czuprynko/McAuliffe) to approve the 2021 County Clerk and Dog Budgets and forward to the Finance Committee for approval. Motion carried unanimously.
Rebecca Roeker, Interim Corporation Counsel Department:
a) Monthly Report/Review and Approval of Vouchers:
Roeker presented the monthly report and list of bills for the department.
MOTION (Czuprynko/Lohr) to approve the bills in the amount of $32,716.87. Motion carried unanimously.
b) Update on Christmas Mountain settlement discussion and upcoming Motion to Dismiss:
Roeker gave the committee a brief update. Discussion took place.
c) Discussion and Approval of 2021 Budget:
Roeker and Phillips are working on a proposal, which has put a delay in them submitting the Corporation Counsel budget.
Dave Bretl, Emergency Management:
a) Monthly Report/Review and Approval of Vouchers:
Bretl presented the monthly report and list of bills for the department.
MOTION (Czuprynko/McAuliffe) to approve the bills in the amount of $16,758.76. Motion carried unanimously.
b) Review and Approval of Mission, Vision & Goals: Not asking for approval at this time.
c) Discussion and Approval of 2021 Budget: Not asking for approval at this time, still working on the budget.
Discussion of CDBG for use of funds for Bluffview Community Park:
a) Discussion and Approval of Resolution Authorizing Participation in the CDBG Close Public Facilities Program Authorizing Application for Bluffview Community Park:
MOTION (Krueger/Czuprynko) to approve the resolution and forward to the September 15, 2020 county board meeting for approval. Motion carried unanimously.
Discussion and Consideration of placement of JDS Program:
Chair McCumber gave the committee a brief overview.
MOTION (McCumber/Czuprynko) to have the County hire a Criminal Justice Support Manager that reports to the Administrator by following the guidelines Chair McCumber has provided in a handout to the committee.
Motion failed based on the motion being out of order by the Chair making the motion.
MOTION (Krueger/Czuprynko) to add this item to the September 10, 2020 E&L agenda. Motion carried unanimously.
Discussion and Possible Action Regarding a Resolution Requesting the Department of Justice Fund and Additional Attorney for the D.A’s Office:
MOTION (Krueger/Lohr) to approve the resolution and forward to the September 15, 2020 county board meeting for approval. Motion carried unanimously.
Discussion and Action of Proposed Rule Changes:
Supervisor Czuprynko gave the committee a brief overview.
MOTION (Czuprynko/Krueger) to approve the proposed changes and forward to the county board meeting on September 15, 2020 for approval. Motion carried unanimously.
MOTION (Czuprynko/McAuliffe) to make a friendly amendment to the wording under Committees of the County Board, item #6. Motion carried unanimously.
MOTION (Lohr/McAuliffe) to make a friendly amendment under Committees of the County Board, item #5 by adding the word not in this paragraph. Motion carried unanimously.
