Executive & Legislative Committee

Tuesday, January 3, 2017 at 1:30 p.m.

Sauk County West Square Building, County Board Room, 505 Broadway, Baraboo WI

Members Present:  Krueger, Fordham, Polivka, Hambrecht and Czuprynko

Members Absent:  

County Personnel:  Jeff Jelinek, Emergency Management;  Steve Pate, MIS Coordinator; Becky Evert, Sauk County Clerk; Todd Liebman, Corporation Counsel  and Ashley Litscher, Administrative Coordinators Office

County Personnel Absent:   Janelle Krueger, Criminal Justice Coordinator

(Note – At no time was there a quorum of supervisors at one given time)

Chair Krueger called the meeting to order at 1:30 p.m. and compliance with the Open Meeting Law was verified.

MOTION (Polivka/Czuprynko) to adopt the agenda.  Motion carried unanimously.

MOTION (Fordham/Polivka) to approve the minutes of the regular meeting on December 2, 2016 and the special meeting on December 29, 2016.  Motion carried unanimously.

Public Comment:

1)  Bill Waser, re:  Transparency in government.

2)  Mary Carol Solum, re:  Two past employees with GAG orders.

3)  Dan Holzman; re:  Transparency in government and would like an investigation.

4)  Bill Dagnon, re:  Transparency in government, Chapter 35 changes and would like an investigation.

5)  Sylvia Kriegl, re:  Public comment and hiring of the Administrative Coordinator.

6)  Richard Faith, re:  Transparency in government.

7)  Judy Brey, re:  Past administrators and process of hiring the new Administrative Coordinator.

8)  Craig Schlender, re:  Transparency in government.

Communications:    None.

Jeff Jelinek, Emergency Management:

a) Jelinek presented the monthly report and list of bills for his department.  

MOTION (Czuprynko/Hambrecht) to approve bills in the amount of $200.00.  Motion carried unanimously.

Criminal Justice Coordinator:

a)  The monthly report and list of bills for the department were posted on Granicus. 

MOTION (Czuprynko/Hambrecht) to approve bills in the amount of $4,602.29.  Motion carried unanimously. 

Steve Pate, MIS Department:

a)  Pate presented the monthly report and list of bills for his department. 

MOTION (Fordham/Polivka) to approve bills in the amount of $28,758.20.  Motion carried unanimously. 

b)  Consideration of computer donation requests.

MOTION (Polivka/Hambrecht) to approve the computer donation request.  Motion carried unanimously. 

Becky Evert, County Clerk Department:

a)  Evert presented the monthly report and list of bills for her department. 

MOTION (Czuprynko/Fordham) to approve bills in the amount of $1,750.85 (2016) and $8,712.00 (2017).  Motion carried unanimously.

Todd Liebman,  Corporation Counsel Department: 

a) Liebman presented the monthly report and list of bills for his department. 

MOTION (Polivka/Czuprynko) to approve bills in the amount of $574.33.  Motion carried unanimously.   

b) Discussion:  Ability to Limit Terms of Chair and Vice-Chair.

 Ashley Litscher, Administrative Coordinators Office:

a)  Litscher presented the monthly report and list of bills for the department. 

MOTION (Polivka/Fordham) to approve bills in the amount of $26.20.  Motion carried unanimously.  

County Board Chair Report:

a) Chair Krueger presented his monthly report of meetings, activities and concerns over the past month and highlighted upcoming events and meetings.   

Consideration of Resolution in Support of Increased Funding in the Children and Family Aids Allocation.

MOTION (Fordham/Czuprynko) to approve and forward the resolution to the Human Services Board for approval.  Motion carried unanimously.

Possible closed session pursuant to Wis. Stats. 19.85 (1)(c) Considering employment, promotion, compensation or performance evaluation data of any public employee over which the governmental body has jurisdiction or exercises responsibility.  Interview of candidate(s) to discuss their qualifications for the position of Administrative Coordinator: 

MOTION (Czuprynko/Polivka) to go into closed session pursuant to Wis. Stats. 19.85 (1)(c) Considering employment, promotion, compensation or performance evaluation data of any public employee over which the governmental body has jurisdiction or exercises responsibility.  Interview of candidate(s) to discuss their qualifications for the position of Administrative Coordinator; allowing Todd Liebman, Corporation Counsel and Michelle Posewitz, Personnel Director to remain.  Roll Call:  AYES (5) Krueger, Fordham, Polivka, Hambrecht and Czuprynko.  NAYS (0).  Motion carried unanimously. 

Supervisor Fordham left the meeting @ 5:20 p.m.

MOTION (Polivka/Czuprynko) to reconvene in open session immediately following closed session.  Motion carried unanimously. 

Recommendation to Board of Supervisors on the appointment of Administrative Coordinator:

MOTION (Polivka/Hambrecht) to forward the name of Alene Kleczek Bolin to the full board for consideration of appointment as Sauk County Administrative Coordinator.  Motion carried unanimously.

MOTION (Czuprynko/Polivka) to adjourn until Thursday, February 2, 2017 at 9:00 a.m.  Motion carried unanimously and the meeting adjourned at 5:40 p.m.
