Tuesday, January 7, 2020 at 3:00 p.m.

Members Present:  Vedro, Hambrecht, Czuprynko, Kriegl and Riek

Members Absent:  

County Personnel:  Jeff Jelinek, Emergency Management; Steve Pate, MIS Coordinator; Daniel Olson, Corporation Counsel; Alene Kleczek Bolin, Administrative Coordinator and Becky Evert, Sauk County Clerk  

County Personnel Absent:

Chair Vedro called the meeting to order at 3:00 p.m. and compliance with the open meeting law was verified.

MOTION (Hambrecht/Czuprynko) to adopt the amended agenda.  Motion carried unanimously.

MOTION (Czuprynko/Kriegl) to approve the minutes from the Regular Meeting on December 3, 2019 and the minutes from Special Meetings on December 10, 2019 and December 17, 2019; and Closed Session Meeting on December 3, 2019. 

Motion carried unanimously.   

Public Comment:  None.

Communications:

a)  Knowles Stewardship Grant Notification Letter.

Appearance by Sharon Klumpp, Director of BakerTilly, to Discuss Performance Feedback:

Sharon Klumpp, Director of Baker Tilly appeared via conference call.  Discussion took place among the committee.  Klumpp will continue to do more exploration and report back to the committee.

Jeff Jelinek, Emergency Management:

a)  Monthly Report/Review and Approval of Vouchers:

Jelinek presented the monthly report and list of bills for his department.  MOTION (Czuprynko/Kriegl) to approve bills in the amount of $700.36.  Motion carried unanimously.

b)  Consideration of Resolution Commending Flood Long Term Recovery Committee:

MOTION (Kriegl/Czuprynko) to approve the resolution and forward to the January 21, 2020 County Board Meeting.  Motion carried unanimously.

Steve Pate, MIS Department:

a)  Monthly Report/Review and Approval of Vouchers:

Pate presented the monthly report and list of bills for his department.  MOTION (Czuprynko/Kriegl) to approve bills in the amount of $87,038.85 (2019) and $104,304.78 (2020).  Motion carried unanimously. 

b)  Consideration of computer donation requests:  None.

c)  Considerations of Memorandum of Understandings (MOUs) with Local Governments: 

MOTION (Kriegl/Hambrecht) to approve the MOU for the Town of Spring Green.  Motion carried unanimously.    

d)  Consideration of Resolution Authorizing a Letter of Commitment for the Upgrade of the 911 System for the Federal Nexgen911 Grant Program:

MOTION (Czuprynko/Kriegl) to approve the resolution and forward to the January 21, 2020 County Board Meeting. 

Motion carried unanimously.

Becky Evert, Sauk County Clerk:

a)  Monthly Report/Review and Approval of Vouchers: 

Evert presented the monthly report and list of bills for her department.  MOTION (Czuprynko/Kriegl) to approve bills in the amount of $1,219.61 (2019) and $9,952.00 (2020).  Motion carried unanimously.

Daniel Olson, Corporation Counsel Department: 

a)  Monthly Report/Review and Approval of Vouchers: 

Olson presented the monthly report and list of bills for his department.  Olson had no vouchers this month. 

Alene Kleczek Bolin, Administrative Coordinator:

a)  Monthly Report, Review and Approval of Vouchers: 

Kleczek Bolin presented the monthly report and list of bills for her department.  MOTION (Czuprynko/Kriegl) to approve the bills in the amount of $378.50 (2019) and $150.00 (2020).  Motion carried unanimously. 

b)  Approval of Donation of Blackhawk War Print:

MOTION (Hambrecht/Czuprynko) to approve the donation.  Motion carried unanimously.

Supervisor Czuprynko – Consideration of Proposal Authorizing Any Department Head Needing A Legal Opinion To Engage

Outside Legal Counsel And Have All Associated Expenses Deducted From Corporation Counsel Budget:

MOTION (Czuprynko/Riek) to bring the item to the floor for discussion.  Motion carried

MOTION (Vedro/             ) to lay the motion on the table.  Motion failed due to lack of a second.

Vote to move the motion forward.  Vote:  Ayes (1) Czuprynko.  Nays (4) Vedro, Hambrecht, Riek and Kriegl.  Absent (0).

Motion failed.  

MOTION (Vedro/Riek) to postpone the next three (3) items to the February E&L meeting: 

Consideration of Resolution for Citizen Advisory Referendum for a Return of Wisconsin Medicare/Medicaid Funds;  Discussion of Changes to Sauk County Code of Ethics; Facilitation of Process for Performance Feedback of Administrative Coordinator and Corporation Counsel Positions.  Motion carried unanimously. 

Possible closed session pursuant to Wis. Stats. 19.85 (1)(c):  Conferring employment, promotion, compensation or performance evaluating data of any public employee over which the (body has jurisdiction or exercises responsibility). 

Review of Jeff Jelinek, Emergency Management Director.  MOTION (Czuprynko/Kriegl) to go into closed session pursuant to Wis. Stats. 19.85 (1)(c):  Conferring employment, promotion, compensation or performance evaluating data of any public employee over which the (body has jurisdiction or exercises responsibility).  Review of Jeff Jelinek, Emergency Management Director allowing Kleczek Bolin and Evert to remain.  VOTE:  AYES  (5) Vedro, Hambrecht, Czuprynko, Riek and Kreigl.  NAYS:  (0).  ABSENT:  (0).  Motion carried unanimously.

MOTION (Czuprynko/Kriegl) to reconvene in open session at 5:30 p.m.  Motion carried unanimously.

Chair Vedro called a break.  The meeting resumed at 5:40 p.m.

Possible closed session pursuant to Wis. Stat. Sec. 19.85 (1)(g):  Conferring with legal counsel for the governmental body who is rendering oral or written advice concerning strategy to be adopted by the body with respect to litigation in which it is or is likely to become involved.  Discussion and possible action on criminal complaint referral to Wisconsin attorney general regarding possible criminal conspiracy to obstruct an investigation, possible criminal conspiracy to prevent investigation of criminal negligence by one or more county officials/employees, possible criminal conspiracy to intimidate local official, possible violations of misconduct in office for unauthorized or improper exercise of government authority and possible criminal violations for office for unauthorized or improper exercise of government authority and possible criminal violations for intentional violations of the open meetings law by county board supervisors. 

Possible closed session pursuant to Wis. Stat. Sec. 19.85 (1)(g):  Conferring with legal counsel for the government body who is rendering oral or written advice concerning strategy to be adopted by the body with respect to litigation in which it is or is likely to become involved.  Discussion and possible action on ethics complaint referrals for unauthorized disclosure of confidential information, unauthorized access to confidential information, unauthorized exercise of authority and other possible violations.  MOTION (Czuprynko/Riek) to go into closed session pursuant to Wis. Sec. 19.85 (1)(g):  Conferring with legal counsel for the governmental body who is rendering oral or written advice concerning strategy to be adopted by the body with respect to litigation in which it is or is likely to become involved.  Discussion and possible action on criminal complaint referral to Wisconsin attorney general regarding possible criminal conspiracy to obstruct an investigation, possible criminal conspiracy to prevent investigation of criminal negligence by one or more county officials/employees, possible criminal conspiracy to intimidate local official, possible violations of misconduct in office for unauthorized or improper exercise of government authority and possible criminal violations for office for unauthorized or improper exercise of government authority and possible criminal violations for intentional violations of the open meetings law by county boardsupervisors.  Possible closed session pursuant to Wis.
