Discussion and possible action on criminal complaint referral to Wisconsin attorney general regarding possible criminal conspiracy to obstruct an investigation, possible criminal conspiracy to prevent investigation of criminal negligence by one or more county officials/employees, possible criminal conspiracy to intimidate local official, possible violations of misconduct in office for unauthorized or improper exercise of government authority and possible criminal violations for intentional violations of the open meetings law by county board supervisors.

Chair Vedro called the meeting to order at 3:00 p.m. and compliance with the open meeting law was verified.
MOTION (Hambrecht/Czuprynko) to adopt the amended agenda. Motion carried unanimously.
MOTION (Czuprynko/Kriegl) to approve the minutes from the Regular Meeting on December 3, 2019 and the minutes from Special Meetings on December 10, 2019 and December 17, 2019; and Closed Session Meeting on December 3, 2019.
Motion carried unanimously.

Communications:
a) Knowles Stewardship Grant Notification Letter.
Appearance by Sharon Klumpp, Director of BakerTilly, to Discuss Performance Feedback:
Sharon Klumpp, Director of Baker Tilly appeared via conference call. Discussion took place among the committee. Klumpp will continue to do more exploration and report back to the committee.
Jeff Jelinek, Emergency Management:
a) Monthly Report/Review and Approval of Vouchers:
Jelinek presented the monthly report and list of bills for his department. MOTION (Czuprynko/Kriegl) to approve bills in the amount of $700.36. Motion carried unanimously.
b) Consideration of Resolution Commending Flood Long Term Recovery Committee:
MOTION (Kriegl/Czuprynko) to approve the resolution and forward to the January 21, 2020 County Board Meeting. Motion carried unanimously.
Steve Pate, MIS Department:
a) Monthly Report/Review and Approval of Vouchers:
Pate presented the monthly report and list of bills for his department. MOTION (Czuprynko/Kriegl) to approve bills in the amount of $87,038.85 (2019) and $104,304.78 (2020). Motion carried unanimously.
b) Consideration of computer donation requests: None.
c) Considerations of Memorandum of Understandings (MOUs) with Local Governments:
MOTION (Kriegl/Hambrecht) to approve the MOU for the Town of Spring Green. Motion carried unanimously.

Daniel Olson, Corporation Counsel Department:
a) Monthly Report/Review and Approval of Vouchers:
Olson presented the monthly report and list of bills for his department. Olson had no vouchers this month.
Alene Kleczek Bolin, Administrative Coordinator:
a) Monthly Report, Review and Approval of Vouchers:
Kleczek Bolin presented the monthly report and list of bills for her department. MOTION (Czuprynko/Kriegl) to approve the bills in the amount of $378.50 (2019) and $150.00 (2020). Motion carried unanimously.
b) Approval of Donation of Blackhawk War Print:
MOTION (Hambrecht/Czuprynko) to approve the donation. Motion carried unanimously.
