Executive & Legislative Committee - Special

Thursday, March 12, 2020 at 11:00 a.m.

Sauk County West Square Building, Room 213, 505 Broadway, Baraboo WI

Members Present: Vedro, Hambrecht, Czuprynko, Kriegl and Riek

Members Absent:

County Personnel: Dave Bretl, Interim Administrative Coordinator; Gary Rehfeldt, Interim Corporation Counsel

Michelle Posewitz, Personnel Director and Becky Evert, Sauk County Clerk

Others Present: Nicole Aimone and John Dietz

Chair Vedro called the meeting to order at 11:00 a.m. and compliance with the open meeting law was verified.

MOTION (Riek/Kriegl) to adopt the agenda. Motion carried unanimously.

Public Comment: None.

Communications: None.

Discussion and Possible Action Regarding Revision or Modification and Use of the Current Lighthouse Process:

MOTION (Kriegl/Vedro) to move the item to the floor for discussion.

Posewitz gave the committee a brief overview and supplied the committee with a handout.

Discussion took place among the committee.

MOTION (Hambrecht/Riek) to recommend to the Personnel & Insurance Committee to immediately temporarily suspend the Lighthouse process and review the future use of Lighthouse and also the internal complaint process, with the assistance of the Interim Administrative Coordinator and Interim Corporation Counsel.

Supervisor Riek suggested that the ethics portion of the process coincide with the County Ethics Ordinance.

MOTION (Kriegl/Vedro) to amend recommendation that the full County Board act at its March 17, 2020 meeting to immediately temporarily suspend the Lighthouse process while the Personnel & Insurance Committee reviews the process. Vote: Ayes (1): Kriegl. Nays (4): Vedro, Hambrecht, Czuprynko and Riek. Motion failed.

Vote on original motion to recommend to the Personnel & Insurance Committee to immediately temporarily suspend the Lighthouse process and review the future use of Lighthouse and also the internal complaint process, with the assistance of the Interim Administrative Coordinator and Interim Corporation Counsel. Motion carried unanimously.

MOTION (Riek/Vedro) to adjourn and the meeting adjourned at 12:12 p.m.
