REASON FOR MEETING: REGULAR
A quorum may be present consisting of members of the Aging & Disability Resource Center and Veterans Service Office Committee; Board of Health; Economic Development Committee; Executive & Legislative Committee; Extension Education, Arts & Culture Committee; Finance Committee; Health Care Center Board Of Trustees; Highway Committee; Human Services Board; Land Resources & Environment Committee; Law Enforcement & Judiciary Committee; Personnel & Insurance Committee and Property Committee. No governing body will exercise any responsibilities, authority, or duties except for the Finance Committee. It is possible that a quorum on county board members will be at this meeting to gather information about a subject over which they have decision-making responsibility. This constitutes a meeting of the County Board pursuant to State ex rel Badke v. Greendale Village Board, Wis 2d 553, 494 n.w.2d 408 (1993), and must be noticed as such, although the County Board will not take any formal actions at this meeting. It is also possible that there may be quorums of other County Board Committees present, although those committees will not take any formal action at this meeting.

Others present: Anna Cooke, Brian Della with PMA (virtual), Brian Desmond, Liz Geoghegan, Bryant Hazard, Lynn Horkan, Brent Miller, David Rademacher, Treemanisha Stewart, Tara Thompson, Lisa Wilson
The meeting was called to order by Chair Krueger at 9:00 AM. Certification of open meeting compliance was given. Motion by Eberl, second by Flint to adopt the amended agenda adding item 6 g. and 6 h. Motion carried. Motion by Flint, second by Dorner to adopt the minutes of the previous meetings for June 7, 2023. Motion carried.

Discussion and possible Action – Acceptance of the Narcan Vending Machine for SSM Grant in the amount of $50,522.50.
Stewart reviewed the grant and machine purchase at that the St. Clare hospital Emergency Room. Motion by Flint, second by Eberl to Approve Acceptance of the Narcan Vending Machine for SSM Grant in the amount of $50,522.50. Motion carried.
Consideration transfer of Human Services prior year fund balance (Fin Pol 5-94).
Horkan provided information concerning the transfer of Human Services funds based on the Financial Policy 5-94. Motion by Dorner, second by McCumber to approve the transfer of Human Services prior year excess fund balance in the amount of $619,509.27 to general fund per Financial Policy 5-94.
Discussion and Possible consideration of Arbitrage with PMA, Brian Della.
Della provided information on investment bonds and the definition of arbitrage. Discussion followed.
Discussion and Possible on Health Care Center 2023 Budget Amendment.
Miller and Rademacher provided information on the situation with the Health Care Center regarding staffing. Discussion followed.
Update on 2024 budget process.
Miller and Horkan noted preliminary work being done on budget, no updates at this time.
Presentation of County financial reports.
Horkan reviewed the financial reports.
Discussion and Possible action on Addendum C to Intergovernmental Contract between Sauk County and Dane County.
Desmond provided information on the amendment to the contract between Sauk County and Dane County. Dane County will reimburse Sauk County for the additional $984,000 for the Iron Walking Trail in Dane County which is part of the Great Sauk State Trail (GSST). Discussion followed. Motion by McCumber, second by Flint to approve Addendum C to Intergovernmental Contract between Sauk County and Dane County. Motion carried.
Discussion and Possible action to a Contract between Sauk County and MSA Professional Services for the GSST/Wisconsin River Recreational Bridge Project.
Krueger provided the information on the Contract with MSA. Item is informational, no approval needed will be brought forward by Land Resources and Environment (LRE) Committee. Discussion followed.
Treasurers Department Update.
Geoghegan reviewed departmental activities and financial reports. Foreclosure process was discussed. Motion by McCumber, second by Flint to approve invoices of $4,848.52 and $185,321.93. Motion carried.
Accounting Department Update.
Horkan reviewed departmental activities and financial reports. Motion by McCumber, second by Flint to pay invoices of $26,347.64. Motion carried. Motion by McCumber, second by Flint, to approve committee payments for $11,543.40. Motion carried.
