FINANCE COMMITTEE MINUTES

Room 213, West Square Building, Baraboo WI                                                              Tuesday, January 10, 2017

 

Members present:                Tommy Lee Bychinski, Mike Flint, Marty Krueger and Kristin White Eagle

Excused:                       Eric Peterson

Others present:             Kerry Beghin, Amanda Blomberg, Cindy Bodendein, Liz Geoghegan, Lynn Horkan, Janelle Krueger, Matt Stieve, Cathy Warwick and media

 

The meeting was called to order by Bychinski at 8:35 AM.  Certification of open meeting compliance was given. 

Motion by Flint, second by White Eagle to adopt the agenda.  Motion carried.  Motion by Flint, second by White Eagle to adopt the minutes of previous meetings on December 13 and 20, 2016.  Motion carried.

 

Public Comment:   None

Communications:  None

 

Pre-audit meeting with auditors to address possible areas of concern prior to commencement of 2016 audit fieldwork.

Blomberg talked about the audit process, changes in GASB 68, Grant Uniform Guidance implementation, and State increased sub-recipient monitoring.  She noted committee members can bring Baker Tilly any concerns they would like addressed.

 

Consider Resolution to Create One (1) Full Time Public Health Nurse Supervisor Position for the Sauk County Health Department Outside the 2017 Budget Process.

Bodendein reviewed the need for the nurse supervisor.  The position funding and benefits were discussed.  Motion by Krueger, second by Flint to Create One (1) Full Time Public Health Nurse Supervisor Position for the Sauk County Health Department Outside the 2017 Budget Process.  Motion carried.

 

Consideration of resolution Amending the 2017 Budget to Appropriate $90,259 Pursuant to an Intergovernmental Agreement Between Sauk County, Wisconsin and the Ho-Chunk Nation.

Beghin reviewed the Ho-Chunk funding and previous uses.  The committee discussed the prior year purchase of dental van and acknowledgment of the contribution.  The committee discussed the funding requests and $7,500 unused from 2016.  Motion by Flint, second by Krueger to amend the 2017 Budget to Appropriate $97,759 Pursuant to an Intergovernmental Agreement Between Sauk County, Wisconsin and the Ho-Chunk Nation:  $52,759 Highway maintenance, $7,000 CJCC community service publication website, $12,600 Parks improvement to Man Mound Park and Yellow Thunder Memorial, $5,000 Public Health cribs/car seats, $20,000 Public Health Nurse Family Partnership vehicle, $400 Seal-a Smile program.  Motion carried.

 

Discussion of budget process.

Beghin reviewed the prior budget timeline and noted the need to move forward towards 2018 budget.  The committee discussed the constant struggle to get good and valuable public input.  Beghin noted now is the time to think about what went well, what could be different, what could be better in the budget process.  Bychinski said to communicate ideas to Beghin. 

 

Presentation of County financial reports.

Beghin reviewed the County financial reports, sales tax and other notable items.  Sales tax dollars exceeding budget segregated in general fund for debt service and one time capital improvements / purchases.

 

Treasurer’s Department Update. 

Geoghegan highlighted departmental activities.  Time spent with municipal clerks for the new receipting process.  Motion by Krueger, second by Flint, to accept the monthly report and approve payment of Treasurer’s Department invoices in the amount of $179,859.99.  Motion carried.   

 

Accounting Department Update. 

Beghin highlighted departmental activities.  Motion by Flint, second by White Eagle to accept the monthly report and approve payment of Accounting Department invoices in the amount of $10,741.27 and County invoices in the amount of $2,838,460.12.  Motion carried.

 

Public Comment:  None

 

Next regular Finance Committee meeting will be Tuesday, February 14, 2017, 8:30 AM.

Motion by Flint, second by White Eagle to adjourn the meeting.  Motion carried.
