The meeting was called to order by Bychinski at 8:00 AM. Certification of open meeting compliance was given. Motion by Krueger, second by White Eagle to adopt the agenda. Motion carried. Motion by Krueger, second by White Eagle to adopt the minutes of previous meetings on March 14 and 21, 2017. Motion carried.

Communications: None
Approval of Focus on Energy Grants toward potential solar buildout.
Ian Crammond, Facilities Manager, and Mark Hanson of Hoffman Planning, Design and Construction, Inc., discussed four Focus on Energy grant applications. The grant funds would be forwarded to a third party to assist in the costs of installing solar. Motion by Krueger, second by White Eagle for Approval of Focus on Energy Grants toward potential solar buildout. Motion carried.
Presentation of ATC Environmental Impact Fee payments.
Motion by White Eagle, second by Krueger to accept the report from Riverland Conservancy requesting $55,000. Motion carried.
Discussion of budget process, policies and priorities, timeline.
Bolin and Beghin discussed the Mid-Term Assessment and public input possibilities and their impact on the 2018 budget. It was the consensus of the Committee to hold public meetings in the four corners of the County in June, with a focus on reviewing successes and challenges from the 2015 Mid-Term Assessment, as well as results of the 2017 Mid-Term Assessment. Motion by Krueger, second by Peterson to approve the budget policies and priorities and the 2018 budget timeline. Motion carried.
Presentation of County financial reports.
Beghin reviewed the County financial reports for 2016 and 2017, sales tax and other notable items. The 2016 numbers are near final.
Discussion and possible resolution Assigning Funds as of December 31, 2016 and Amending the 2017 Budget for These Assignments.
Beghin reviewed the use of carried forward funds, the purpose and sources. Oversight committees have reviewed the departmental
carryforwards. Motion by Peterson, second by Krueger to approve resolution Assigning Funds as of December 31, 2016 and Amending the 2017 Budget for These Assignments. Motion carried.
Discussion and consideration of strategic issues for Board Midterm discussion.
The Committee discussed the County’s definition of strategic issues as being important big picture topics that will affect the County over the upcoming five to ten years and impact multiple County “clients.” The Accounting and Treasurer offices don’t feel they currently have issues that fit the criteria of a strategic issue.
Treasurer’s Department Update.
Geoghegan highlighted the departmental activities, including tax deed processing and enhancing investments. Motion by Krueger, second by Peterson to accept the monthly report and approve payment of Treasurer’s Department invoices in the amount of $1,744,966.54. Motion carried.
Accounting Department Update.
Beghin highlighted departmental activities. Beghin noted the refunding and audit of 2016. Motion by Peterson, second by White Eagle to accept the monthly report and approve payment of Accounting Department invoices in the amount of $56,980.00 and County invoices in the amount of $4,914,376.41. Motion carried.

Next regular Finance Committee meeting will be Monday, May 8, 2017, 8:00 AM.
Joint meeting with the Personnel Committee will be Friday, May 12, 2017, 8:30 AM.
Motion by Krueger, second by Peterson to adjourn the meeting. Motion carried.
