The meeting was called to order by Vice-Chair Kriegl at 8:00 AM. Certification of open meeting compliance was given.
Motion by Lins, second by Wenzel to adopt the agenda. Motion carried. Motion by Wenzel, second by White Eagle to adopt the minutes of previous meetings on October 27, 28, November 5, 8, and 16, 2018. Motion carried.
Public Comment:
Bobbie Wagner commented on Mid-Continent Railway funding and bridge project.
Nancy Dillman, Dana Madalon and Rose Greenwood each commented on the Sauk County Humane Society contract, animal control services, programs and funding.
Karen DeSanto, Joan Kenney, Chris Anderson, Luke Antonetti, Tina Neumann, Haley Bonilla and Nathen Perrin each commented on the Boys & Girls Club of West Central Wisconsin, the services, programs, community/employer contributions and benefits.
Rauel LaBreche, Ed White and Chuck Ecklund commented on the Sauk County Institute of Leadership (SCIL) funding and benefits.
Donna Neuwirth commented on the Wormfarm Institute programs, funding and the importance of local support.

Discussion and consideration of 2019 budget and proposed amendments.
Kriegl reviewed the amendment process. At this meeting, Committee will concur/agree or not concur/agree with proposed amendments. He noted an amendment will need to receive a motion, second and simple majority vote on the county board floor on November 13 to amend the Finance Committee proposed budget. The Committee discussed common areas in multiple amendments.
McCumber summarized his proposed amendments and noted the large use of General Fund balance use with the limited amount of levy. He noted there could be shifting of funding between fund balance and levy. He commented specifically on it being premature to allocate funding to expand parking. Vedro commented on the City of Baraboo and County meetings this week on parking expansion.
Following is the order in which the Committee voted on amendments:
Amendment #1 by Supervisor Czuprynko – Eliminate UWEX additional educator funds of $21,515. Add employee recognition of $10,000 and scholarships of $11,000. Reduce sales tax estimate $515. Hoffman commented on educator funding. UW Extension reorganization was discussed. Motion by Kriegl, second by Wenzel to not concur with the amendment. Motion carried.
Amendment #5 by Supervisor Czuprynko – Delete Wormfarm Institute funding of $20,000. Add Bar Buddies funding of $20,000.
Bolin commented on the ability to fund Bar Buddies and currently there is no funding in the budget. Motion by Lins, second by Wenzel to not concur with the amendment. Motion carried.
Amendment #6 by Supervisor Czuprynko – Disburse Sauk County Development Corporation (SCDC) appropriation in four equal installments after quarterly review and approval by the Economic Development Committee (EDC). Bolin commented the intention behind request is to have quarterly reporting to the EDC along with approval for disbursement of funds. Committee discussed the partnership with SCDC. Motion by Lins, second by Wenzel to not concur with the amendment. Motion carried.
Motion by Lins, second by White Eagle to consider amendments #7-22 together and not concur. Motion carried.
Amendment #7 by Supervisor McCumber – Eliminate funding for community development grants.
Amendment #8 by Supervisor McCumber – Eliminate tourism grants, currently funded by General Fund balance.
Amendment #9 by Supervisor McCumber – Eliminate new young professionals program, currently funded by General Fund balance.
Amendment #10 by Supervisor McCumber – Eliminate purchase of art of buildings.
Amendment #11 by Supervisor McCumber – Eliminate funding for Wormfarm Institute.
Amendment #12 by Supervisor McCumber – Remove additional parking for West Square, currently funded by General Fund balance.
Amendment #13 by Supervisor McCumber – Eliminate funding for water feature.
Amendment #14 by Supervisor McCumber – Eliminate funding for Mirror Lake Management District, currently funded by General Fund balance.
Amendment #15 by Supervisor McCumber – Eliminate new Child Services Assistant Supervisor.
Amendment #16 by Supervisor McCumber – Eliminate funding for Boys & Girls Clubs.
Amendment #17 by Supervisor McCumber – Eliminate funding for Mid-Continent Railway Museum, currently funded by General Fund balance.
Amendment #18 by Supervisor McCumber – Eliminate funding for new Dental Hygienist.
Amendment #19 by Supervisor McCumber – Eliminate increased funding for Humane Society.
Amendment #20 by Supervisor McCumber – Restore housing net revenues from 50 to 42 inmates.
Amendment #21 by Supervisor McCumber – Restore vacancy factor to central levy reduction, not levy reduction in Sheriff, Human Services and Highway.
Amendment #22 by Supervisor McCumber – Eliminate increased funding for Sauk County Institute of Leadership (SCIL).
Amendment #2 by Supervisor Czuprynko – Eliminate new 0.77 full-time equivalent dental hygienist at $70,564. Decrease Sheriff inmate housing net revenue from 50 to 45 inmates $70,260. Reduce sales tax estimate $304. Motion by Wenzel to concur with the amendment. Wenzel withdrew his motion. Bolin reviewed the Public Health position changes in the 2019 budget and where they stand in the proposed budget. The Committee discussed use of fund balance for start-up program expenses. The Committee discussed jail bed rental revenues. Motion by Wenzel, second by Lins to concur with the amendment. Motion failed.
Amendment #3 by Supervisor Czuprynko – Remove additional parking for West Square, currently funded by General Fund balance. Purchasing authority and additional county board action was discussed. A possible study of parking issues and the intended use of budgeted funding were discussed. Bolin commented on work with the City of Baraboo and merchants to alleviate parking concerns through other means. Motion by Wenzel, second by White Eagle to not concur with amendment. Motion failed. Motion by Lins, second by White Eagle to concur with the amendment. Motion carried.
Amendment #4 by Supervisor Czuprynko – Reduce water feature from $60,000 to $3,000, currently funded by General Fund balance. The benefits of a water feature and community involvement and fundraising were discussed. Motion by Lins, second by Dietz to not concur with the amendment. Motion carried.
Amendment #23 by Supervisor Spencer – Eliminate UWEX additional educator funds of $21,515. Decrease Sheriff inmate housing net revenue from 50 to 48.5 inmates $21,515. Spencer commented on his amendment. Hoffman noted the university system reorganization is forcing shared positions based on a funding formula. Sheriff bed rental revenues were discussed. Motion by Wenzel, Lins second by to not concur with the amendment. Motion carried.
The Committee discussed possible funding for Bar Buddies. Motion by Wenzel, second by White Eagle to support amending the budget to transfer $10,000 from the Administrative Coordinator Economic Development budget to the Sheriff’s Department budget to support Bar Buddies. Motion carried.
Consider Resolution Establishing Taxes to be Levied in Sauk County for the Year 2019.
Beghin noted the resolution reflects what the Committee recommended in October to the County Board. Motion by Lins, second by White Eagle to approve Establishing Taxes to be Levied in Sauk County for the Year 2019. Motion carried.
Presentation of quarterly accounts receivable reports as of September 30, 2018.
Beghin noted there were no outstanding concerns.
Presentation of American Transmission Company (ATC) Environmental Impact Fee payments.
The Nature Conservancy $19,235.66, 4/2018-9/2018.
Presentation of County financial reports.
Beghin reviewed financials though September. Sales tax is still slightly exceeding past averages.
Treasurer’s Department Update.
Geoghegan reviewed departmental activities. Year-to-date budget report, recent chargebacks. Kriegl commented on “Dark Store” issue and the impact on county taxpayers. Geoghegan is communicating with municipalities to obtain their legal costs and tax incremental financing (TIF) information. Motion by Lins, second by Wenzel to approve payment of Treasurer’s Department invoices in the amount of $30,345.28. Motion carried.
Accounting Department Update.
Beghin reviewed the departmental activities. Financial system migration, grant tracking, year-to-date budget report. Motion by Lins, second by White Eagle to approve payment of Accounting Department invoices in the amount of $23,142.64. Motion carried. Motion by White Eagle, second by Lins to approve Countywide accounts payable invoices and committee payments in the amount of $3,530,472.11. Motion carried.

Motion by Wenzel, second by Lins to adjourn the meeting. Motion carried.
