The meeting was called to order by Chairman Dietz at 8:20 AM. Certification of open meeting compliance was given. Motion by Lins, second by Kriegl to adopt the agenda. Motion carried. Motion by Lins, second by Kriegl to adopt the minutes of previous meeting on July 8, 2019. Motion carried.

Consider resolution Amending the 2019 Emergency Management Budget to Transfer Funds from the Contingency Fund to Fund Limited Term Employees for Flood Case Management.
Bolin described need for limited term employees to help evaluate and distribute donated funds for residents related to the 2018 floods. Motion by Kriegl, second by Lins to approve the resolution. Motion carried.
Presentation of quarterly accounts receivable reports as of June 30, 2019.
Beghin presented the quarterly reports noting no exceptions.
Review of 2020 budget – preliminary equalized values and net new construction.
Preliminary equalized values were released by the Wisconsin Department of Revenue August 1, with final amounts to be released August 15. Taxable equalized values (with tax incremental financing district increments excluded) increased 3.82%. Net new construction increased 1.47%, which will generate about $400,000 of additional levy capacity based on levy limits.
Presentation of American Transmission Company Environmental Impact Fee payments.
The Nature Conservancy has requested the final amount for their project.
Presentation of County financial reports.
Beghin reviewed the financial reports and sales tax. Grants and aids received are at 25%, but that is expected due to a number of large payments that are scheduled for receipt in the second half of the year. Inmate housing revenue is at 32%, but with expected collections related to the first half of the year the amount would be 54%.
Treasurer’s Department Update.
Geoghegan reviewed departmental activities, year-to-date budget report and investment reports. Discussion and consideration Treasurer 2020 Budget. Motion by Lins, second by Kriegl to approve payment of Treasurer’s Department invoices in the amount of $37,704,797.04. Motion carried.
Accounting Department Update.
Beghin reviewed departmental activities and year-to-date budget report. Discussion and consideration of Accounting 2020 Budget.
Motion by Lins, second by Kriegl to approve payment of Accounting Department invoices in the amount of $128,929.63. Motion carried. Motion by Lins, second by Kriegl to approve committee vouchers of $11,075.74. Motion carried.
