This meeting is open to the public. However, in light of the COVID-19 pandemic, members of the public may wish to watch the meeting on streaming video which can be found on the County’s webpage at https://www.co.sauk.wi.us/meetings. Others present: Kerry Beghin, Dave Bretl, Liz Geoghegan, Lynn Horkan
The meeting was called to order by Krueger at 9:30 AM. Certification of open meeting compliance was given. Motion by Eberl, second by Dorner to adopt the agenda. Motion carried. Motion by McCumber, second by Flint to adopt the minutes of the previous meeting for August 6. Motion carried.

Consider recommendation of Finance Committee member to the Highway Facility Ad Hoc Committee.
Motion by McCumber, second by Dorner to nominate Flint to serve as Finance Committee member to the Highway Facility Ad Hoc Committee. Motion by McCumber, second by Dorner to close nominations and cast a unanimous ballot for Flint. Motion carried.
Review of 2021 budget and processes.
Beghin shared final equalized value and net new construction values resulting in approximately an additional $373,000 levy. Still working on pulling requested departmental budgets together. Bretl commented on a big variable is sales tax and Committee discussed sales tax for 2021 budget. Conservative approach was the Committee consensus. Committee discussed the option of use of fund balance for operational cost to smooth the sales tax loss over the down period. Motion by Eberl, second by Dorner to give guidance to Interim Administrative Coordinator to use 70% of budgeted 2020 sales tax revenue for the 2021 budget. Motion carried. The Committee discussed the 2021 budget process and budgets at the committee level during this transition year. Committee discussed the budget amendment process for County Board budget adoption. At the October 20, 2020 County Board meeting the Finance Committee presents the budget to the County Board. Final budget adoption is Nov 10, 2020.

Beghin reviewed notable lines and Health Care Center census.
Treasurer’s Department Update.
Geoghegan presented the Treasurer’s Department 2021 budget. She highlighted investments and interest/penalty revenue decreases. She reviewed departmental staffing restructure due to a recent staff vacancy, and upcoming property sale. Motion by Flint, second by Eberl to forward the 2021 Treasurer Department as presented for review. Motion carried. Geoghegan reviewed departmental activities, year-to-date budget report and investment reports. Motion by McCumber, second by Dorner to approve invoices of $6,910.47. Motion carried.
Accounting Department Update.
Beghin presented the Accounting Department 2021 budget. She highlighted a staff reclassification and countywide timekeeping system. Motion by McCumber, second by Dorner to forward the 2021 Accounting Department as presented for review. Motion carried. Beghin reviewed departmental activities including audit, financial reports and year-to-date budget report. Motion by McCumber, second by Eberl to approve invoices of $950.00. Motion carried. Motion by McCumber, second by Flint to approve Committee payments in the amount of $11,050.61. Motion carried.

September 8 4:00 pm – with Personnel & Insurance regarding hiring freeze and new/reclassified positions
September 17 9:30 am – Special meeting regarding Outside Agency requests
September 28-29 – Budget meetings with departments
October 5, 2020 9:30 am – Regular meeting
Motion by McCumber, second by Flint to adjourn the meeting. Motion carried.
