Members present: Tom Dorner, Lynn Eberl, Mike Flint, Marty Krueger and Tim McCumber
Others present: Kerry Beghin, Matt Burch, Liz Geoghegan, Lynn Horkan, Jessica Machovec, Sheriff Meister and Brent Miller
The meeting was called to order by Chair Krueger at 9:00 AM. Certification of open meeting compliance was given. Motion by Flint, second by Eberl to adopt the agenda. Motion carried. Motion by McCumber, second by Dorner to adopt the minutes of the previous meetings for July 7, 2022. Motion carried.

Consider Resolution to amend the 2022 Budget for allocation of ARPA Funds for in car squad cameras and body cameras.
Meister reviewed the purchase of cameras to equip patrol squads and body cameras to equip patrol, jail and detective staff. Motorola products will interact with current equipment and has ability for live feed. Contract is for five years and includes equipment, equipment replacement, storage and training. Currently working on policy for use of cameras. Cameras to be installed around end of year to early 2023. Motion by Eberl, second by Dorner to approve the resolution to amend the 2022 Budget for allocation of ARPA Funds for in car squad cameras and body cameras. Motion carried.
Presentation of quarterly accounts receivable reports as of June 30, 2022.
Beghin noted Health Care Center had a software upgrade in May that affected Medicare billing; the receivables look a little high. Expect to work through the upgrade “bugs” in the next month.
Discussion of possible securitization of opioid settlement payments to Sauk County.
Miller commented that Sauk County is listed as possibly taking the securitization of opioid settlement payments. Timeline is not known, most likely payments will be made to the County in 2023. Funds have restrictions.
Update on American Rescue Plan Act (ARPA) – pro se family law clinic outreach funding.
Miller noted a State Bar Foundation charitable grant is being used to record a video for training pro se family law clinic. Additional funding is needed to complete the project. Committee discussed the use of ARPA funds or fund balance for this project.
Update on 2023 budget and process.
Miller and Beghin commented on preliminary equalized values up over 14% showing good growth, 1.29% preliminary net new construction could mean an estimated $382,000 additional levy. Beghin stressed that the levy limit forms and interpretation could change these preliminary calculations. Discussed funding challenges.
Presentation of County financial reports.
Beghin reviewed the monthly reports and highlighted sales tax. Motion by Flint, second by McCumber to accept the county financial reports as presented. Motion carried.
Treasurer’s Department Update.
Geoghegan reviewed departmental activities, financial reports, year-to-date budget report and investment report. Motion by McCumber, second by Flint to receive the monthly report and approve invoices of $37,251,782.61. Motion carried.
Accounting Department Update.
Beghin reviewed departmental activities, financial reports and year-to-date budget report. Financial audit is complete the Annual Comprehensive Financial Report and the Popular Annual Financial Report have been posted on the County website. Motion by McCumber, second by Flint to approve invoices of $8,384.39. Motion carried. Motion by McCumber, second by Dorner to approve committee payments for $11,166.26. Motion carried.

Thursday, September 1 at 9:00 pm – regular meeting.
Motion by Flint, second by McCumber to adjourn the meeting. Motion carried.
