REASON FOR MEETING: REGULAR
A quorum may be present consisting of members of the Aging & Disability Resource Center and Veterans Service Office Committee; Board of Health; Economic Development Committee; Executive & Legislative Committee; Extension Education, Arts & Culture Committee; Finance Committee; Health Care Center Board Of Trustees; Highway Committee; Human Services Board; Land Resources & Environment Committee; Law Enforcement & Judiciary Committee; Personnel & Insurance Committee and Property Committee. No governing body will exercise any responsibilities, authority or duties except for the Finance Committee. It is possible that a quorum on county board members will be at this meeting to gather information about a subject over which they have decision-making responsibility. This constitutes a meeting of the County Board pursuant to State ex rel Badke v. Greendale Village Board, Wis 2d 553, 494 n.w.2d 408 (1993), and must be noticed as such, although the County Board will not take any formal actions at this meeting. It is also possible that there may be quorums of other County Board Committees present, although those committees will not take any formal action at this meeting.

The meeting was called to order by Chair Krueger at 9:00 AM. Certification of open meeting compliance was given. Motion by Flint, second by Dorner to adopt the agenda with mo. Motion carried. Motion by Flint, second by Dorner to adopt the minutes of the previous meeting for April 6, 2023, regular meeting. Motion carried.

Update on 2022 budget overrun for District Attorney Department.
Yvonne Newman presented report to the board members. Discussion followed. No action taken
Update on 2022 budget overrun for Clerk of Courts Department.
Carrie Wastlick presented report to the board members. Discussion followed. No action taken
Discussion and Possible Action to Eliminate Election/Lead Deputy County Clerk and Create one Deputy County Clerk Position as of September 1, 2023. Becky Evert presented request to eliminate Election/Lead Deputy Clerk position and create one Deputy County Clerk positions. Discussion followed. Motion by McCumber, second by Flint to Eliminate Election/Lead Deputy County Clerk and Create one Deputy County Clerk Position as of September 1, 2023. Motion carried.
Discussion and Action to Approve and Accept Grant Funds for State Opioid Response 3.
Stephanie Box informed the board that Human Services department applied for State Opioid Response 3 grant. On March 17th, 2023, Human services received the grant notice. Discussion followed. Motion by McCumber, second by Dorner to approve and accept Grant Funds for State Opioid Response 3 for $ 271, 502. Motion carried.
Discussion and Action to Approve and Accept Grant Funds for Medication Assisted Treatment in a Jail Setting.
Stephanie Box informed the board that Human Services applied for joint grant with Public Health and Jail assessment for State funding for substance abuse program. Discussion followed. Motion by McCumber, second by Flint to approve and accept Grant Funds for Medication Assisted Treatment in a Jail Setting for $89,206.00 (April – September 2023) and $120,794.00 (July 1st, 2023- June 30th, 2024). Motion carried.
Discussion and possible action on creating a county-wide memorial and donation policy.
Ian Crammond presented to the board County-wide memorial and donation policy. Discussion followed. Motion by Flint, second by Dorner to postpone the decision of accepting the county-wide memorial and donation policy until June 2023. Motion carried.
Update and possible consideration for the American Rescue Plan (ARPA) funds.
Horkan presented to the board the 2023 - 1st quarter ARPA funds report. Discussion followed; no action taken.
Discussion and possible consideration of budget guidelines, priorities, and strategic issues and calendar.
Horkan and Miller are working on 2024 budget guidelines and calendar. Miller noted that there will be new positions for 2024 only if they are grant funded. The strategic issues and changes will be discussed at the mid-term assessment. Discussion followed; no action taken.
Presentation of County financial reports.
Horkan reviewed the financial reports. Accounting is working on closing 2022 calendar year and Financial 2022 audit.
Treasurers Department Update.
Geoghegan reviewed departmental activities, financial reports, year-to-date budget report, investment report and annual report. Motion by McCumber, second by Dorner to approve invoices of $155,379.80. Motion carried.
Update and discussion regarding tax foreclosure properties – Parcel No. 008-0735-0000 & 008-0736-00000 located at S1974 County Rd A, Baraboo.
Brent Gasser, Town of Delton chairman communicated a request from the Board of the Town of Delton to the Sauk County boards to purchase tax foreclosure properties – Parcel No. 008-0735-0000 & 008-0736-00000 located at S1974 County Rd A, Baraboo. Discussion followed. Motion by McCumber, second by Flint to postpone this discussion to a later date. Motion carried.
Accounting Department Update.
Horkan reviewed monthly report. Motion by Dorner, second by Flint invoices of $4,298.00. Motion carried. Motion by Flint, second by Dorner, to approve committee payments for $12,239.98. Motion carried.

Tuesday, May 16, 2023, at 5:30 pm – special meeting.
Tuesday, May 23, 2023, at 6:00 pm – special meeting-Mid-Term Assessment.
Wednesday, June 7, 2023, at 8:30 am – regular meeting.
Motion by Flint, second by Dorner to adjourn the meeting at 10:28 am. Motion carried.
